This is a coherent and integrated set of essays around the theme of governance addressing a wide range of questions on the organisation and legitimation of authority. At the heart of the book is a set of topics which have long attracted the attention of urbanists and urban historians all over the world: the growth and reform of urban local government, local-centre relationships, public health and pollution, local government finance, the nature of local social élites and of participation in local government. Approaching these topics through the concept of governance not only raises a series of new questions but also extends the scope of enquiry for the historian seeking to understand towns and cities all over the world in a period of rapid change. Questions of governance must be central to a variety of enquiries into the nature of the urban place. There are questions about the setting of agendas, about when a localised or neighbourhood issue becomes a big city or even national political issue, about what makes a ’problem’. Public health and related matters form a central part of the ’issues’ especially for the British; in North America fire and the development of urban real estate have dominated; in India the security of the colonial government had a prominent place. The historical dynamic of these essays follows the change from the chartered governments of the seventeenth and eighteenth centuries towards the representative regimes of the nineteenth and twentieth. However, such historical change is not regarded as inevitable, and the effects of bureaucratic growth, regulatory regimes, the legitimating role of rational and scientific knowledge as well as the innovatory use of ritual and space are all dealt with at length.

The book includes WinBUGS code and R code and all datasets are available online. Part I covers fundamental issues arising when modelling spatial and spatial-temporal data. Part II focuses on modelling cross-sectional spatial data and begins by describing exploratory methods that help guide the modelling process. There are then two theoretical chapters on Bayesian models and a chapter of applications. Two chapters follow on spatial econometric modelling, one describing different models, the other substantive applications. Part III discusses modelling spatial-temporal data, first introducing models for time series data. Exploratory methods for detecting different types of space-time interaction are presented followed by two chapters on the theory of space-time separable (without space-time interaction) and inseparable (with space-time interaction) models. An applications chapter includes: the evaluation of a policy intervention; analysing the temporal dynamics of crime hotspots; chronic disease surveillance; and testing for evidence of spatial spillovers in the spread of an infectious disease. A final chapter suggests some future directions and challenges.

For all the vast literature on the English Revolution, the Second Civil War has been largely neglected. Robert Ashton, author of the standard history, The English Civil War, now provides a detailed account of the period from the end of the First Civil War in 1646 to late 1648, on the eve of the trial and execution of Charles I. A work of formidable erudition and depth of research, it reveals the origins of the Second Civil War to be as complex, significant and interesting as those of the First. Unlike previous studies, which concentrate on the growth of radical movements along the road to regicide and republicanism, Ashton's study focuses on the neglected area of conservatism and counter-revolution. Just as historians of the First Civil War have sought to explain how a weakened king was able to rally sufficient resources to go to war in 1642, so this book explains how royalists, decisively defeated in 1646, found the support to take up arms in 1648. Ashton's analysis is conducted on a regional, county and national basis and also takes in developments in Wales, Scotland and, to a lesser extent, Ireland. He asks not only why so many Scotsmen who had fought alongside the English Roundheads entered the second war on the king's side in 1648, but emphasizes the disastrous split within the Scottish political nation which resulted from this. And he explores not only why former supporters of parliament deserted their allies and embraced the royalist cause in 1648, but also why others did not. Having explained why, after two years of uneasy peace, England was again convulsed by civil war in 1648, the book closes with a consideration of the main characteristics of insurgency in the Second Civil War and the reasons for, and consequences of, its failure.

How tort, contract, and restitution law can be reformed to better serve the social good Lawyers, judges, and scholars have long debated whether incentives in tort, contract, and restitution law effectively promote the welfare of society. If these incentives were ideal, tort law would reduce the cost and frequency of accidents, contract law would lubricate transactions, and restitution law would encourage people to benefit others. Unfortunately, the incentives in these laws lead to too many injuries, too little contractual cooperation, and too few unrequested benefits. Getting Incentives Right explains how law might better serve the social good. In tort law, Robert Cooter and Ariel Porat propose that all foreseeable risks should be included when setting standards of care and awarding damages. Failure to do so causes accidents that better legal incentives would avoid. In contract law, they show that making a promise often causes the person who receives it to change behavior and undermine the cooperation between the parties. They recommend several solutions, including a novel contract called "anti-insurance." In restitution law, people who convey unrequested benefits to others are seldom entitled to compensation. Restitution law should compensate them more than it currently does, so that they will provide more unrequested benefits. In these three areas of law, Getting Incentives Right demonstrates that better law can promote the well-being of people by providing better incentives for the private regulation of conduct.
