United States Diplomatic Codes and Ciphers, 1775-1938 is the first basic reference work on American diplomatic cryptography. Weber's research in national and private archives in the Americas and Europe has uncovered more than one hundred codes and ciphers. Beginning with the American Revolution, these secret systems masked confidential diplomatic correspondence and reports.During the period between 1775 and 1938, both codes and ciphers were employed. Ciphers were frequently used for American diplomatic and military correspondence during the American Revolution. At that time, a system was popular among American statesmen whereby a common book, such as a specific dictionary,was used by two correspondents who encoded each word in a message with three numbers. In this system, the first number indicated the page of the book, the second the line in the book, and the third the position of the plain text word on that line counting from the left. Codes provided the most common secret language basis for the entire nineteenth century.Ralph Weber describes in eight chapters the development of American cryptographic practice. The codes and ciphers published in the text and appendix will enable historians and others to read secret State Department dispatches before 1876, and explain code designs after that year.

The primary focus of this book is to determine if the Greek word for "worship" (proskuneo), used in John 4: 23-24, includes the concept of "bowing the knees" or "kneeling." In the New Testament, proskuneo is translated as "worship" sixty times. All of the "worship" events in the New Testament that included a form of bowing the knees or kneeling has been documented. This task was undertaken using five reliable sources of information or testimony: (1) the testimony of God, or Scripture (1Corinthians 2:1), (2) the testimony of Lexicons or Greek dictionaries, (3) the testimony of Bible translators, (4) the testimony of history, and (5) the testimony of Bible scholars. The book was written with all categories of readers in mind: worship leaders, clergy, college professors, Seminary students, Bible scholars, teachers, graduate school students, Pastors, lay people, seekers, and is suitable as a textbook in all Bible classes that include the subject of "worship".

The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies.
