Counterexamples to the Osserman conjuncture in generic semi-Riemannian signature are provided and properties of semi-Riemannian Osserman manifolds are investigated.

Originally published in 1985, this book focuses on British psychiatric policies, particularly in the 1920s, and 1950s when the main legislation concerning mental illness was passed. It approaches policy primarily as the outcome of the relationship between politicians’ attitudes and those of professional groups in a specific social context. It examines the beliefs and theories of psychiatrists, nurses, psychologists and social workers, as well as the attitudes of government and MPs to mental illness, related services and its role in society. It is argued that the adherence to a medical-somatic view of mental illness by psychiatrists and politicians alike has led to the exclusion of viable alternatives, despite lip service being paid to some of them. It is shown that the issues of recent decades have important messages today, particularly in view of the 1982 amendments to the Mental Health Act and the debate about community services.

The contents of the Shakespeare canon have come into question in recent years as scholars add plays or declare others only partially his work. Now, new literary and historical evidence demonstrates that five heretofore anonymous plays published or performed during his lifetime are actually his first versions of later canonical works. Three histories, The Famous Victories of Henry the Fifth, The True Tragedy of Richard the Third, and The Troublesome Reign of John; a comedy, The Taming of a Shrew; and a romance, King Leir, are products of Shakespeare's juvenile years. Later in his career, he transformed them into the plays that bear nearly identical titles. Each is strikingly similar to its canonical counterpart in terms of structure, plot and cast, though the texts were entirely rewritten. Virtually all scholars, critics and editors of Shakespeare have overlooked or disputed the idea that he had anything to do with them. This addition of five plays to the Shakespeare canon introduces a new facet to the authorship debate, and supplies further evidence that the real Shakespeare was Edward de Vere, seventeenth Earl of Oxford.

Many countries around the world are investing a great amount of resources in government IT initiatives. However, few of these projects achieve their stated goals and some of them are complete failures. Therefore, understanding e-government success has become very important and urgent in recent years. In order to develop relevant knowledge about this complex phenomenon, researchers and practitioners need to identify and assess what are the main conditions, variables, or factors that have an impact on e-government success. However, before being able to evaluate these impacts, it is necessary to define what e-government success is and what some e-government success measures are. This book presents a review of both e-government success measures and e-government success factors. It also provides empirical evidence from quantitative analysis and two in-depth case studies. Although based on sound theory and rigorous empirical analysis, the book not only significantly contributes to academic knowledge, but also includes some practical recommendations for government officials and public managers. Theoretically, the book proposes a way to quantitatively operationalize Fountain’s enactment framework. Based on the institutional tradition, the technology enactment framework attempts to explain the effects of organizational forms and institutional arrangements on the information technology used by government agencies. According to Fountain (1995; 2001) the technology enactment framework pays attention to the relationships among information technology, organizations, embeddedness, and institutions. This framework is very well known in the e-government field, but is normally used for qualitative analysis and there is no previous proposal of how to use it with quantitative data. The book proposes variables to measure each of the different constructs in this framework and also tests the relationships hypothesized by Fountain’s theory. Finally, using the advantages of the selected quantitative analysis technique (Partial Least Squares), the study also proposes some adjustments and extensions to the original framework in a theory building effort. Methodologically, the book reports on one of the first multi-method studies in the field of e-government in general and e-government success in particular. This study uses a nested research design, which combines statistical analysis with two in depth case studies. The study begins with a statistical analysis using organizational, institutional, and contextual factors as the independent variables. An overall score representing e-government success in terms of the functionality of state websites is the dependent variable. Second, based on the statistical results two cases are selected based on their relative fitness to the model (residuals) and their position in the general ranking of website functionality (which includes four different measures). In order to complement the results of the statistical analysis, case studies were developed for the two selected states (New York and Indiana), using semi-structured interviews and document analysis. In terms of the statistical analysis, the book constitutes one of the first applications of Partial Least Squares (PLS) to an e-government success study. PLS is a structural equations modeling (SEM) technique and, therefore, allows estimating the measurement model and the structural model simultaneously. The use of this sophisticated statistical strategy helped to test the relationships between e-government success and different factors influencing it, as well as some of the relationships between several of the factors, thus allowing exploring some indirect effects too.

Industrial PID Controller Tuning presents a different view of the servo/regulator compromise that has been studied for a long time in industrial control research. Optimal tuning generally involves comparison of cost functions (e.g., a quadratic function of the error or a time-weighted absolute value of the error) but without taking advantage of available multi-objective optimization methods. The book does make use of multi-objective optimization to account for several sources of disturbance, applying them to a more realistic problem: how to select the tuning of a controller when both servo and regulator responses are important. The authors review the different deterministic multi-objective optimization methods. In order to ameliorate the consequences of the computational expense typically involved in their use—specifically the generation of multiple solutions among which the control engineer still has to choose—algorithms for two-degree-of-freedom PID control are implemented in MATLAB®. MATLAB code and a MATLAB-compatible program are provided for download and will help readers to adapt the ideas presented in the text for use in their own systems. Further practical guidance is offered by the inclusion of several examples of common industrial processes amenable to the use of the authors’ methods. Researchers interested in non-heuristic approaches to controller tuning or in decision-making after a Pareto set has been established and graduate students interested in beginning a career working with PID control and/or industrial controller tuning will find this book a valuable reference and source of ideas. Advances in Industrial Control reports and encourages the transfer of technology in control engineering. In the last two decades, a concern on how federal forests in the United States are managed has provoked concerns among different stakeholders, including NGOs. The purpose of this thesis is to contribute to the understanding of NGO influence on forest management legislation. Eight aspects were selected and compared in different study cases referring to legislative proposals dealing with forest management in order to define success criteria for a legislative initiative. The study indicates that the following criteria are particularly important to fulfill in order to influence forest management legislation: - The issue to address should be on the political agenda and have high public interest. - Environmental and social aspects should not be at the expense of economic aspects. - The legislative initiative should be prepared in multi-stakeholder processes, including local government and organizations. - The supporters of the initiative should take part in all decision-making processes and advise the Government in aspects related to their areas of expertise. NGOs would likely improve their chances of influencing forest management legislation if they hold a flexible position regarding legislative proposals containing similar or even less strict measures than their own initiatives, look at market oriented schemes as alternatives to legislation, and maintain good relationships with other major stakeholders.

We live in a molecular world, almost closed shell in nature, and for this reason Chemistry has been a science dealing with closed shell mol ecules. However, the high degree of experimental sophistication reached in the past decade has made more apparent the role of open shell structures in chemical research. A parallel phenomenon can be observed in the development of SCF theory, where closed shell molecular calculations at any level of complexity compose the main body of references which can be obtained in Quantum Chemistry today. Besides the linkage between experimental and theoretical behaviour, there are, obviously, other reasons which can be attached to a lack of molecular open shell calculations. Among others, there was no connec tionbetween closed or open shell theoretical treatments. In this manner, many computational features used by closed shell connoisseurs have not been extended to other computational areas. Since the work of Roothaan in 1960, the open shell molecular landscape has been, the oretically, a very closed one. Further development of SCF theory, which has led to an outburst of multiconfigurational procedures, has paid no, or very faint, attention to the interconnection between these SCF theory advanced features, the open shell framework and closed shell common practice. A good theoretical goal, generally speaking, and in particular inside SCF theory, may consist of a procedure which can be used to solve a given chemical problem, within the physical and approx imate limits of the theory.
