In the 400 years from Magellan's entrance into Pacific waters to 1920, the lives of the people of the South Pacific were utterly transformed. Exotic diseases from Europe and America, particularly the worldwide influenza pandemic, were deadly for islanders. Ardent missionaries changed the belief systems and lives of nearly all Polynesians, Aborigines, and those Papuans and Melanesians living in areas accessible to westerners. By 1920 every island and atoll in the South Seas had been claimed as a colony or protectorate of a power such as Britain, France or the United States. Factors aiding this imperial sweep included European outposts such as Sydney, advances in maritime technology, the work of missionaries, a desire to profit from the area's relatively sparse resources, and international rivalry that led to the scramble for colonies. The coming of westerners, as this book points out, was not entirely negative, as head-hunting, cannibalism, chronic warfare, human sacrifice, and other practices were diminished--but whole cultures were irreversibly changed or even eradicated.

Shadow of Liberation explores the intricate twists, turns, contestations and compromises of ANC economic and social policymaking with a focus on the transition era of the 1990’s and the early years of democracy With the damning revelations by the Zondo Commission of Inquiry into State Capture on the massive corruption of the South African body politic, the timing of this book could not be more relevant. South Africans need to confront the economic and social policy choices that the liberation movement made and to see how these decisions may have facilitated the conditions for corruption to emerge and flourish. Answers are needed. Padayachee and van Niekerk focus their attention on the primary question of how and why the ANC, given its historical anti-inequality, re-distributive stance, come in the 1990s, to such a dramatic turn around and move towards an essentially market-dominated approach. Were they pushed or did they go willingly? What role if any did Western governments and international financial institutions play? And what of the role of the late apartheid state and South African business? Did leaders and comrades ‘sell out’ the ANC’s emancipatory policy vision? Shadow of Liberation tries to provide answers to these questions drawing on the best available primary archival evidence as well as extensive interviews with key protagonists across the political, non-government and business spectrum. The authors argue that the ANC’s emancipatory policy agenda was broadly to establish a social democratic welfare state upholding rights of social citizenship. However its economic policy framework to realise this emancipatory mission was either non-existent or egregiously misguided.

In The Judicial Role in a Diverse Federation, Robert Schertzer uses the example of the Supreme Court of Canada to examine how apex courts manage diversity and conflict in federal states. Schertzer argues that in a diverse federation where the nature of the federal system is contested the courts should facilitate negotiation between conflicting parties, rather than impose their own vision of the federal system. Drawing on a comprehensive review of the Supreme Court federalism jurisprudence between 1980 and 2010, he demonstrates that the court has increasingly adopted this approach of facilitating negotiation by acknowledging the legitimacy of different understandings of the Canadian federation. This book will be required reading both for those interested in Canada’s Supreme Court and for those engaged in broader debates about the use of federalism in multinational states.
