This synthesis will be of interest to officials and staff of metropolitan planning organizations (MPOs) representing regional communities of less than 200,000 population. It will also be of interest to state and local highway and transit agencies, administrators, and elected officials. Other officials, such as state legislators and officials in environmental agencies who interact with the MPOs will also have an interest in this synthesis. It presents information on changes that MPOs in smaller urbanized areas have made in response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The adjustments in policy and practice in developing transportation plans and programs for the agency and the new requirements necessitated by ISTEA are described. With the advent of ISTEA, many of these small MPOs initiated changes in their role within the region and in the transportation planning process applied to carry out this role. Based on a limited sample of small MPOs, the types of changes in policy, procedure, staffing, intergovernmental relations, resource allocation, and training are discussed in this report of the Transportation Research Board. The issues associated with the changes are also highlighted. The techniques (models) that have been applied are described.

This report of the Transportation Research Board presents a description of GPS, the major components, basic geodesy principles, how GPS functions, and how it can be applicable to the data and analysis requirements of transportation agencies. The anticipated cost effectiveness of GPS in terms of personnel, equipment, and time as related to the improved accuracies to be derived from GPS applications are described. Current and more advanced applications of GPS by DOTs to different transportation modes are presented. The report also includes a glossary of terms and a listing of GPS information sources.
This synthesis presents information on current practices used by transportation agencies to complete the transportation development process (TDP). This process involves linking the planning, project development, environmental, design, construction, operations, and maintenance aspects of the overall transportation program. The purpose of the TDP is to implement a seamless process in which all these elements come together and in which there is continuous public involvement. This report will be of interest to regional and state transportation, planning, and environmental agencies who participate in the TDP and who are involved in both the development and policy aspects of the TDP. This report of the Transportation Research Board describes the history of the TDP, as well as the federal requirements that must be met under both transportation and environmental regulations. This process is made more complex by state and local regulations that must be observed in most jurisdictions. Throughout this process, as carried out by the state transportation agencies and the metropolitan planning organizations, there is continuous public involvement. Other programs, such as the transportation implementation plan, state transportation implementation plan, and environmental programs such as the National Environmental Policy Act, the Clean Air Act Amendments of 1990, and requirements of other environmental laws must be integrated into the TDP. The complexities of this process are described, and some unique approaches to meeting its demands are presented.
Ante Pavelic was the leader of the fascist party of Croatia (the Ustaše), who, on Adolf Hitler's instruction, became the leader of Croatia after the Nazi invasion of 1941. Paveli? was an extreme Croatian nationalist who believed that the Serbian people were an inferior race - he would preside over a genocide that ultimately killed an estimated 390,000 Serbs during World War II. Croatia under Ante Paveli? provides the full history of this period, with a special focus on the United States' role in the post-war settlement. Drawing on previously unpublished documents, Robert McCormick argues that President Harry S. Truman's Cold War priorities meant that Paveli? was never made to answer for his crimes. Today, the Ustaše remains difficult legacy within Croatian society, partly as a result of Paveli?' political life in exile in South America. This is a history of a major American university from its birth on the western frontier in the eighteenth century through its two-hundredth anniversary. Told primarily through the stories of its energetic and sometimes eccentric chancellors, it's a colorful and highly readable chronicle of the University of Pittsburgh. The story begins in the early spring of 1781, when an ambitious young Philadelphia lawyer named Hugh Henry Brackenridge crossed the Alleghenies to seek his opportunity in Pittsburgh. "My object,"?he wrote, "was to advance the country [Western Pennsylvania] and thereby myself." He founded Pittsburgh Academy, later to be the Western University of Pennsylvania and then the University of Pittsburgh, and lived to see the school grow along with the city. Author Robert C. Alberts, mines the University archives and describes many issues for the first time. Among them is the role played by the Board of Trustees in the conflicts of the administration of Chancellor John Gabbert Bowman, including the firing of a controversial history professor, Ralph Turner; the resignation of the legendary football coach, Jock Sutherland; and a Board investigation into Bowman's handling of faculty and staff. We see Pitt's decade of progress under Edward Litchfield (1956-165), who gambled that the millions of dollars he spent . . . would be forthcoming form somewhere or someone; but who, as it turned out was mistaken." Pitt became a state-related university in August 1966, but financial stability was achieved gradually during the administration of Chancellor Wesley W. Posvar. The ensuing crisis of the 1960s and early 1970, caused by the Vietnam War, and the student protests that accompanied it, are described in rich detail. The history then follows Pitt's emergence as a force in international higher education; the institution's role in fostering a cooperative relationship with business; and its entry into the postindustrial age of high technology. The story of Pitt reflects all the struggles and the hopes of the region. As Alberts writes in his preface, "There was drama; there was tragedy; there was indeed controversy and politics. There were, unexpectedly, rich veins of humor, occasionally of comedy.
