The question of whether democracy and development are allies or adversaries has long been debated and with the triumph of the democratic spirit worldwide the relationship between democracy and development has once again come to attract much attention globally. The collapse of the Soviet Union and the developments in Eastern Europe led to considerable rethinking in political circles on the efficacy of the economic policies pursued in those countries and the long-term viability of political systems prevalent there. Elsewhere, several newly industrialized countries are striving to consolidate their gains, though there are differing perceptions of whether their politics conform to the classical framework of democracy or not. In a remarkable turn-around, some other countries have initiated measures for economic reforms and structural adjustment, setting aside their earlier approaches towards economic management. In short, the last decades of this millennium have witnessed meaningful efforts worldwide on forging a new partnership between democracy and development. In February 1996, the Commonwealth Parliamentary Association jointly organized a conference entitled 'Parliamentary Democracy and Development': Allies or Adversaries?’ with the Wilton Park, an international agency of the British Commonwealth and Foreign Office in Wilton House, West Sussex, United Kingdom. The week-long conference brought together parliamentarians, diplomats, administrators, political scientists, economists and specialists from all over the world. The participants shared their views and experiences on diverse aspects of the main theme. This publication presents an essentially parliamentary perspective on the correlation between democracy and development based on the discussions at the Wilton Park conference and in the light of current thinking on the subject matter.

There is a growing appreciation of traditional medical systems as a source of considerable knowledge of the medicinal properties of plants. Traditional medicines have the potential to offer leads to identifying potentially valuable chemicals that can be developed into new and more effective drugs, including safer contraceptives. The Pacific region is an excellent arena in which to search for such chemicals as: the area contains plant species not found elsewhere; there is every indication that many of the plants used more generally in traditional Pacific medicine may be efficacious – of 74 plants surveyed in one study 86% showed pharmacological activity; and in many Pacific traditions, knowledge of medicinal use is transmitted between generations as part of an inherited body of ethnomedical knowledge. This book documents all the available information on plants that have been used traditionally for anti-fertility and fertility purposes in the Pacific region, and indicates which of these plants hold the most promise for providing new anti-fertility agents. It also records instances in which the plant has been used outside the region.

The field of organometallic chemistry has enjoyed explosive growth in recent years. During this time a rapidly increasing number of metals have found utility in organic synthesis as the corresponding organometallic compounds. The sub ject of "Organic Synthesis by Means of Transition Metal Complexes" was reviewed in the first volume of this series of monographs. This volume deals primarily with the appli cation of organomercury compounds in organic synthesis (exclusive of solvomercuration-demercuration reactions), but will of necessity involve a number of reactions of other organometallics as well. Organomercurials are among the oldest known organo metallics and were perhaps the first to have an entire book devoted to their chemistry, when Whitmore wrote an American Chemical Society monograph on the subject in 1921. Subsequently, two very detailed monographs on the subject have appeared.
