As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, a "transnational theme-based debate" was organised. The second step in this debate stemmed from an assessment of requests from the countries/regions participating in the Regional Programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/ UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".The first step was concerned with current heritage policies and legislation. Its aim was to take stock of the position regarding legislative reforms and heritage policies in the countries of South-East Europe. It also highlighted the need for an in-depth analysis of certain key areas where difficulties still arose in implementation.The second step was concerned with tools for integrated management of the cultural and natural heritage, in the broad sense of the term "heritage" (the concept of cultural environment). It linked together three key topics previously identified: documentation systems, incorporating the heritage dimension in environment, regional development and town planning documents, permits, controls and penalties related to heritage conservation work.

This book provides a comprehensive introduction to and overview of eco-global criminology. Eco-global criminology refers to a criminological approach that is informed by ecological considerations and by a critical analysis that is global in scale and perspective. Based upon eco-justice conceptions of harm, it focuses on transgressions against environments, non-human species and humans. At the centre of eco-global criminology is analysis of transnational environmental crime. This includes crimes related to pollution (of air, water and land) and crimes against wildlife (including illegal trade in ivory as well as live animals). It also includes those harms that pose threats to the environment more generally (such as global warming). In addressing these issues, the book deals with topics such as the conceptualization of environmental crime or harm, the researching of transnational environmental harm, climate change and social conflict, threats to biodiversity, toxic waste and the transference of harm, prosecution and sentencing of environmental crimes, and environmental victimization and transnational activism. This book argues that analysis of transnational environmental crime needs to incorporate different notions of harm, and that the overarching perspective of eco-global criminology provides the framework for this. Transnational Environmental Crime will be an essential resource for students, academics, policy-makers, environmental managers, police, magistrates and others with a general interest in environmental issues.

Are Russian propaganda or "Fake news" entrepreneurs on Facebook undermining our sense of a shared reality? A conventional wisdom has emerged since the election of Donald Trump in 2016 that new technologies and their manipulation by foreign actors played a decisive role in his victory and are responsible for the sense of a "post-truth" moment in which disinformation and propaganda thrives. Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. The authors argue that longstanding institutional, political, and cultural patterns in American politics interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media. This dynamic has marginalized centre-right media and politicians, radicalized the right wing ecosystem, and rendered it susceptible to propaganda efforts, foreign and domestic. For readers outside the United States, the book offers a new perspective and methods for diagnosing the sources of, and potential solutions for, the perceived global crisis of democratic politics.

What systems can be used for the mobilisation of financial resources for the conservation, restoration, rehabilitation and integrated management of the architectural heritage through area-based regeneration initiatives? This guide aims to provide authoritative information on different funding mechanisms, financial resources and management systems utilised in Europe and in North America as a means to assist the development of good and efficient practice. Consideration is given to examples relating to three principal forms of financial measures: subsidies (grant aid), loans and tax incentives, as well as specific measures to promote sponsorship through donations by individuals and corporate organisations. Other revenue-raising methods are investigated, including easement donations and endowment funds, lotteries, concession agreements, monument annuities, the transfer of development rights and enabling development, and through the support of international organisations such as the World Monument Fund, the World Bank, the Council of Europe Development Bank and the European Union. Further consideration is given to the role of non-profit and other organisations operating for the benefit of the architectural heritage such as revolving fund organisations, charitable trusts, heritage foundations and limited liability companies.
