The unwillingness of the US House of Representatives to renew fast-track authority in 1997 and 1998 means that further trade liberalization for the United States is likely to slow down or grind to a halt, since negotiators elsewhere know that any agreements reached could be modified by the US Congress. This political impasse raises several overarching questions: Does the status of fast track represent a temporary or a permanent setback in the postwar trend toward freer trade? Is it due simply to lax efforts in mobilizing groups that support trade liberalization, or is US trade policy becoming more protectionist? More generally, what were the most important economic and social factors shaping congressional voting on trade legislation in the 1990s? How do these factors differ for the various trade bills Congress considered over this period? Baldwin and Magee attempt to answer these questions by analyzing three key trade bills: NAFTA in 1993; the legislation implementing the Uruguay Round agreements in 1994; and the House bill seeking to renew fast-track authority in 1998. The authors provide a brief legislative history of each, and then outline a conceptual framework for their analysis. Focusing on district and state economic conditions, ideological leanings, and campaign contributions, they find both predictable and surprising relationships in the data.

An examination of the performance of U.S. manufacturing in historical and global perspective indicates that, contrary to recent fears, international trade competition has not induced the deindustrialization of America. During the 1970s the U.S. manufacturing sector fared relatively well compared to its counterparts in other industrual countries and its own post-war track record. Most of its problems in the early 1980s are linked to domestic recession and the strong U.S. dollar. A number of implicit assumptions in the current discussion about U.S. industrial performance are shown in this book to be inappropriate—changes in international trade are not the major reason for the declining share of manufacturing in U.S. employment: even though foreign productive capabilities are catching up with those of the United States, the U.S. comparative advantage in high-technology products has increased. The author looks at these and other issues and seeks to clarify some common misperceptions about U.S. manufacturing. He examines long-term trends and changes since 1973 in U.S. manufacturing—employment, capital formation, research and development expenditures, and output. He looks closely at manufacturing trade flows and their major determinants and at the role of trade in the U.S. manufacturing sector. The last part of the book addresses policy options for the United States, including laissez-faire, matching foreign subsidies, and new industrial policies. Changes in U.S. policies are suggested that might facilitate efficient structural trade adjustment, improve trade policy, and compensate for market failures.
A review of the theoretical twists and turns in the development of the Heckscher-Ohlin model and an empirical assessment of the basic model and three related theorems. No names are more closely associated with modern trade theory than Eli Heckscher and Bertil Ohlin. The basic Heckscher-Ohlin proposition, according to which a country exports factors in abundant supply and imports factors in scarce supply, is a key component of modern trade theory. In this book, Robert Baldwin traces the development of the HO model, describing the historical twists and turns that have led to the basic modern theoretical model in use today. Baldwin not only presents a clear and cohesive view of the model's evolution but also reviews the results of empirical tests its various versions. Baldwin, who published his first theoretical article on the HO model in 1948, first surveys the development of the HO model and then assesses empirical tests of its predictions. Most discussions of empirical work on HO models confine themselves to the basic theorem, but Baldwin devotes a chapter to empirical tests of three related propositions: the Stolper-Samuelson theorem; the Rybczynski theorem; and the factor price equalization theorem. He concludes that the formulation and testing of these later models have improved economists' understanding of the forces shaping international trade, but that many empirical trade economists (himself included) were so enamored of the elegant but highly unrealistic factor price equalization models developed from the insights of Heckscher and Ohlin that they have neglected investigation of other models without this relationship.
This study documents evidence of a decline trend in the international competitiveness of US industry. The analysis identifies three groups of countries that account for most of the US trade deficit in the 1980s: the surplus countries, Germany and Japan; the East Asian NICs; and the Latin American debtors. In each case the author points to underlying structural problems contributing to the deficit. They call for quite different US policy responses, including microeconomic and industrial policies, incentives to revive productivity, growth and technological innovation, import surcharges, wage increases in the NICs, currency realignments, US capital exports, and debt relief. A pragmatic policy approach, with efforts to open foreign markets, aims to achieve the greatest possible reduction in the trade deficit with the lowest possible cost from macroeconomic adjustments. The author urges the reversal of two adverse trends in his policy strategy: the decline in public sector investment and the decreasing progressivity of the tax code.
