This book traces the evolution of concessional financing to Third World countries from its postwar origins in the Marshall Plan to the debt crisis that engulfed virtually the entire Third World in the early 1980s. It documents the evolution of a system of aid provision, of structured access to concessional external financing. The central focus is on how this structure of access to aid has changed over time and shaped development options an choices in the Third World. From this perspective, the emergence of the debt crisis is closely connected to the role of aid in the world economy. Although the debt crisis had other roots as well, this book elucidates an important set of determinants, generally overlooked, within the systems of aid provision itself. It further seeks to show that the debt crisis defines a new era, not simply a set of discrete and extraordinary events beween, say, Mexico's request for rescheduling in August 1982 and Argentina's coming to terms with the International Monetary Fund in September 1984. The debt crisis has profoundly altered the international environment tha Third Wold countries face, and the legacy of debt will continue to be a central focus of international relations and development choices for years to come. How much did American Protestants know about the Nazi persecution of European Jews before and during Word War II? Very little, many of them claimed in the postwar years. Robert W. Ross challenges that answer in this analysis of the ways in which Protestant journals ranging from The Christian CenturyÓ to The Arkansas BaptistÓ reported and editorialized on the subject from 1933 through 1945.
International intervention in internal wars has gained rhetorical legitimacy in the post-cold war period, but in practice it has remained problematic. Response to these conflicts has remained mainly diplomatic and military - and belated. Is there anything international actors can do to prevent, or at least ameliorate, such conflicts? Are conflict-prevention measures already being attempted, and sometimes succeeding so well that we are unaware of their effectiveness? If so, what can we learn from them? In this book, Robert J. Muscat, a veteran international development expert who has worked in South America, South and Southeast Asia, East Africa, and the Balkans, attempts to answer these questions. Drawing on the work of others as well as his own extensive experience, he reviews the accrued insights into the causes of internal conflict. He examines nine cases in which the work of development agencies exacerbated or ameliorated the root causes of conflict. This permits some generalizations about the efficacy or deleterious effects of development programs - and of their futility when the conflict-prevention dimension of international assistance efforts is ignored.
In Europe after World War II, U.S. economic aid helped to ensure economic revival, political stability, and democracy. In the Third World, however, aid has been associated with very different tendencies: uneven political development, violence, political instability, and authoritarian rule in most countries. Despite these differing patterns of political change in Europe and the Third World, however, American conceptions of political development have remained largely constant: democracy, stability, anti-communism. Why did the objectives and theories of U.S. aid officials and social scientists remain largely the same in the face of such negative results and despite the seeming inappropriateness of their ideas in the Third World context? Robert Packenham believes that the thinking of both officials and social scientists was profoundly influenced by the "Liberal Tradition" and its view of the American historical experience. Thus, he finds that U.S. opposition to revolution in the Third World steins not only from perceptions of security needs but also from the very conceptions of development that arc held by Americans. American pessimism about the consequences of revolution is intimately related to American optimism about the political effects of economic growth. In his final chapter the author offers some suggestions for a future policy. Originally published in 1973. George Woods transformed the World Bank from a relatively passive investment organization into an active leader of world development. He pushed for greatly increased lending in support of agriculture and education, worked closely with the United Nations, and revived and greatly strengthened economic analysis in the Bank itself. He also initiated measures to expand the equity investments of the International Finance Corporation and sought annual funding of one billion dollars for the International Development Association, the Bank's soft-loan affiliate. He retired in 1968 after inducing Robert McNamara to be his successor.
