Standard models—based exclusively on macro-financial variables—have made little progress in explaining the behavior of exchange rates. In this paper, we introduce a neglected set of “soft power” factors capturing a country’s demographic, institutional, political and social underpinnings to uncover the “missing” determinants of exchange rate volatility over time and across countries. Based on a balanced panel dataset comprising 115 countries during the period 1996–2011, the empirical results are generally robust across different estimation methodologies and show a high degree of persistence in exchange rate volatility, especially in emerging market economies. After controlling for standard macroeconomic factors, we find that the “soft power” variables—such as an index of voice and accountability, life expectancy, educational attainment, the z-score of banks, and the share of agriculture relative to services—have a statistically significant influence on the level of exchange rate volatility across countries.

City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.

The third edition of this monograph continues to have the goal of providing an overview of current thought about the spinal cord mechanisms that are responsible for sensory processing. We hope that the book is of value to both basic and clinical neuroscientists. Several changes have been made in the presentation, as well as additions because of the research advances that have been made during the past decade. Chapters 3 and 4 in the previous edition have been subdivided, and now the morphology of primary afferent neu rons of the dorsal root ganglia is described in Chapter 3 and the chemical neuroanatomy of these neurons in Chapter 4. The description of the dorsal horn in the previous Chapter 4 is now included in Chapter 5, and the chemical neuroanatomy of the dorsal horn in Chapter 6. Furthermore, discussions of the descending control systems have now been consolidated at the end of Chapter 12. This important monograph summarizes a comprehensive study on the maturation of walking in normal children. Research, undertaken at one of the world's leading gait analysis centers, involved over 400 studies on a total of nearly 300 children in ten age-groups from one to seven years. Data are presented on anthropometric measurements; tests of developmental progress; time/distance parameters such as stride length and walking velocity; twelve joint angles on each side measured throughout the gait cycle; dynamic electromyography of phasic activity in seven lower-extremity muscle groups; and force measurements including vertical force, fore/aft shear, medial/lateral shear and torque. At each age, composite joint-angle graphs and time/distance parameters are brought together with film tracings of a representative child in that age group. In addition, advanced methods of statistical analysis have been applied to the joint-angle data to define prediction regions within which ninety-five percent of normal children should lie throughout the gait cycle. Finally, a "decision tree" is presented from which a fitted age can be inferred for a subject based on non-age-specific data gathered in a motion analysis lab. Practical applications are demonstrated in a chapter devoted to two case studies.

Late nineteenth-century England witnessed the emergence of a vociferous and well-organzied movement against the use of living animals in scientific research, a protest that threatened the existence of experimental medicine. Today most of us accept the consensus that madness is a medical condition: an illness, which can be identified, classified and treated with drugs like any other. As plants lack central nervous systems (and, indeed, ears), the mechanisms behind this “hearing” are unquestionably very different from those of our own acoustic sense, but the misleading headlines point to an overlooked truth: plants do in fact perceive environmental cues and respond rapidly to them by changing their chemical, morphological, and behavioral traits. In Plant Sensing and Communication, Richard Karban provides the first comprehensive overview of what is known about how plants perceive their environments, communicate those perceptions, and learn. Facing many of the same challenges as animals, plants have developed many similar capabilities: they sense light, chemicals, mechanical stimulation, temperature, electricity, and sound. Moreover, prior experiences have lasting impacts on sensitivity and response to cues; plants, in essence, have memory. This volume provides a current look at how development of intensive live stock production, particularly hogs, has affected human health with respect to zoonotic diseases primarily transmitted by food but also by water, air and oc cupational activity. While information presented focuses on the development of increasing livestock production in Canada, examples are given and compar isons are made with other countries (Denmark, Taiwan, the Netherlands and the United States) where the levels of livestock production are much more intense and where the industry is more mature. Canada is also searching for solutions to enable handling the growing volume of its livestock waste properly. Lessons learned from the experience of those who have gone before are invaluable and are drawn together in this volume to serve as useful guidance for others in plot ting the courses of action possible to avoid serious environmental setbacks and negative human health effects through foodborne illness. A significant portion of the text is devoted to a discussion of enteric illness in humans caused by zoonotic pathogens. The second chapter deals with sur vival of pathogens (which cause foodborne illness) in manure environments. An evaluation of the human health hazard likely to occur from the use of ma nure as fertilizer is important because of the recent trend toward an increase in foodborne illness from the consumption of minimally processed fruits and vegetables that may have been fertilized with animal-derived organic materials.
The late George B. Dantzig , widely known as the father of linear programming, was a major influence in mathematics, operations research, and economics. As Professor Emeritus at Stanford University, he continued his decades of research on linear programming and related subjects. Dantzig was awarded eight honorary doctorates, the National Medal of Science, and the John von Neumann Theory Prize from the Institute for Operations Research and the Management Sciences. The objective of this report is to summarize U.S. Department of Energy (DOE) supported studies in the Dixie Valley geothermal area and to relate the results of those studies to other, non-DOE-supported studies that have been done in the valley during the past 40 to 50 years. This compilation of past research includes new analysis resulting in a more in-depth understanding of the geothermal system in Dixie Valley. The focus is on the basin geology and structure, thermal regime, and geothermal system geochemistry. Reservoir studies are briefly discussed.
