The second volume of the proceedings of the international seminar devoted to locali· zation and delocalization in quantum chemistry is divided into four parts. The first one is mainly concerned with the localizability of electrons in ionized and exited states. The second part shows how is it possible to take advantage of the localizability of electrons to compute molecular wave-functions. The third part of the book is an homogeneous analysis of the electronic collective excitation and of the motion of excitons in organic solids. The last section is devoted to the study of the role of electron localizability in the chemical reactivity of molecules. Concluding remarks are concerned with a careful analysis of the localizability concept itself in relation with a possible interpretation of the wave-mechanics. First published in 1977. This book describes the growth of revolutionary organisations in Britain from 1900 onwards. It shows that there was an indigenous movement that developed quite independently from the left in other countries, although its basic outlook was remarkably similar to that of the Bolsheviks in Russia. The study concentrates the activities of the Socialist Labour Party, a small group of dedicated revolutionaries, whose impact on working-class politics had not been fully recognised. The most controversial section of the book deals with the Russian influence on the machinations that led to the formation of the British Communist Party. It is critical of Lenin, who sometimes gave advice on the basis of insufficient knowledge, and of Comitern agents, like Theodore Rothstein, with dubious political backgrounds. This title will be of great interest to students of politics, philosophy, and history.

This is a comparative analysis of the micro and macro characteristics of self-help organizations of people with disabilities (SHOPs) in seven selected countries and territories in Asia, namely China Mainland, Hong Kong, Japan, the Philippines, Taiwan, Thailand, and Vietnam. Since the 1980s, SHOPs have prospered in this region and were given a major role in the United Nations' forum and the International Year of Disabled Persons in 1981. The analysis shows the differences among the SHOPs in terms of the complexity of their structure, government's affirmative policy, legislation, and leadership qualities. These differences are due to the complex interplay among factors at local, national, and international levels. SHOPs in this region present a rather homogenous perception in their organization, leadership, social inclusion, and globalization, despite the marked differences in their societies. SHOPs tends to be domocratic and consensual in nature, and led by elected members with assistance from paid professional and clerical support. The self-help organizations are positively regarded in these countries.

The reign of Henry VIII saw a renascent militarism encapture England. Memories of great victories over the French remained fresh and resplendent in the psyche and pageantry of early-Tudor England, and the pursuit of glory on the battlefield and of due recognition of England as a major player in European power politics were the identifying features of Henry's reign. In an exciting new work, James Raymond traces the development of Henry's military establishment within the context of the wider European military revolution. Making use of extensive new research into the military literature of the mid-Tudor period, 'Henry VIII's Military Revolution' is able to root firmly the military theories of the time within the solid realities of Henry's army. The book offers a model for city development and renewal based on land value capture (called ‘value capture’). Firstly, a review is presented of cities around the world that are currently using value capture. From these city examples the author shows how any state, city or regional government can adopt value capture policies. Looking at recent events the author reviews the implications of the coronavirus pandemic (2020) for future planning (including value capture) of cities and regions (particularly noting healthy cities planning). The development of a value capture planning (VCP) model is then outlined. The basis of the model is reflected in its planning components, being: Housing (affordable, social and market housing); Public and Open Spaces (natural areas, open spaces and public spaces); and, Sustainable Transport (rail, bus, and active transport). The VCP model is devised to provide an economic and planning tool that can be utilised in addressing each of these planning components. This tool includes data entry tables and explanations of how these tables are applied. Four case study cities (within Australia) currently undergoing renewal are selected for the model to be applied to. The areas were chosen to represent contrasting urban settings and types of development and renewal, including: inner city, middle ring city; growth centre city; and, regional capital city. The current (2020) active renewal programs within these areas include (city in brackets): Central to Eveleigh Renewal Area (CERA) (City of Sydney); Sydenham to Bankstown Urban Renewal Corridor (SBURC) (Canterbury Bankstown City); Gosford City Centre Revitalisation (GCCR) area (Gosford City); and, Newcastle City Renewal Area (NCRA) (Newcastle City). The reader is walked through (graphically) the backgrounds of these case study cities, including geography, development trends and details of renewal plans. Conclusions on the VCP model application are outlined for each study area (within that chapter) and for the cumulative results across all study areas (final chapter). With these conclusions, the application of the model to any city or region anywhere in the world is outlined. Finally, on a practical level the reader would be interested in how value capture is administered through programs (including the roles of government, developers and the community). Summing up, the book offers the reader an understanding of current city planning and the tools (like value capture) that will be required for future planning.
The office of governor general (tsung-tu) was the highest provincial post throughout the Ch’ing dynasty. As such, it was a vital link in the control of a vast empire by a very small and alien ruling elite. This is primarily a biographical and statistical analysis of the incumbents of that office. By analyzing the biographical data of those who held the position of governor-general, much may be learned about the nature of the office itself. However, the main objective of the study is to provide information on career patterns, that is, the variety of different posts held from the first official appointment to that of governor-general, of an important cross section of successful Ch’ing bureaucrats. By plotting and analyzing the different patterns their official careers took, we should be able to determine what kind of men reached the top of China’s provincial and national administration during the final centuries of China’s imperial history; the qualifications that were required; the factors which prompted rapid promotion or sudden disgrace. We should also be able to determine the extent to which these and other factors varied markedly among Manchu, Mongol, Chinese Bannerman, and Han incumbents and whether changes throughout the dynasty can be detected in policies concerning the office or in the career patterns of its personnel. If such detection is possible, this study may lend support to the view that late imperial China was not static, but a society undergoing significant changes. [xi]
