In the U.S., the term ¿big oil co.¿ is likely to be taken to mean the major private international oil co., largely based in Europe or America. However, while some of those co. are indeed among the largest in the world, a majority of the largest oil co. are state-owned, national oil co. (NOC). NOC hold the majority of petroleum reserves and produce the majority of the world¿s supply of crude oil. NOC hold exclusive rights to exploration and development of petroleum resources within the home country, they also can decide on the degree to which they require participation by private co. in those activities. This report discusses the Strategic Petroleum Reserve (SPR) in the Energy Policy and Conservation Act, which was authorized to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The Government Accountability Office recently observed that the proportion of crude oil grades in the SPR has been growing less compatible with the heavier grades of crude oil that U.S. refineries have been upgrading to handle. This finding has raised questions about the SPR's effectiveness during a long-term oil disruption involving heavy oil.
During an era of oil price controls and following the 1973 Organization of Arab Petroleum Exporting Countries oil embargo, Congress passed the Energy Policy and Conservation Act of 1975 (EPCA), which directs the President “to promulgate a rule prohibiting the export of crude oil” produced in the United States. Crude oil export restrictions are codified in the Export Administration Regulations administered by the Bureau of Industry and Security (BIS)—a Commerce Department agency. The President has some powers to allow certain crude oil exports if an exemption is determined to be in the national interest.
Seagrasses are flowering plants from one of four plant families, all in the order Alismatales, which grow in marine, fully-saline environments. Seagrasses are sometimes labelled ecosystem engineers, because they partly create their own habitat - the leaves slow down water-currents increasing sedimentation, and the seagrass roots and rhizomes stabilise the seabed. Their importance for associated species is mainly due to provision of shelter, and for their extraordinarily high rate of primary production.
