In April of 1992, war began in Bosnia. Sarajevo, site of the 1984 Winter Olympics, and, we were told, one of the most beautiful cities in the world, became a city under siege. For all of the people of Bosnia, life shifted in unimaginable ways in a matter of hours, days, or weeks. An immediate exodus began from Bosnia, and people who had never anticipated leaving their country became refugees, dependent upon a world system of resettlement for displaced persons. This book relates the experiences of a hundred Bosnian families who came to Utica, a town in upstate New York. Bosnians in Utica came here as refugees - ginning in 1993, having ?ed from the wars of succession in the former Yugoslavia. Our study evolved over several years as a result of our interests in the war in Bosnia and the massive ?ow of refugees that it precipitated. We began work on the project in the late 1990s as we set out to learn about the war and to explore refugee experiences of displacement, transit, and resettlement. Our intent is to portray the experience of Bosnian refugees in one American city and to capture, in their words, in as much detail as possible their adjustment to a new community and a new culture.

Fire Ecology of Florida and the Southeastern Coastal Plain

A biodiversity hotspot, Florida is home to many ecosystems and species that evolved in the presence of frequent fire. In this book, Reed Noss discusses the essential role of fire in generating biodiversity and offers best practices for using fire to keep the region's ecosystems healthy and resilient. Reviewing several lines of evidence, Noss shows that fire has been important to the southeastern Coastal Plain for tens of millions of years. He explains how the region's natural fire regimes are connected to its climate, high rate of lightning strikes, physical chemistry, and vegetation. But urbanization and active fire suppression have reduced the frequency and extent of fires. Noss suggests the practice of controlled burning can and should be improved to protect fire-dependent species and natural communities from decline and extinction. Noss argues that fire managers should attempt to simulate natural fire regimes when conducting controlled burns. Based on what the species of the Southeast likely experienced during their evolutionary histories, he makes recommendations about pyrodiversity, how often and in what seasons to burn, the optimal heterogeneity of burns, mechanical treatments such as cutting and roller-chopping, and the proper use of fuel breaks. In doing so, Noss is the first to apply the new discipline of evolutionary fire ecology to a specific region. This book is a fascinating history of fire ecology in Florida, an enlightening look at why fire matters to the region, and a necessary resource for conservationists and fire managers in the state and elsewhere.

America’s Two Constitutions explores the history of the treatment of dissenters in time of war, beginning with the treatment of Tories during the Revolution, followed by description and analysis of the Lincoln administration’s treatment of disloyal persons during the Civil War, President Wilson’s organized plan to curb anti-war, anti-draft groups including the Socialist party during World War I, President Roosevelt’s handling of the Japanese internment program and trial of U.S. citizens by military commission during World War II, the cold war campaign against Communists in government and in the entertainment field, the FBI spying program COINTELL and other means to curb draft resisters and anti-war groups during the Viet Nam war followed by a chapter on the post 9-11 treatment of suspected terrorists including surreptitious interception of electronic traffic and trial of U.S. citizens and foreign nationals by military commission. The final chapter concludes that the United States has two constitutions: the written constitution in peacetime and a special unwritten constitution in time of war or national emergency.
