The emergence of The United Nations Peacebuilding Commission (PBC) in 2005 was the culmination of a long and contentious process. Decolonization after World War II led to a significant global increase in the number of states. Each new nation was born with high expectations. But these hopes were soon eroded by the ineffectiveness and capriciousness of many of the new regimes. In many states military juntas have become the order of the day, and even where juntas have not taken power, political differences have repeatedly degenerated into violent exchanges that do not readily lend themselves to political settlement. Not only the new states have suffered from these problems; indeed, political solutions to conflict have become depressingly conspicuous by their absence. Against this background, the last decade has seen a resurgence of interest in evaluating the political capacity or strength of modern nation-states. In Power without Force, Robert Jackman argues that political capacity has two broad components: organizational age and legitimacy. Thus, it is essential to focus both on institutions conceived in organizational terms and the amount of compliance and consent that leaders are able to engender. The emphasis on each reflects the view that political life centers on the exercise of power, and that, unlike physical force, power is intrinsically relational. Although all states have he capability to inflict physical sanctions, their ability to exercise power is the key element of their political capacity. Drawing on a wide range of studies from political science, sociology, and political economy, Power without Force redirects attention to the central issues of political capacity. By stressing that effective conflict resolution must be addressed in political terms, this volume underscores perennial issues of governance and politics that form the heart of comparative politics and political sociology.

The United States today is the most powerful nation in the world, perhaps even stronger than Rome was during its heyday. It is likely to remain the world's preeminent power for at least several decades to come. What behavior is appropriate for such a powerful state? To answer this question, Robert J. Art concentrates on "grand strategy"-the deployment of military power in both peace and war to support foreign policy goals. He first defines America's contemporary national interests and the specific threats they face, then identifies seven grand strategies that the United States might contemplate, examining each in relation to America's interests. The seven are: •dominion-forcibly trying to remake the world in America's own image; • global collective security-attempting to keep the peace everywhere; •regional collective security-confining peacekeeping efforts to Europe; • cooperative security-seeking to reduce the occurrence of war by limiting other states' offensive capabilities; • isolationism-withdrawing from all military involvement beyond U.S. borders; •containment-holding the line against aggressor states; and •selective engagement-choosing to prevent or to become involved only in those conflicts that pose a threat to the country's long-term interests. Art makes a strong case for selective engagement as the most desirable strategy for contemporary America. It is the one that seeks to forestall dangers, not simply react to them; that is politically viable, at home and abroad; and that protects all U.S. interests, both essential and desirable. Art concludes that "selective engagement is not a strategy for all times, but it is the best grand strategy for these times.
Globalization is both a virtue and a vice. On balance it is beneficial to individuals, communities, nations, and the world economy. It facilitates the movement of goods and services, people, financial capital, and ideas. Overall, it creates wealth. Globalization does have vices, however, cultural clashes, environmental degradation, and displaced workers among them. Many environmental problems cross national boundaries and can be addressed only through international cooperation. In this book Robert Darst examines transnational efforts to promote environmental protection in the USSR and in five of its successor states—Russia, Ukraine, and the Baltic republics of Estonia, Latvia, and Lithuania—from the late 1960s to the present. The core of the book is a comparative study of three key issues: nuclear power safety, transboundary air pollution, and Baltic Sea pollution. Although expectations were high that the end of the Cold War and the breakup of the Soviet Union would lead to increased East-West environmental cooperation, the opposite has been true. Russia and the other successor states have generally agreed to address such problems only when paid to do so. Darst finds that post-Cold War environmental cooperation has been most successful when there is an overlap between the environmental and economic interests of the successor states and those of their Western neighbors, and when the foundation for cooperation was laid during the Cold War period. The book is based on extensive original field research, including interviews with diplomats, government officials, scientists, and environmental activists in the successor states and Western Europe. Its findings underscore the importance of the domestic and international political context in which international environmental policy making occurs. It also deepens our understanding of the opportunities and dangers of positive inducements as a tool of international environmental policy.

International trade liberalization historically has taken many organizational forms--unilateral, bilateral, minilateral, and multilateral. Given the proliferation of normative views about which of these should be pursued, economists and political scientists have devoted surprisingly little attention to the reasons for the observed variation in the chosen forms. This book is the first to develop a single theoretical framework to account for past liberalization practices and also to anticipate ongoing changes in the international organization of trade policy.
