As politicians of all stripes sought to reinvent government in the image of private enterprise, they looked to the voluntary sector for allies to assuage the human costs of reductions in public policies of social welfare. This book details the "savage side" of market capitalism in Appalachia and explains the social, political, and economic roles that mediating structures play in mitigating it. Profiling the work of twenty-three such mediating structures--community-based organizations that battled to provide social safety nets, fight environmental assaults, and upgrade the education and job skills of Appalachian residents--Richard Couto distills the practical lessons to be found in their successes and shortcomings. Couto argues that a broader set of democratic dimensions be used in taking the measure of civil society and public policy in the twenty-first century. He shows that mediating structures promote the democratic prospect of reduced inequality and increased communal bonds when they provide and advocate for new forms and increased amounts of social capital--the public goods and moral resources that we invest in one another as members of a community.

In The Eighteen-Year-Old Replacement, Richard Kingsbury brings an often-overlooked perspective to the annals of World War II. Torn from an ordinary teenager's life in the Midwest, young Dick was drafted six weeks after D-Day and rushed with other eighteen-year-olds to the Siegfried Line to bolster Patton's 94th Infantry Division. In 1831, Prussia was consumed by two fears: the possibility of revolution resulting from the 1830 November Uprising of Poland against Russia, and a looming cholera epidemic. As the contagion made its way across Russia, Prussian medical officials took note and prepared to respond to what they thought was a highly contagious disease. When it spread to Poland, Prussia instituted a strict quarantine policy on its border, inhibiting Prussian support of the Russian war effort in Poland. From the Polish perspective the quarantine was seen as a deliberate act of sabotage against the revolution, an attempt to cut off trade with the West. This book examines the Prussian government's strict health policy and its consequences, including social unrest and resulting public health reforms. Polish public health policy is investigated in light of the revolutionary government's needs. Information is provided on the cholera camps established by Prussia to quarantine Polish soldiers who crossed the border as refugees in July 1831, the height of the cholera fear in Prussia.
