This book explores Mexico's foreign policy using the ‘principled pragmatism’ approach. It describes and explains main external actions from the country’s independence in the nineteenth century to Andrés Manuel López Obrador’s administration. The principal argument is that Mexico has resorted to principled pragmatism due to geographic, historical, economic, security, and political reasons. In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

In 1941, E.C.G. Stueckelberg wrote a paper, based on ideas of V. Fock, that established the foundations of a theory that could covariantly describe the classical and quantum relativistic mechanics of a single particle. Horwitz and Piron extended the applicability of this theory in 1973 (to be called the SHP theory) to the many-body problem. It is the purpose of this book to explain this development and provide examples of its applications. We first review the basic ideas of the SHP theory, both classical and quantum, and develop the appropriate form of electromagnetism on this dynamics. After studying the two body problem classically and quantum mechanically, we formulate the N-body problem. We then develop the general quantum scattering theory for the N-body problem and prove a quantum mechanical relativistically covariant form of the Gell-Mann-Low theorem. The quantum theory of relativistic spin is then developed, including spin-statistics, providing the necessary apparatus for Clebsch-Gordan additivity, and we then discuss the phenomenon of entanglement at unequal times. In the second part, we develop relativistic statistical mechanics, including a mechanism for stability of the off-shell mass, and a high temperature phase transition to the mass shell. Finally, some applications are given, such as the explanation of the Lindneret alexperiment, the proposed experiment of Palacios et al which should demonstrate relativistic entanglement (at unequal times), the space-time lattice, low energy nuclear reactions and applications to black hole physics.

It has been my privilege to be much acquainted with the author of this book. Our friendship has been part of our lives. For years, destiny pushed us to different careers and kept us geographically apart, yet the relationship has never diminished. We were also blessed with a similar curiosity to learn more of who we are. After retirement, these questions became more dominant. As time went on without even thinking of publishing, our observations were meant to be for family only. This happened at a time when we were miles apart; we never shared these urgings for writing our historical observations with each other. Mr. Ramirez’s research on this issue started long before we had touched bases with each other. In the meantime, off and on, I was doing the same thing. We navigated the same waters but in different boats. As such, we never compared notes. Later on he confided to me that he still did not feel prepared to share his knowledge with the rest of us. I disagreed! Finally, he started writing and revealing much of our historical data. Our history is replete with toil, sacrifices, and glory; but his opinions are respected. The events narrated in this book add greater clarity to a beautiful past. Its contents are not only stimulating—they also make us proud.
The high reliability required in industrial processes has created the necessity of detecting abnormal conditions, called faults, while processes are operating. The term fault generically refers to any type of process degradation, or degradation in equipment performance because of changes in the process's physical characteristics, process inputs or environmental conditions. This book is about the fundamentals of fault detection and diagnosis in a variety of nonlinear systems which are represented by ordinary differential equations. The fault detection problem is approached from a differential algebraic viewpoint, using residual generators based upon high-gain nonlinear auxiliary systems (‘observers’). A prominent role is played by the type of mathematical tools that will be used, requiring knowledge of differential algebra and differential equations. Specific theorems tailored to the needs of the problem-solving procedures are developed and proved. Applications to real-world problems, both with constant and time-varying faults, are made throughout the book and include electromechanical positioning systems, the Continuous Stirred Tank Reactor (CSTR), bioreactor models and belt drive systems, to name but a few.

This book is about 24 developing countries that have embarked on the journey towards universal health coverage (UHC) following a bottom-up approach, with a special focus on the poor and vulnerable, through a systematic data collection that provides practical insights to policymakers and practitioners. Each of the UHC programs analyzed in this book is seeking to overcome the legacy of inequality by tackling both a “financing gap†? and a “provision gap†?: the financing gap (or lower per capita spending on the poor) by spending additional resources in a pro-poor way; the provision gap (or underperformance of service delivery for the poor) by expanding supply and changing incentives in a variety of ways. The prevailing view seems to indicate that UHC require not just more money, but also a focus on changing the rules of the game for spending health system resources. The book does not attempt to identify best practices, but rather aims to help policy makers understand the options they face, and help develop a new operational research agenda. The main chapters are focused on providing a granular understanding of policy design, while the appendixes offer a systematic review of the literature attempting to evaluate UHC program impact on access to services, on financial protection, and on health outcomes.