The contributors to this volume, economists and political scientists from academic institutions, the private sector, and the Ways and Means Committee of the U.S. House of Representatives, came together to discuss an important topic in the formation of U.S. international trade policy: the representation of constituent interests. In the resulting volume they address the objectives of groups who participate in the policy process and examine how each group's interests are identified and promoted. They look at what means are used for these purposes, and the extent to which the groups' objectives and behavior conform to how the political economy of trade policy is treated in the economic and political science literature. International trade liberalization historically has taken many organizational forms--unilateral, bilateral, minilateral, and multilateral. Given the proliferation of normative views about which of these should be pursued, economists and political scientists have devoted surprisingly little attention to the reasons for the observed variation in the chosen forms. This book is the first to develop a single theoretical framework to account for past liberalization practices and also to anticipate ongoing changes in the international organization of trade policy. Growing out of a multidisciplinary effort combining economics, politics, organization, and law, the book's strategic organizational approach will interest students of trade, international relations, or institutional arrangements. Central to the strategic organizational approach is the view that organizational variety reflects alternate governance structures used to facilitate and enforce agreements. The period 1928-1942 saw some of the greatest political and social upheavals in modern British history. Lang, as Archbishop of Canterbury, led the Church of England through this tumultuous period and was a pivotal influence in political and religious decision-making. In this book, Robert Beaken provides a new perspective on Lang, including his considerable relationship with the royal family. Beaken also shows how Lang proved to be a sensitive leader during wartime, opposing any demonisation of the enemy and showing compassion to conscientious objectors. In 1963, John F. Kennedy said that "a rising tide lifts all the boats. And a partnership, by definition, serves both parties, without domination or unfair advantage." US international economic policy since World War II has been based on the premise that foreign economic growth is in America's economic, as well as political and security, self-interest. The bursting of the speculative dot.com bubble, slowing US growth, and the global financial crisis and its aftermath, however, have led to radical changes in Americans' perceptions of the benefits of global trade. Many Americans believe that trade with emerging-market economies is the most important reason for US job loss, especially in manufacturing, and is detrimental to American welfare and an important source of wage inequality. Several prominent economists have reinforced these public concerns. In this study, Lawrence Edwards and Robert Z. Lawrence confront these fears through an extensive survey of the empirical literature and in depth analyses of the evidence. Their conclusions contradict several popular theories about the negative impact of US trade with developing countries. They find considerable evidence that while adjusting to foreign economic growth does present America with challenges, growth in emerging-market economies is in America's economic interest. It is hard, of course, for Americans to become used to a world in which the preponderance of economic activity is located in Asia. But one of America's great strengths is its adaptability. And if it does adapt, the American economy can be buoyed by that rising tide.

Between 1977 and 1997, there was a precipitous decline in the proportion of US workers with median education (12 years or less) who were represented by a labor union—from 29 to 14 percent; the unionization proportion declined much less among workers with above-median education (19 to 13 percent). The union wage premium also declined for workers with basic education, from 58 to 51 percent, whereas it rose slightly for better-educated unionists, from 18 to 19 percent. Thus, whatever safety net American unions provide was disproportionately lost by the less-educated workers who, arguably, need it the most. In this study, Robert E. Baldwin investigates the role of changes in US imports and exports in explaining this dramatic decline. The main analysis (which includes workers in manufacturing as well as service sectors) relates changes in the number of union workers across industries to changes in domestic spending, imports, exports, and the intensity with which labor is used across these industries for both union and nonunion workers. Baldwin finds that although globalization (i.e., increased trade) seems to have contributed only modestly to the general decline in unionization, it has, more importantly, contributed to the decline in unionization among workers with less education. The study concludes with a discussion on the implication of this and the other findings for governmental policy and for the policy position of unions toward globalization.
