In early rabbinic literature, Bar Kokhba was remembered in two ways: as an imposter claiming to be the Messiah and as a glorious military leader whose successes led Rabbi Akiva, one of the great rabbinic authorities of Jewish tradition, to acclaim him the Messiah. These two earliest images formed the core of most later perceptions of Bar Kokhba, so that he became the prototypical false messiah and the paradigmatic rebel of Jewish history.The Image of Bar Kokhba in Traditional Jewish Literature is a history of the perceptions that later Jewish writers living in the fourth through seventeenth centuries formed of this legendary hero-villain whose actions, in their eyes, had caused enormous suffering and disappointed messianic hopes. Richard Marks examines each writer's account individually and in the context of its period, exploring particularly political and religious implications. He builds a history of images and looks at larger patterns, such as the desacralizing of traditional imagery. His findings raise timely political questions about Bar Kokhba's image among Jews today.

This book is about the administrative procedures of the European Union, which we see as the 'super glue' holding in place the sprawling structures of the EU governance system. The early chapters deal with the structures expansively defined, the diverse functions of administrative procedures in the EU and the values that underpin them, concentrating on the respective contributions of the legislature and administration. A separate chapter deals with the important procedural function of rights protection through the two Community Courts and the contribution of the European Ombudsman. We then turn to 'horizontal' or general procedures, dealing with executive law-making, transparency and the regulation of government contracting. A study of Commission enforcement procedure ends the section. 'Vertical' or sector-specific studies in significant areas of EU administration follow, including competition policy, cohesion policy (structural funds) and financial services regulation. Separate chapters deal with policing cooperation through Europol and with the interplay of international and EU institutions in the fields of environmental procedure and human rights. The final chapter contains the authors' reflections on current proposals for codification but ends with a general evaluation of the role and contribution of administrative procedure in the construction of the EU.

This book explores liberalism's past and present transformations and proposes a prospective future as a neo-republican democratic liberalism. Bellamy engages with theorists of liberalism from J. S. Mill, through T. H. Green, Guido De Ruggiero, Carl Schmitt and Joseph Schumpeter, to F. A. Hayek, John Rawls and Michael Walzer. He contends that the pluralism and complexity of modern societies have undermined liberalism's communitarian and ethical assumptions. Studies of the Poll Tax fiasco in Britain, and of the constitutional dilemmas posed by the European Union confirm the contemporary inadequacies of traditional conceptions of liberal democracy. Drawing on Max Weber, Bellamy advocates a return to a Machiavellian approach to politics to resolve the clashes resulting from competing values within complex situations. Unlike Weber however, he concentrates on the republican and democratic aspects of Machiavelli's thought. He proposes a republican strategy whereby the political dispersal of power constrains any ideal or interest from dominating another. Instead, everyone must seek mutually acceptable compromises. The essays in "Rethinking Liberalism" map a passage from the liberal democratic norms and forms characteristic of nineteenth-century nation states, to an agnostic, democratic liberal politics suitable for the transnational and plural societies of the new millennium.