At the start of the Spanish Civil War, most young fighter pilot officers joined the rebels, while the high ranking officers, grupo or escuadrilla commanders, and the NCOs, sergeants and corporals remained loyal to the government. Mostly flying the obsolete Nieuport Ni.52s these loyalists were soon outpaced by the more modern Fiat CR.32s and Heinkel He 51s. However, at this early stage of the war, there were several Republican airmen who became aces and famous in the process, despite the small numbers of enemy aircraft shot down. Widely speaking, the Republican military aviation did not keep an exhaustive record of individual shooting claims. However, sufficient documentation exists to make a reasonable assumption as to which pilots fall into the ace category. This volume details the exploits of those pilots, complementing previous works in the Osprey Aircraft of the Aces series on Nationalist CR.32 Aces and Polikarpov I-15, I-16 and I-152 Aces.
Are interactions between soldiers, politicians, and civilians improving? Every nation has to come to grips with achieving a more enduring harmony between government, the armed forces, and society if it aspires to strengthen its democracy. While there is an abundance of studies on civil-military affairs, few examine all three of these actors, let alone establish any standards with which to assess whether progress is being made. This ambitious book devises a novel framework equipped with six dimensions, each of which opens a unique window into civil-military affairs, and which form a more integrated view of the subject. Those dimensions are accompanied by a set of benchmarks and metrics that assess progress and compare one country against another. The framework is applied to case studies of Argentina, Brazil, Chile, and Uruguay, with the conviction that insights could be gleaned that may be relevant elsewhere. Ultimately, by unpacking the civil-military relation into its various dimensions, this study has shed light on what it takes to transform what was once a politically-minded military into an organization dedicated to serving a democratic state and society.

Latin American countries are in the midst of a demographic transition and, as a consequence, a population-aging process. Over the next few decades, the number of children will decline relative to the number of older adults. Population aging is the result of a slow but sustained reduction in mortality rates, given increases in life expectancy and fertility. These trends reflect welcome long-term improvements in welfare and in economic and social development. But this process also entails policy challenges: many public institutions—including education, health, and pension systems and labor market regulations—are designed for a different demographic context and will need to be adapted. When We’re Sixty-Four discusses public policies aimed at overcoming the two main challenges facing Latin American countries concerning the changing demographics. On one hand, older populations demand more fiscal resources for social services, such as health, long-term care, and pensions. On the other, population aging produces shifts in the proportion of the population that is working age, which may affect long-term economic growth. Aging societies risk losing dynamism, being exposed to higher dependency rates, and experiencing lower savings rates. Nonetheless, in the interim, Latin American countries have a demographic opportunity: a temporary decline in dependency rates creates a period in which the share of the working-age population, with its associated saving capacity, is at its highest levels. This constitutes a great opportunity in the short term because the higher savings may result in increases in capital endowment per worker and productivity. For that to happen, it is necessary to generate institutional, financial, and fiscal conditions that promote larger savings and investment, accelerating per capita economic growth in a sustainable way.

At the start of the Spanish Civil War the nationalists sought help for their cause from Germany, following which volunteers from the German Air Force and Army formed what was called the Condor Legion. This force made a significant contribution to General Francos eventual victory and this included two experimental air units, known as VJ/88 and VB/88. The formers mission was to combat test the new monoplane fighters; the Messerschmitt Bf 109 and the Heinkel He 112. The latter groups task was to test the new twin-engine, retractable undercarriage bombers; the Heinkel He 111, the fast Dornier Do 17 and the Junkers Ju 86.The Heinkels made their combat debut on 9 March 1937, when they attacked Republican held airfields in support of the Battle of Guadalajara. The Heinkel proved superior to the two other German medium bombers, being both faster and carrying a heavier bomb load. Likewise, the Messerschmitt Bf 109 was quickly found to be the better of the two fighters. This book aims to examine the history of the men and machines that served in those units.
