Fellini's La dolce vita has been a phenomenon since before it was made, a scandal in the making and on release in 1960 and a reference point ever since. Much of what made it notorious was its incorporation of real people, events and lifestyles, making it a documentation of its time. It uses performance, camera movement, editing and music to produce a striking aesthetic mix of energy and listlessness, of exuberance and despair. Serial killing is an extremely rare phenomenon in reality that is none-theless remarkably widespread in the cultural imagination. Moreover, despite its rarity, it is also taken to be an expression of characteristic aspects of humanity, masculinity, or our times. On March 23, 2003, in the city of An Nasiriyah, Iraq, members of the 507th Maintenance Company came under attack from Iraqi forces who killed or wounded twenty-one soldiers and took six prisoners, including Private Jessica Lynch. For the next week, An Nasiriyah rocked with battle as the marines of Task Force Tarawa fought Saddam's fanatical followers, street by street and building to building, ultimately rescuing Private Lynch.
When the enemy adopts a policy to attack convoys, truck drivers become front line troops. Convoy commanders must then become tacticians. How to study war? The student of tactics studies previous fights and mentally places himself in the position of the participants. Knowing what they knew, how would he have reacted? In hind sight, what was the best course of action, remembering that there is no one perfect solution? Any number of actions would have succeeded. The tactician must learn what would have worked best for him. For this reason, I have pulled together all the examples of convoy ambushes. The 20th century, Vietnam War, and current war in Iraq provide a wealth of examples of convoy ambushes from which to study. Unfortunately, the US Army did not record many good accounts of ambushes during the Vietnam War. Much of what is presented in this text is based upon oral interviews of the participants, sometimes backed by official record, citations or reports. For this reason, some of the ambush case studies present only the perspective of a crew member of a gun truck or the convoy commander. Since this academic study works best when one mentally takes the place of one of the participants, this view of the ambush serves a useful purpose. After my own review of the ambushes, I have drawn my own conclusion as to what principles apply to convoy ambushes.
This volume is the proceedings of a symposium entitled, "Strategic Human Resource Planning Applications" which was held at the University of Pennsylvania in Philadelphia on December 4-6, 1985. The meeting was sponsored by the Research Committee of the Human Resource Planning Society. In developing the symposi~m, the Research Committee built upon a study which resulted in a broad research agenda for the Society. The thrust of that research agenda was emphasis on linking the state-of- practice with the state-of-the-art. In the case of the symposium emphasiS was on the presentation of forward looking applications which could help member organizations link current practice with the research frontier. The meeting had sessions on (1) Description of Issues, (2) Human Resource Costs and Strategy, (3) Case Studies of Strategic Planning, (4) Computer Technology and Office Automation, (4) Large Scale Forecasting and Compensation Issues, (5) Models for Policy Analysis, (6) Work Force Optimization, (7) Implementation of Information Processing Activities, (8) Productivity Analysis, and (9) Relationship of Strategy to Practice. Thirty papers were presented with discussion sessions at appropriate points in the m~eting. This volume contains 18 of these papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arraigned.
