Although local neighborhood associations are found in many countries, Japan’s are distinguished by their ubiquity, scope of activities, and very high participation rates, making them important for the study of society and politics. Most Japanese belong to one local neighborhood association or another, making them Japan’s most numerous civil society organization, and one that powerfully shapes governance outcomes in the country. And, they also often blur the state-society boundary, making them theoretically intriguing. Neighborhood Associations and Local Governance in Japan draws on a unique and novel body of empirical data derived from the first national survey of neighborhood associations carried out in 2007 and provides a multifaceted empirical portrait of Japan’s neighborhood associations. It examines how local associational structures affect the quality of local governance, and thus the quality of life for Japan’s citizens and residents, and illuminates the way in which these ambiguous associations can help us refine civil society theory and show how they contribute to governance. As well as outlining the key features of neighbourhood associations, the book goes on to examine in detail the way in which neighbourhood associations contribute to governance, in terms of social capital, networks with other community organizations, social service provision, cooperation with local governments and political participation. Key party goals serve to advance a policy brand and maximize seats in the legislature. This book offers a theory of how political parties assign their elected members — their "personnel" — to specialized legislative committees to serve collective organizational goals, here known as "party personnel strategies". Individual party members vary in their personal attributes, such as prior occupation, gender, and local experience. Parties seek to harness the attributes of their members by assigning them to committees where their expertise is relevant, and where they may enhance the party's policy brand. However, under some electoral systems, parties may need to trade-off the harnessing of expertise against the pursuit of seats, instead matching legislators according to electoral situation (e.g. marginality of seat) or characteristics of their constituency (e.g. population density). This book offers an analysis of the extent to which parties trade these goals by matching the attributes of their personnel and their electoral needs to the functions of the available committee seats. The analysis is based on a dataset of around six thousand legislators across thirty-eight elections in six established parliamentary democracies with diverse electoral systems.

After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

This book chronicles how a controversial set of policy assumptions about the Japanese economy, known as revisionism, rose to become the basis of the trade policy approach of the Clinton administration. In the context of growing fear over Japan's increasing economic strength, revisionists argued that Japan represented a distinctive form of capitalism that was inherently closed to imports and that posed a threat to U.S. high-tech industries. Revisionists advocated a "managed trade" solution in which the Japanese government would be forced to set aside a share of the market for foreign goods. The author describes the role that various American academics, government officials, and business leaders played in developing revisionist thought. Revisionism was at its peak just as the Clinton administration came into office. The author uses extensive interviews with policy makers to trace the internal discussions inside the Clinton White House, which culminated in the adoption of revisionist policy and then to demands for "results-oriented" trade agreements during the Framework negotiations. This book details how Japan refused to accept these managed trade solutions, and fought to discredit revisionism and to rally global support against American unilateralism.

Robert M. Uriu analyzes the industrial policy-making process in Japan for industries faced with sudden economic decline. He takes exception to the traditional view that policy bureaucrats in Japan are autonomous and insulated from societal pressures, arguing that the private sector in Japan has been actively involved in developing and implementing industrial policy. After carefully defining his conceptual framework, Uriu presents case studies of four industries: cotton spinning, steelmaking in minimills, synthetic fibers, and ship building, along with less detailed examinations of coal mining, aluminum smelting, paper, and steelmaking in integrated mills. These industries, he suggests, have sought public policies that enable them to manage competition domestically. In particular, they have fostered cartels to control production or capacity levels in an attempt to stabilize their industry's conditions. In textiles, steel, and ships, Uriu focuses on several of the industries most important to Japan's early postwar economic successes, the very ones first to confront the problems of decline and adjustment. Uriu also shows how Japan's policy choices more recently have become constrained by changes in the domestic antitrust environment and in Japan's external relations. In particular, pressures from Japan's trading partners have limited the policy tools available to Tokyo. As a result, industries have experienced increasing difficulties over time in managing competition in the domestic market. Analysts need to integrate domestic and international factors more carefully, Uriu argues, in order to trace more accurately the interactions between industry actors and the policy environment they face.

Over the last decade the world has experienced a growing interest in problems associated with the nonmedical use of drugs. There is thus an acute need in the field for critical reviews that assess current developments, and the present series is intended to fill this need. The series is not to be an "annual review" in the usual sense. The aim is not to cover all the work reported during the preceding year in relation to a fixed selection of topics. Rather, it is to present each year evaluative papers on topics in which enough recent progress has been made to alter the general scope in a particular area. Owing to the multidisciplinary nature of problems of drug use and dependence, the papers published in each volume will be drawn from several disciplines. However, some volumes may be devoted to one partic ular problem, with individual reviews and papers examining various aspects of it. The composition of the editorial board and the international advisory board reflects these objectives. The editors are members of the senior scientific staff of the Addiction Research Foundation of Ontario.

The little-examined genre of legal case narratives is represented in this fascinating volume, the first collection translated into English of criminal cases - most involving homicide - from late imperial China. These true stories of crimes of passion, family conflict, neighborhood feuds, gang violence, and sedition are a treasure trove of information about social relations and legal procedure. Each narrative describes circumstances leading up to a crime and its discovery, the appearance of the crime scene and the body, the apparent cause of death, speculation about motives and premeditation, and whether self-defense was involved. Detailed testimony is included from the accused and from witnesses, family members, and neighbors, as well as summaries and opinions from local magistrates, their coroners, and other officials higher up the chain of judicial review. Officials explain which law in the Qing dynasty legal code was violated, which corresponding punishment was appropriate, and whether the sentence was eligible for reduction. These records began as reports from magistrates on homicide cases within their jurisdiction that were required by law to be tried first at the county level, then reviewed by judicial officials at the prefectural, provincial, and national levels, with each administrator adding his own observations to the file. Each case was decided finally in Beijing, in the name of the emperor if not by the monarch himself, before sentences could be carried out and the records permanently filed. All of the cases translated here are from the Qing imperial copies, most of which are now housed in the First Historical Archives, Beijing.

With a psychosocial framework that draws insights from feminism, sociology, international studies, and political psychology, the authors pinpoint the motivations of the nativist right and reflect on the change of conditions that is necessary to end cultures of impunity for perpetrators of sexual abuse in Japan. Evaluating the value of the #MeToo model of activism, the authors offer insights that will encourage victims to come out of the shadows, pursue justice, and help transform Japan’s sense of identity both at home and abroad. Ueno, a female Japanese educator and O’Mochain, a non-Japanese male academic, examine the nature of sexual abuse problems both in educational contexts and in society at large through the use of surveys, interviews, and engagement with an eclectic range of academic literature. They identify the groups within society who offer the least support for women who pursue justice against perpetrators of sexual abuse. They also ask if far-right ideological extremists are fixated with proving that so called “comfort women” are higaisha-buru or “fake victims.” Japan would have much to gain on the international stage were it to fully acknowledge historical crimes of sexual violence, yet it continues to refuse to do so.
