The Committee regrets that the World Service now has no direct voice on either the BBC Executive Board or the Management Board, and it says that it "remains to be seen" whether representation of the World Service's interests at Board level by the Director of News and Current Affairs will indeed safeguard the distinct nature of the World Service. The Committee welcomes the assurance given in evidence by James Harding, the BBC's Director of News and Current Affairs, that the £245 million budget for the World Service in 2014-15 will be used as a baseline for the following two years. But what is really needed is longer-term protection at institutional level, and we continue to be concerned about the absence of a direct voice for the World Service on either the BBC's Executive Board or the Management Board
In this report the Foreign Affairs Committee calls on the British Government to use its influence to persuade the US to engage more fully, and swiftly, with the process of political reconciliation in Afghanistan if the US wishes to disengage its forces there. Although the current international emphasis favours intense military pressure, aimed at defeating the insurgency, it is clear that military pressure alone is not enough to bring security and stability to Afghanistan. The evidence presented to the Committee has suggested that the current full-scale and highly-intensive ISAF counter-insurgency campaign is not succeeding. The Committee question the fundamental assumption that success in Afghanistan can be 'bought' through a strategy of 'clear, hold and build'. The distinction between al-Qaeda and the Taliban is crucial to generating appropriate policy responses in Afghanistan. The Committee says that despite the significant resources that have been invested in Afghanistan, and the enduring, wholehearted and admirable commitment and sacrifices of British personnel, the UK has not yet achieved its stated goals. There is also evidence that the core foreign policy justification for the UK's continued presence in Afghanistan, namely that it is necessary in the interests of UK national security, may have been achieved some time ago, given the apparently limited strength of al-Qaeda in Afghanistan. The security rationale behind the UK Government's decision to announce the 2015 deadline for the unconditional withdrawal of UK combat forces remains unclear and there are a number of potential risks inherent in such an approach.
In the mountains and jungles of occupied Burma during World War II, British special forces launched a series of secret operations, assisted by parts of the Burmese population. The men of the SOE, trained in sabotage and guerrilla warfare, worked in the jungle, deep behind enemy lines, to frustrate the puppet Burmese government of Ba Maw and continue the fight against Hirohito's Japan in a theatre starved of resources. Here, Richard Duckett uses newly declassified documents from the National Archives to reveal for the first time the extent of British special forces' involvement - from the 1941 operations until beyond Burma's independence from the British Empire in 1948. Duckett argues convincingly that `Operation Character' and `Operation Billet' - large SOE missions launched in support of General Slim's XIV Army offensive to liberate Burma - rank among the most militarily significant of the SOE's secret missions. The second edition continues the policy of listing all known thematic catalogues and indexes, including those in doctoral dissertations, masters essays, and computer databanks, as well as in-progress and unpublished works, plus reviews, and literature about thematic cataloguing. The original numbering of the 1972 entries has been retained, with new items appearing in proper alphabetical/chronological sequence but with the addition of decimal numbers and/or letters (363.1 or 960a). Lastly, the original historical introduction and special appendices of the first edition have been retained with emendations where needed.

The story of the legendary supersonic passenger jet, told through a series of contemporary documents and records. First flown in 1969, Concorde was the first supersonic aircraft to go into commercial service in 1976 and made her final flight in 2003. She was operated primarily by British Airways and Air France. British Airways' Concordes made just under 50,000 flights and flew more than 2.5m passengers supersonically. A typical London to New York crossing would take a little less than three and a half hours compared to around eight hours for a 'subsonic flight'. In November 1986 a Concorde flew around the world, covering 28,238 miles in 29 hours, 59 minutes. Today, Concordes can be viewed at museums across the UK and in France, including at IWM Duxford, Brooklands and Fleet Air Arm Museum, as well as at Heathrow, Manchester and Paris-Orly airports. However, there have been recent reports suggesting that Concorde may start operating commercially again. In the 1860s, the brothers Richard and Samuel Redgrave sat down to write the book that was, in effect, the first popular account of British painting. With remarkable industry, they examined and sifted through the earlier studies and documentary sources while also contributing a great deal of firsthand knowledge. Many of the artists of the time were personal friends or acquaintances, and Richard Redgrave was a member of the Royal Academy.
The cuts imposed on the FCO since 2010 have been severe and have gone beyond just trimming fat: capacity now appears to be being damaged. If further cuts are imposed, the UK's diplomatic imprint and influence would probably reduce, and the Government would need to roll back some of its foreign policy objectives. The FCO's budget is a tiny element of Government expenditure, but the FCO makes disproportionate contribution to policy making at the highest level, including decisions on whether to commit to military action. The next Government needs to protect future FCO budgets under the next Spending Review.
In 1966, the UK concluded an Agreement with the United States giving it permission to use the British Indian Ocean Territory, including the island of Diego Garcia, for defence purposes for an initial period of 50 years. Unless the UK or the US takes steps to terminate the Agreement, it will automatically be extended in 2016 for a further twenty years. The disclosure in 2008 that the US had, contrary to previous statements by the FCO, used facilities at Diego Garcia in the course of rendition (the practice of sending a foreign criminal or terrorist suspect covertly to be interrogated in a country with less rigorous regulations for the humane treatment of prisoners) since 2001, dented public confidence in the UK's ability to exercise control over its sovereign territory. If the UK allows the 1966 Agreement to be extended beyond 2016, the text should be revised. It should specify that any extraordinary use of the US base or facilities, requires prior approval from the UK Government; and it should state explicitly that the British Indian Ocean Territory should not be used for rendition unless authority has first been granted by the UK Government, on a case by case basis

There is a stark mismatch between the UK Government's vision of economic, political and security engagement in Africa's Western Sahel-Sahara region and the very light diplomatic footprint it actually has on the ground. The Committee is concerned at the degree to which the UK and its Western partners appear to have been caught out by recent crises in Mali, Libya, the Central African Republic and elsewhere. In Africa's Western Sahel-Sahara region jihadists have put down roots in remote and marginalised areas, capitalising on economic misery, weak state security and popular anger with corrupt governing elites. Concerted international action is needed to address the root causes of instability and prevent the contagion of extremism from spreading further. There is also concern that the EU does not yet have a clear policy on how it proposes to deal with this trend A powerful threat from extremism remains throughout the region with no sign yet that African countries would be able to deal with future crises on their own. The UK should be looking to help build indigenous security capacity - the withdrawal of troops from Afghanistan provides an opportunity to increase the number of British military training missions in the region. The UK Government also faces a dilemma in determining how much to assist the Nigerian military to defeat Boko Haram, in view of well-documented concerns about its human rights record, but it needs to do as much as it can that is consistent with the UK's human rights values
