A Study of District Primary Education Programme from South India

The success of the primary education system has a direct bearing on the upper primary, non-formal and adult and continuing education sectors; an efficient primary education system is expected to contribute significantly to total literacy: an appropriate rise in literacy levels improves the functioning of other systems of education. Effective delivery of primary education contributes to bettering India's HDI (Human Development Index), including our standing in the Human Development Index evolved by UNDP. This volume is a study of the District Primary Education Programme (DPEP) in one of the states of South India. It is a piece of policy evaluation research expected to contribute to the ongoing discussion of policy processes in primary schools. It specifically questions to what extent objectives such as access, retention, quality and equality are achieved by the implementation of the DPEP. Figures from before and after the implementation of the DPEP show a significant increase in enrolment levels in primary schools all over the state. Thus, the major impact of DPEP implementation is seen in enhanced access to primary schools. The study shows that the DPEP implementation succeeded in attaining the objective of equality. This can be observed from gender equality in dropout rates at various primary grades. The DPEP seems to have achieved only moderate success in meeting the objective of retention of students. The DPEP does not seem to have approached the quality objective very seriously.

Regional economic engagement within South Asia may gain increasing importance owing to several factors that are currently in play, including strategies to diversify global value chains and locate such value chains nearer home. These developments offer South Asia a chance to enhance its low levels of regional economic engagement and capitalize on significant unrealized development opportunities. This report shows that examining intraregional investment and knowledge connectivity enhances our understanding of the low levels of intraregional trade and limited regional value chains in South Asia. Creating a new and unique data set for South Asian investment, it provides a detailed and nuanced understanding of the drivers of outward investment, both regional and global, for South Asian firms. “Regional Investment Pioneers in South Asia†? provides key considerations for policy makers in South Asia, which remain particularly relevant in the aftermath of the pandemic. First, it makes a case for regulatory relaxation of outward FDI regimes, based on new micro foundations, grounded in value chains. Second, it spells out details of smart inward FDI promotion techniques and investment facilitation. Third, it identifies distinct cross-border information-enhancing and network development activities. Fourth, it suggests that digital connectivity and continued interventions in reducing trade costs are warranted to increase investment as well as trade flows. There is particular scope to build on the digitalization initiatives in trade and investment facilitation taken during the pandemic. “Regional Investment Pioneers in South Asia†? follows on, and is complementary to, the earlier World Bank report, “A Glass Half Full: the Promise of Regional Trade in South Asia.†?

This book is written to give an overall idea of dynastic politics in India, keeping in mind that a citizen of India should know more about the politicians who are in the government and form policies and so on to take the country in the proper direction. Even if there are two related members, it is considered as dynasty and is included in this book. Wherever possible, family trees, as well as the assets of our politicians, are shown. It was natural to start with the Nehru Gandhi family, being one of the largest and longest-ruling families at the helm of all affairs. Then state wise, the families are chosen and the account is presented. As the content is extensive, the book is published in two volumes. States are chosen alphabetically. So even if Nehru Gandhi family is in Volume 1, Tamilnadu, Telangana, Uttar Pradesh are in Volume 2. Early rulers in Indian history used to hand over the throne to their sons and then to the next generations for generations till some significant event upset the process, mostly conspiracies by persons like very close aides of the king or a revolt. Similar lines were followed even during our democracy, passing on the rule to the next generation, which gave rise to dynastic rule. Indian politics has witnessed a large spectrum of politicians from various fields. Initially, it consisted mainly of leaders from the field of law. Now, we find that we have eminent personalities from sports fields, actors, actresses, superstars from the silver screen. The literary field is no exception; we have writers, poets, and so on. Economists find a special place in the political arena. Politics does not shun even criminals or a few dacoits who then turned to politics after surrendering. Businessmen, kings or princes from princely states, as the British decided to call them, are also found here. We have learned people in politics as also the illiterate people (angutha chhaap) who learned to sign only after assuming the office on being elected. People are interested in knowing the assets of politicians. This point is covered by using the asset declaration given by the politicians at the time of the election.
