This paper proposes a new quality of growth index (QGI) for developing countries. The index encompasses both the intrinsic nature and social dimensions of growth, and is computed for over 90 countries for the period 1990-2011. The approach is premised on the fact that not all growth is created equal in terms of social outcomes, and that it does matter how one reaches from one level of income to another for various theoretical and empirical reasons. The paper finds that the quality of growth has been improving in the vast majority of developing countries over the past two decades, although the rate of convergence is relatively slow. At the same time, there are considerable cross-country variations across income levels and regions. Finally, emprirical investigations point to the fact that main factors of the quality of growth are political stability, public pro-poor spending, macroeconomic stability, financial development, institutional quality and external factors such as FDI.

The book is organized into chapters which appear in the same order as the tasks and decisions which are performed during an FPGA-based prototyping project. We start by analyzing the challenges and benefits of FPGA-based Prototyping and how they compare to other prototyping methods. We present the current state of the available FPGA technology and tools and how to get started on a project. The FPMM also compares between home-made and outsourced FPGA platforms and how to analyze which will best meet the needs of a given project. The central chapters deal with implementing an SoC design in FPGA technology including clocking, conversion of memory, partitioning, multiplexing and handling IP amongst many other subjects. The important subject of bringing up the design on the FPGA boards is covered next, including the introduction of the real design into the board, running embedded software upon it in and debugging and iterating in a lab environment. Finally we explore how the FPGA-based Prototype can be linked into other verification methodologies, including RTL simulation and virtual models in SystemC. Along the way, the reader will discover that an adoption of FPGA-based Prototyping from the beginning of a project, and an approach we call Design-for-Prototyping, will greatly increase the success of the prototype and the whole SoC project, especially the embedded software portion. Design-for-Prototyping is introduced and explained and promoted as a manifesto for better SoC design. Readers can approach the subjects from a number of directions. Some will be experienced with many of the tasks involved in FPGA-based Prototyping but are looking for new insights and ideas; others will be relatively new to the subject but experienced in other verification methodologies; still others may be project leaders who need to understand if and how the benefits of FPGA-based prototyping apply to their next SoC project. In recent years, the global creative economy has experienced unprecedented growth. Considerable research has been conducted to determine what exactly the creative economy is, what occupations are grouped together as such, and how it is to be measured. Organizations on various scales, from the United Nations to local governments, have released ‘creative’ or ‘cultural’ economy reports, developed policies for creative urban renewal, and directed attention to creative placemaking – the purposeful infusion of creative activity into specific urban environments. Parallel to these research and policy interests, academic institutions and professional organizations have begun a serious discussion about training programs for future professionals in the creative and cultural industries. We now have entire colleges offering undergraduate and graduate programs, leading to degrees in arts management, arts entrepreneurship, cultural management, cultural entrepreneurship or cultural economics. And many professional organizations offer specialized training and certificates in cultural heritage, museums studies, entertainment and film. In this book, we bring together over fifty scholars from across the globe to shed light on what we collectively call ‘cultural entrepreneurship’ – the training of professionals for the creative industries who will be change agents and resourceful visionaries that organize cultural, financial, social and human capital, to generate revenue from a cultural and creative activity. Part I of this volume begins with the observation that the creative industries - and the cultural entrepreneurship generated within them - are a global phenomenon. An increasingly mobile, international workforce is moving cultural goods and services across national boundaries at unprecedented rates. As a result, the education of cultural professionals engaged in global commerce has become equally internationalized. Part II looks into the emergence of cultural entrepreneurship as a new academic discipline, and interrogates the theoretical foundations that inform the pedagogy and training for the creative industries. I flipped a coin, and it came down on its edge. The face is, in an ironic sort of way, the two go together. Sepulveda is a perfect example of the many scholastic coaches who send a positive message to their athletes. Smith is a perfect example of an athlete who, apparently, never got the message. Smith's story, of course, was not always so downbeat. Six years ago, in fact the Hobbs native seemed to have the world at his feet. What a story it was Smith, a superstar running back at Hobbs High School, had overcome a disappointing, injury-plagued college career at Texas Tech to make the roster of the National Football League's Washington Redskins. January 31st, 1988, the 23-year-oldrookie made Super Bowl History with a record 204 years rushing in the Redskins'42-10 victory over the Denver Broncos. On February 15, two of those memorials were approved by the state senate-despite embarrassing news that Smith owed nearly $6,000 in delinquent child support payments. This paper investigates the performance of the IMF WEO growth forecast revisions across different horizons and country groups. We find that: (i) growth revisions in horizons closer to the actual are generally larger, more volatile, and more negative; (ii) on average, growth revisions are in the right direction, becoming progressively more responsive to the forecast error gap as horizons get closer to the actual year; (iii) growth revisions in systemic economies are relevant for growth revisions in all country groups; (iv) WEO and Consensus Forecast growth revisions are highly correlated; (v) fall-to-spring WEO revisions are more correlated with Consensus Forecasts revisions compared to spring-to-fall revisions; and (vi) across vintages, revisions for a given time horizon are not autocorrelated; within vintages, revisions tend to be positively correlated, suggesting perception of persistent short-term shocks.
