In light of China's deepening economic slowdown, "China's foreign policy may well be driven increasingly by the risk of domestic political instability," write Robert D. Blackwill, Henry A. Kissinger senior fellow at the Council on Foreign Relations (CFR), and Kurt M. Campbell, the Asia Group's chairman and chief executive officer, in a new Council Special Report. "Economic growth and nationalism have for decades been the two founts of legitimacy for the Communist Party, and as the former wanes, [Chinese leader Xi Jinping] will likely rely increasingly on the latter." Xi's "dominance of the decision-making process [has] made him a powerful but potentially exposed leader," the authors note. To protect his position, Xi will "most probably stimulate and intensify Chinese nationalism—long a pillar of the state's legitimacy—to compensate for the political harm of a slower economy, to distract the public, to halt rivals who might use nationalist criticisms against him, and to burnish his own image." The report—Xi Jinping on the Global Stage: Chinese Foreign Policy Under a Powerful but Exposed Leader—notes that China's economy, which had expanded at an annual rate of 10 percent for three decades, is entering a new era of considerably slower growth. To strengthen his position at home, Xi "will probably intensify his personality cult, crack down even harder on dissent, and grow bolder in using the anticorruption campaign against elites who oppose him." Internationally, Xi "may provoke disputes with neighbors, use increasingly strident rhetoric in defense of China's national interests, and take a tougher line in relations with the United States and its allies to shift public focus away from economic troubles." To deal with Xi's more assertive foreign and defense policies, the authors call for a new American grand strategy for Asia that "seeks to avoid a U.S.-China confrontation and maintain U.S. primacy in Asia." The authors, both former senior government officials with extensive experience in the region, recommend passing the Trans-Pacific Partnership—an Asia-centered trade deal with countries that represent approximately 40 percent of the global economy—lifting constraints on U.S. exports of oil to Asian allies, and maintaining a commitment to deploy at least 60 percent of the U.S. Navy and Air Force in the Asia Pacific. They identify the U.S. pivot or rebalance to Asia as "the indispensable ingredient in a successful U.S. policy to participate and project strength more consequentially in the region and to deal with Chinese power and influence under Xi Jinping.

Bush, the Obama administration was expected to make changes for the better in US relations with the wider world. Now, international problems confronting Obama appear more intractable, and there seems to be a marked continuity in policies between Obama and his predecessor. Robert Singh argues that Obama's approach of 'strategic engagement' was appropriate for a new era of constrained internationalism, but it has yielded modest results. Obama's search for the pragmatic middle has cost him political support at home and abroad, whilst failing to make decisive gains. Singh suggests by calibrating his foreign policies to the emergence of a 'post-American'world, the president has yet to preside over a renaissance of US global leadership. Ironically,Obama's policies have instead hastened the arrival of a post-American world.

Since psychiatric training in medical school is brief in duration (often 4-8 weeks only), and minimal to nonexistent in many residency programs, most primary care physicians are not adequately equipped to treat psychiatric disorders, despite the fact that this role promises a significant portion of the average physician’s practice. This book provides non-psychiatric physicians, especially primary care physicians, with the tools to successfully diagnose and treat psychiatric disorders in their practices. Primary care physicians are the largest prescribers of psychiatric medications in the US, where they also provide the bulk of psychiatric diagnoses and treatment, especially in traditionally underserved areas. Every chapter is devoted to each of the major psychiatric disorders that a primary care physician is likely to encounter in clinical practice. They are formatted in a nearly identical way to make the text both easy to read and quickly peruse as a reference. Each chapter also includes a clinical description of the disorder, the proper method (including questions to ask, or screening tools, etc.) to make an accurate diagnosis, and differential diagnoses to consider. Additionally, appropriate treatment(s) for the diagnoses are indicated in a stepwise fashion. Chapters also contain information on medical tests that may be appropriate to order to rule out medical conditions, as well as details on proper routine health screening for individuals on specific medications and/or mental health diagnoses. To optimize accessibility of medication prescribing information, several tables of the medications that are commonly prescribed for each disorder will be indicated. This may lead to some redundancy of information, as there is considerable overlap in medication and dosing strategies for different illnesses, ex antipsychotics for bipolar disorder and schizophrenia and antidepressants for Major Depressive Disorder and Anxiety Disorders. However, duplication of information assists in readability and user friendliness, as doctors will not have to flip through different parts of a book or refer to an appendix every time they wish to look up specific medication related information. Written by experts in the field, Handbook of Psychiatric Disorders in Adults in the Primary Care Setting is a valuable resource to aid in the proper assessment and treatment of psychiatric disorders by the physicians who are most likely to see and treat these patients. Most psychiatric textbooks are probably not appropriate for most primary care physicians as they contain far too much specialized information that they do not need to know and do not often contain clinical steps and guidelines for treatment. This text fulfills a pressing clinical need.

My aim in writing Gene Function has been to present an up-to-date picture ofthe molecular biology of Escherichia coli. I have not attempted a chronological description, believing that a mechanistic account is more useful for such a highly developed field. I have divided the book into four parts. Part I is a general introduction to bacterial systems, their genetic material, structure, composition and growth. It has seemed desirable to include herein a brief preview of the remaining text, to introduce the nomenclature and to help place subsequent chapters in perspective. The expression of genetic material and its perturbation through mutation is considered in Part II. Part III discusses how the transfer of prokaryotic genetic material can be mediated by plasmids and bacteriophages. It describes the DNA transactions involved (replication, recombination and repair) and ends with a description of the genetic and biochemical techniques employed in the study of gene organisation. Finally, Part IV considers the control of expression of bacterial, plasmid and phage genes. Key reviews are listed at the end of each chapter.
