Robert Phenix investigates the collection of twelve Syriac poetic sermons recounting the story of Joseph in Genesis 37 and 39-50. The authorship of these poems has been disputed, but this is the first study to attempt to argue from all aspects of the evidence that Balai of Qenneshrin is the author. The study then examines all of the data that can be associated with Balai: the religious environment of Qenneshrin and nearby Aleppo, Balai's connections with the monk-bishops of central Syria in the late fourth and early fifth centuries, particularly Acacius of Beroea/Aleppo and Rabbula of Edessa, the status of chorbishops, and the presence of Syriac speakers. Since it is argued in this study that Balai's source for the Sermons on Joseph was a Jewish text, this section also carefully examines the evidence for the Jewish community in Qenneshrin. As part of the background of the author, links between characters and the physical setting of the Sermons on Joseph and Qenneshrin are investigated. The relationship of the Sermons on Joseph to other Syriac Joseph sources and Joseph material in the Pseudepigrapha and at Qumran is discussed, followed by the question of the origin of the story, which is located in a lost Greek Jewish composition. The last section of the work examines the author's use of Hellenistic rhetoric and literary themes. The many speeches in the Sermons on Joseph reveal rhetorical arrangements that are strikingly close to the models of arrangement found in Late Antique handbooks, such as the Hermogenic Corpus . Several of these arguments are examined, as are the elaborate prefaces that introduce some of the individual Sermons on Joseph . The literary themes and motifs of the Sermons on Joseph are explored. It can be shown that some motifs known only in Syriac religious literature are employed in the Sermons on Joseph in non-religious literary contexts.

In recent years, British drug policy has undergone a transformation: tackling 'drug-driven' crime through criminal justice interventions has arguably become the central priority and focus. The 'criminal justice turn', as the authors refer to current UK drugs policy, is based on three simple and linked assumptions: drug-driven property crime is a major driver of local area crime rates, especially in deprived neighbourhoods; the criminal justice system can be used to target these drug-motivated offenders and direct them into treatment; and treatment can lead to significant reductions in their offending. Tough Choices: Risk, Security and the Criminalization of Drug Policy explores a series of questions about the 'criminal justice' turn in British drugs policy, from why it happened at all to what led policy to unfold in the way that it did, by analyzing policy documents and over 200 interviews conducted with key players in the policy development and implementation process. At the practice level, the authors explore how the strategic vision of the drug-crime 'problem' has shaped the ways in which drug-using offenders are identified, targeted and managed - in other words, why the implementation of the Drug Interventions Programme on the ground has taken the forms that it has. This is addressed through a detailed examination of practice in three local areas. Both the emergence of this new policy direction and its implementation in practice can best be understood as part of a wider transformation in governance in which risk-based thinking has become central to the ways in which we seek to address our contemporary insecurities. The book is based on a 30-month ESRC-funded research project on the Drug Interventions Programme and draws on the extensive empirical data generated during the project.

Themistius was a philosopher, a prominent Constantinopolitan senator, and an adviser to Roman emperors during the fourth century A.D. In this first translation of Themistius's private orations to be published in English, Robert J. Penella makes accessible texts that shed significant light on the culture of Constantinople and, more generally, the eastern Roman empire during the fourth century. The sixteen speeches translated here are equipped with ample annotations and an informative introduction, making them a valuable resource on the late antique period, as well as on Greek intellectual history and oratory. In Themistius's public orations, he played the role of imperial panegyrist, but in the "private" or unofficial orations presented here, the senator concerns himself with apologetics, rhetorical and philosophical programs, material of autobiographical interest, and ethical themes. The speeches are valuable as evidence for the political, social, philosophical, religious, and literary history of fourth century Byzantium, and as examples of pagan ideology and eloquence in the newly Christianized court. Themistius argues, among other things, that the philosopher should be involved in public affairs, that the lessons of philosophy should be broadcast to the masses, and that it is appropriate for the philosopher to be an effective orator in order to circulate his teachings.
