The 1940 Ogdensburg Agreement entrenched a formal defence relationship between Canada and the United States. But was Canadian sovereignty upheld? Drawing on untapped archival material, Sovereignty and Command in Canada–US Continental Air Defence, 1940–57 documents the close and sometimes fractious relationship between the two countries. Richard Goette challenges prevailing perceptions that Canada’s defence relationship with the United States eroded Canadian sovereignty. He argues instead that a functional military transition from an air defence system based on cooperation to one based on integrated and centralized command and control under NORAD allowed Canada to retain command of its forces and thus protect Canadian sovereignty. Goette combines historical narrative with conceptual analysis of sovereignty, command and control systems, military professionalism, and civil-military relations. In the process, he provides essential insights into the Royal Canadian Air Force’s paradigm shift away from its Royal Air Force roots toward closer ties with the United States Air Force and the role of the nation’s armed forces in safeguarding its sovereignty.

The quest to write a geographical book leading up to the two-hundredth anniversary of this conflict, known as the War of 1812, that created two North American countries we enjoy today, began in 2006, with the goal to visit as many historical sites as possible. We started searching for roadside markers, plaques, monuments, cemeteries, the tombstones to the fallen, fortifications, battlefields and those who fought in this war, and to tell the readers the stories behind them. Searching for the Forgotten War 1812, was an experience that was more than we expected in terms of the wonderful people we met along the way.

It reveals several distinguishing characteristics of Japanese investment, which should help allay some traditional Canadian concerns about foreign investment. Japanese investment is small in proportion to the total volume of Canada-Japan trade. Moreover, unlike other traditional foreign investors, who generally seek to gain direct control of affiliated companies in Canada, Japanese investors aim primarily to secure reliable flows of raw materials. Because the Japanese emphasis is on trade rather than on investment flows, a high proportion of Japanese investment is in the form of loans rather than equity, and the Japanese often take minority holdings or enter into joint ventures. The role of Japanese investment is thus a very different one from that which has been a source of concern about foreign ownership in Canada.
