Attitudinal change' in the context of economic reforms has been referred to in Rodrik and Subramanian (2005), DeLong (2003), Kohli (1989), and Panagariya (2004, 2008). This dissertation provides empirical support for this literature, establishing an earlier start for India's economic policy liberalisation than presented in stylized accounts. It demonstrates the endogenous nature of the origins of these policy shifts. 'Attitudinal change' literature had directed attention to the need for further research into India's policy changes of the early 1980s and for studying broader comparability issues in other developing countries. This research makes a contribution towards filling these gaps. This dissertation shows that India started its economic liberalisation under the Indira Gandhi administration from 1980 to 1984. These findings depart from the conventional view that India's economic policy changes were initiated by the Narasimha Rao government in 1991, or by the Rajiv Gandhi administration in the mid to late 1980s. The dissertation establishes that policy shifts of the early 1980s had endogenous origins in the political leadership's attitudinal changes. The Indira Gandhi administration of the early 1980s revisited the statist policies of its previous tenure from 1966 to 1977. The new approach entailed more openness towards private enterprise, scaling back the role of the public sector, and starting India's integration into the global economy. The dissertation also discusses the comparable role of attitudinal changes at the start of China's policy liberalisation led by Deng Xiaoping from 1978 to 1982. It focuses on the significance and challenges faced by China's political leadership in bringing about societal attitudinal change. The dissertation concludes by drawing comparisons between India and China, developing a linkage between their endogenous attitudinal changes and economic policy liberalisation.

The State in the Colonial Periphery: A Study on Sikkims Relation with Great Britain, as the preliminary title of the book indicates; it uncovers the relation between Sikkim and Great Britain, from the beginning of the relationship in the early nineteenth century, till the end of the British Colonial rule in India. This book expands upon the existing literature by uncovering the British influence in the region and its impact in determining the politics of the region. This work connotes Sikkim with the term colonial periphery which is neither a state under colonialism, nor outside the zone of influence of colonialism and predominantly acts according to the aspirations of the colonizer. After the end of British paramountcy in India, a delegation headed by Crowned Prince, Thondup Namgyal went to Delhi to discuss the matters relating to Sikkim with the British Officials. But since, the paramountcy had already been lapsed, they urged Sikkims delegation to discuss the matter with independent India. Independent India didnt define the status of Sikkim, eventually India signed a Standstill Agreement (1948), to discuss the future and position of Sikkim in open. The Treaty of 1950 confirmed the sovereignty of Sikkim and Sikkim became the protectorate state of India, as it was of Britain. The international implication and the demands for the larger democracy in Sikkim, led to the merger, a peripheral state became the part of India. The contact with the British transformed the traditional monastic state with cultural, political and religious affinities with Tibet, into a modern state. Sikkim is still to some extent a virgin territory for the researchers, much work remains to be done on the period of British influence in the region; perhaps this is the first on the said theme. This work has made an attempt towards contributing to the fulfilment of this need. This work attempts to provide some answers to the question of British influence in shaping the politics of the region and its impact on the state of Sikkim. Overall, this study makes the conclusion that the regional, political, economic and strategic interests of British colonialism played a key role in determining the political developments and present political situation in Sikkim.

There is a tremendous interest in the design and applications of agents in virtually every area including avionics, business, internet, engineering, health sciences and management. There is no agreed one definition of an agent but we can define an agent as a computer program that autonomously or semi-autonomously acts on behalf of the user. In the last five years transition of intelligent systems research in general and agent based research in particular from a laboratory environment into the real world has resulted in the emergence of several phenomenon. These trends can be placed in three catego ries, namely, humanization, architectures and learning and adapta tion. These phenomena are distinct from the traditional logic centered approach associated with the agent paradigm. Humaniza tion of agents can be understood among other aspects, in terms of the semantics quality of design of agents. The need to humanize agents is to allow practitioners and users to make more effective use of this technology. It relates to the semantic quality of the agent design. Further, context-awareness is another aspect which has as sumed importance in the light of ubiquitous computing and ambi ent intelligence. The widespread and varied use of agents on the other hand has cre ated a need for agent-based software development frameworks and design patterns as well architectures for situated interaction, nego tiation, e-commerce, e-business and informational retrieval. The second volume of Condensed Matter Theories contains the proceedings of the 10th International Workshop held at Argonne National Laboratory, Argonne, IL, U.S.A. during the week of July 21, 1986. The workshop was attended by high-energy, nuclear and condensed-matter physicists as well as materials scientists. This diverse blend of participants was in keeping with the flavor of the previous workshops. This annual series of international workshops was"started in 1977 in Sao Paulo, Brazil. Subsequent'workshops were held in Trieste (Italy), Buenos Aires (Argentina), Caracas (Venezuela), Altenberg (West Germany), Granada (Spain), and San Francisco (U.S.A.). What began as a meeting of the physicists from the Western Hemisphere has expanded in the last three years into an international conference of scientists with diverse interests and backgrounds. This diversity has promoted a healthy exchange of ideas from different branches of physics and also fruitful interactions among the participants. The present volume is a continuation of the effort started last year when the invited papers from the 9th International Workshop were published by Plenum Press. Our only trepidation in organizing a book of this kind stemmed from the diversity of the material, which did not lend itself easily to well-defined topics. Still, the articles are loosely divided into eight categories, where the papers in each category have either a common theme or the same underlying technique.
