Who are the people comprising the Communist movement in Eastern Europe? What is their motivation in joining the party? In a comparative analysis of the eight East European Communist parties—Polish, Czech, Magyar, Romanian, Bulgarian, Yugoslav, Greek, and Albanian—R. V. Burks offers precise knowledge about Communism's adherents. The author conducted interviews with repentant Communists held in Greek prisons, with exiled members of the anti-Communist opposition, and with active members of the party; he also made a critical analysis of election returns and of original sources in a dozen languages. The-result is a wealth of specific information on the participants’ age, sex, education, professional training, social class, and ethnic origin. Basing his comparisons and conclusions on this data, Mr. Burks is able to point to some interesting discoveries: social class (at least as Marxism conceives of it) is hardly a factor in drawing these people to Communism, and the industrial worker is not the backbone of the movement. Instead, the effects of cross-cultural education, shifting world prices, and what might he called ethnic politics have directed these people to Communism. Mr. Burks has provided a close analysis of the anatomy of Communism in a crucial part of the world. Originally published in 1961. Russia and the United States are the most important countries for many vital security issues. They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.
Originally published in 1989, this book reviews the history of maritime control measures from before the First World War and provides a critical examination of both the objectives of maritime power and the concepts of disarmament, peace zones, parity, verifiability and peaceful co-existence. It argues that the objectives or maritime power are not necessarily incompatible with international security and that strategic deterrence can contribute to improved security. Limitation measures, it is argued, can in some cases be double-edged, endangering other security fields and having a destabilizing effect. The book stresses the need for non-absolute solutions in order to achieve a reasonable level of security and makes proposals for both structural and confidence-building measures along those lines

The structure of the book centres around two issues that will determine the future national security environment facing the US.
