Football and Fascism. The Politics of Popular Culture in Portugal tells the hidden history of football and discusses its political, social and cultural foundations, during the longest running authoritarian regime in Europe. Indian party politics, commonly viewed as chaotic, clientelistic, and corrupt, is nevertheless a model for deepening democracy and accommodating diversity. Historically, though, observers have argued that Indian politics is non-ideological in nature. Eighteenth-century France is understood to have been the dominant cultural power on that era’s international scene. Considering the emblematic case of the theater, Rahul Markovits goes beyond the idea of "French Europe" to offer a serious consideration of the intentions and goals of those involved in making this so. Drawing on extensive archival research, Staging Civilization reveals that between 1670 and 1815 at least twenty-seven European cities hosted resident theater troupes composed of French actors and singers who performed French-language repertory. By examining the presence of French companies of actors in a wide set of courts and cities throughout Europe, Markovits uncovers the complex mechanisms underpinning the dissemination of French culture. The book ultimately offers a revisionist account of the traditional Europe française thesis, engaging topics such as transnational labor history, early-modern court culture and republicanism, soft power, and cultural imperialism.
The weak property rights regime governing the world's marine resources as well as the wide-spread large scale subsidization of the fisheries industry has led to serious depletion of global fish stocks. Against this backdrop, taking cognizance of developing country goals and concerns, the Fourth Ministerial Conference of the WTO held in Doha in 2001 mandated that negotiations over fisheries subsidies, formerly subject to the disciplines of the Agreement on Subsidies and Countervailing Measures, be completed by 2005. In view of this development, a country like India with its vast and versatile fisheries resources has to take stock of the state of its fisheries sector, and develop a strategic response to the global debate on fisheries subsidies. This book aims to initiate that process. It begins by providing an overview of the current state of subsidization of the fisheries sector, both domestic and international, under various alternate definitions of fisheries subsidies. It then focuses on the domestic scenario, highlighting the Indian experience with fisheries subsidies and property rights regimes across both inland and marine sectors via the case method, and investigates the necessity and sufficiency of subsidies vis-à-vis an appropriate property rights framework in developing the domestic fisheries sector and resource base in a sustainable manner. Attention is then turned to the international scenario, with a review of selected international case studies which can inform domestic subsidy and property rights issues. This is followed by an analysis of the country submissions of the various major fishing nations in order to identify India's natural allies and competitors in international negotiations. This paper investigates the implications of lowering formal regulations in labor and product markets on informality and macroeconomic outcomes in India. We estimate a DSGE model with an informal sector, and rigidities in the formal labor and product markets. Along with increasing GDP and employment, deregulation also leads to lower informality and greater product market competition. Slow reallocation of resources between the formal and informal sectors leads to some adverse impacts in the short run that can be minimized by implementing a combined package of reforms. These impacts are shown to be greater in an economy with a larger informal sector.

Rising fuel subsidies have contributed to fiscal pressures in India. A key policy concern regarding subsidy reform is the adverse welfare impact on households, in particular poor households. This paper evaluates the fiscal and welfare implications of fuel subsidy reform in India. Fuel subsidies are found to be badly targeted, with the richest ten percent of households receiving seven times more in benefits than the poorest ten percent. Although subsidy reform would generate substantial fiscal savings, the associated increases in fuel and other prices would lower household real incomes of all income groups. Better targeting of fuel subsidies would fully protect lower income households while still generating substantial net fiscal savings. Lessons from subsidy reforms in other countries are identified and discussed.

Over the past decade, India has seen a prolonged period of high inflation, to a large extent driven by persistently-high food inflation. This paper investigates the demand and supply factors behind the contribution of relative food inflation to headline CPI inflation. It concludes that in the absence of a stronger food supply growth response, food inflation may exceed non-food inflation by 21⁄2–3 percentage points per year. The sustainability of a long-term inflation target of 4 percent under India’s recently-adopted flexible inflation targeting framework will depend on enhancing food supply, agricultural market-based pricing, and reducing price distortions. A well-designed cereal buffer stock liquidation policy could also help mitigate food inflation volatility.
