This book provides a firm analytical base to discussions about injustice and the unequal distribution of gains from global production in the form of global monopsony capitalism. It utilizes the concept of reverse subsidies as the purchase of gendered labour and environmental services below their costs of production in garment value chains in India and other garment producing countries, such as Bangladesh and Cambodia. Environmental services, such as freshwater for garment manufacture and land for cotton production, are degraded by overuse and untreated waste disposal. The resulting higher profits from the low prices of garments are captured by global brands, using their monopsony position, with few buyers and myriad sellers, in the market. This book links the concept of reverse subsidies with those of injustice, inequality and sustainability in global production.
If boundaries protect us from threats, how should we think about the boundaries of states in a world where threats to human rights emanate from both outside the state and the state itself? Arguing that attitudes towards boundaries are premised on assumptions about the locus of threats to vital interests, Rahul Rao digs beneath two major normative orientations towards boundaries-cosmopolitanism and nationalism-which structure thinking on questions of public policy and identity. Insofar as the Third World is concerned, hegemonic versions of both orientations are underpinned by simplistic imageries of threat. In the cosmopolitan gaze, political and economic crises in the Third World are attributed mainly to factors internal to the Third World state with the international playing the role of heroic saviour. In Third World nationalist imagery, the international is portrayed as a realm of neo-imperialist predation from which the domestic has to be secured. Both images capture widely held intuitions about the sources of threats to human rights, but each by itself provides a resolutely partial inventory of these threats. By juxtaposing critical accounts of both discourses, Rao argues that protest sensibilities in the current conjuncture must be critical of hegemonic variants of both cosmopolitanism and nationalism. The second half of the book illustrates what such a critique might look like. Journeying through the writings of James Joyce, Rabindranath Tagore, Edward Said and Frantz Fanon, the activism of 'anti-globalisation' protesters, and the dilemmas of queer rights activists, Rao demonstrates that important currents of Third World protest have long battled against both the international and the domestic, in a manner that combines nationalist and cosmopolitan sensibilities.

Over the past decade, India has seen a prolonged period of high inflation, to a large extent driven by persistently-high food inflation. This paper investigates the demand and supply factors behind the contribution of relative food inflation to headline CPI inflation. It concludes that in the absence of a stronger food supply growth response, food inflation may exceed non-food inflation by 21⁄2–3 percentage points per year. The sustainability of a long-term inflation target of 4 percent under India’s recently-adopted flexible inflation targeting framework will depend on enhancing food supply, agricultural market-based pricing, and reducing price distortions. A well-designed cereal buffer stock liquidation policy could also help mitigate food inflation volatility.

The Limits of Orientalism: Seventeenth-Century Representations of India challenges recent postcolonial readings of European, and particularly English, representations of India in the seventeenth century. The book critiques Edward Said's discourse of 'Orientalism' by destabilizing the notion of a homogeneous 'West': the English interest was commercial, unlike the colonially and religiously motivated Portuguese, and therefore instead of representing Mughals as barbaric 'others,' the English travelers drew parallels between the Mughals and themselves in their writings, associating with them as partners in trade and potential allies in war. The Europeans praised Muslims' civility and religious tolerance, yet tended to be more conflicted with the Hindus, but eventually their negative views underwent a transformation, questioning the Orientalist notion of the homogeneous 'Indian.' By historicizing the European representations of India, the book undercuts postcolonial analyses by critics such as Kate Teltscher, Jyotsna Singh, Nandini Bhattacharya, Balachandra Rajan, Gayatri Chakravorty Spivak, Shankar Raman and others.

Indian party politics, commonly viewed as chaotic, clientelistic, and corrupt, is nevertheless a model for deepening democracy and accommodating diversity. Historically, though, observers have argued that Indian politics is non-ideological in nature. In contrast, Pradeep Chhibber and Rahul Verma contend that the Western European paradigm of "ideology" is not applicable to many contemporary multiethnic countries. In these more diverse states, the most important ideological debates center on statism-the extent to which the state should dominate and regulate society-and recognition-whether and how the state should accommodate various marginalized groups and protect minority rights from majorities. Using survey data from the Indian National Election Studies and evidence from the Constituent Assembly debates, they show how education, the media, and religious practice transmit the competing ideas that lie at the heart of ideological debates in India.
Mark Twain observed, “I'm in favour of progress; it's change I don't like.” Coal dominates Indian energy because it’s available domestically and cheap (especially without a carbon tax). If the global focus is on the energy transition, how does India ensure a just transition? Managing winners and losers will be the single largest challenge for India’s energy policy. Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal. How this happens cost-effectively and with least resistance isn’t just a technical or economic question, it depends on the political economy of coal and its alternatives. Some stakeholders want to kill coal. A wiser option may be to first clean it up, instead of wishing it away. Across 18 chapters, drawing from leading experts in the field, we examine all aspects of coal’s future in India. We find no easy answers, but attempt to combine the big picture with details, bringing them together to offer a range of policy options.
