Jazz in Socialist Hà Nội: Improvisations between Worlds examines the germination and growth of jazz under communist rule—perceived as the "music of the enemy" and "ideologically decadent"—in the Vietnamese capital of Hà Nội. After disappearing from the scene in 1954 following the end of the First Indochina War, jazz reemerged in the public sphere decades later at the end of the Cold War. Since then, Hà Nội has established itself as a vital and vibrant jazz center, complete with a full jazz program in the national conservatoire. Featuring interviews with principal players involved in cultivating the scene from past to present, this book presents the sociocultural encounters between musicians and the larger powers enmeshed in the broader political economy, detailing jazz’s journey to garner respect comparable to classical music as an art form possessing high artistic value. Ethnographical sketches explore how Vietnamese musicians learn and play jazz while sustaining and nurturing the scene, providing insight as to how jazz managed to grow in such an environment. Jazz in Socialist Hà Nội sheds light on those underlying caveats that allow Vietnamese jazz musicians to navigate the middle grounds between "worlds"—between music and politics—not as an act of resistance, but as realisation of artistic expression.
The preservation of forests, sustainable forest management (SFM), forest landscape restoration (FLR) and the need to make the most of precious forest resources are priority issues in the policy and sustainable development agenda of the Asia-Pacific region. Innovation will be key in the coming decades to meet the increasing demand for wood and other forest products while halting and reversing deforestation, in line with the commitment taken at COP26 in Glasgow by the international community. However, uptake of innovative technologies has been slow and uneven in the Asia-Pacific region, and there remains a gap between political commitments and the investments – in education, capacity building, and infrastructure development – required to put them into practice. This technical report examines the potential and barriers to disseminating and deploying innovative technologies for SFM in the region and provides overarching recommendations and specific options for decision-makers. It delineates and informs the process by which decision-makers and actors can identify: the potential of innovative technologies to advance SFM; their potential impacts; constraints to technology uptake and scaling up, and how to overcome these constraints and facilitate adoption.
The Mac Dynasty spanned 150 years and encompassed several nations. In Vietnam, the M c Dynasty's founder, Emperor M c ng Dung, was not a traitor as the LE Dynasty (1009-1225) claimed. Rather, M c ng Dung seized power due to the corruption of the LE Dynasty. Author Quang Hong Mac, a descendant of Mac's family, is now telling the world of his great and historic surname. But his book is not only about the ancient past, it also tells of the author's courageous survival during the Vietnam War and its aftermath. Settling into a new life in the United States after escaping North Vietnamese imprisonment following the war, the author began researching his ancestors who dated back to 770 B.C., so they would never be forgotten. He spent four decades collecting documents and pictures, and speaking to relatives and witnesses. The Mac family's contributions spanned many eras and also impacted the history of China and Korea. The Mac's descendants succeeded as scholars, and were pioneers in the Mekong Delta at Ha Tien, establishing a dynasty that ruled Vietnam for 150 years.
What are the roles and responsibilities of different levels of government over forests and land use in Vietnam? Over the last two decades how have government priorities shifted? How has decentralisation been realised through changing land laws and forest protection and development programs? Which powers and responsibilities are centralized, and which are decentralized? What role do local people play? This report reviews the statutory distribution of powers and responsibilities across levels and sectors. It outlines the legal mandates held by national and lower level governments with regard to land and forest allocation, afforestation programs, rubber plantations, Payments for Forest Environmental Services (PFES), land use planning, and more. The review considers legal and policy changes in land use and forestry in Vietnam following the doi moi reform in 1986 up to 2014. After a short introduction, the second section describes the decentralization process, including mechanisms for participation. The third section outlines sources of revenue available to different government levels from forest fees and payments for environmental services. The fourth section details the specific distribution of powers and arenas of responsibility related to multiple land use sectors across and within levels, and the fifth and final section concludes on the policy changes and processes in relation to observed forest cover change. The study was commissioned under CIFORs Global Comparative Study on REDD+, as part of a research project on multilevel governance and carbon management at the landscape scale. It is intended as a reference for researchers and policy makers working on land use issues in Vietnam.
Covariance matrices play important roles in many areas of mathematics, statistics, and machine learning, as well as their applications. In computer vision and image processing, they give rise to a powerful data representation, namely the covariance descriptor, with numerous practical applications. In this book, we begin by presenting an overview of the {\it finite-dimensional covariance matrix} representation approach of images, along with its statistical interpretation. In particular, we discuss the various distances and divergences that arise from the intrinsic geometrical structures of the set of Symmetric Positive Definite (SPD) matrices, namely Riemannian manifold and convex cone structures. Computationally, we focus on kernel methods on covariance matrices, especially using the Log-Euclidean distance. We then show some of the latest developments in the generalization of the finite-dimensional covariance matrix representation to the {\it infinite-dimensional covariance operator} representation via positive definite kernels. We present the generalization of the affine-invariant Riemannian metric and the Log-Hilbert-Schmidt metric, which generalizes the Log-Euclidean distance. Computationally, we focus on kernel methods on covariance operators, especially using the Log-Hilbert-Schmidt distance. Specifically, we present a two-layer kernel machine, using the Log-Hilbert-Schmidt distance and its finite-dimensional approximation, which reduces the computational complexity of the exact formulation while largely preserving its capability. Theoretical analysis shows that, mathematically, the approximate Log-Hilbert-Schmidt distance should be preferred over the approximate Log-Hilbert-Schmidt inner product and, computationally, it should be preferred over the approximate affine-invariant Riemannian distance. Numerical experiments on image classification demonstrate significant improvements of the infinite-dimensional formulation over the finite-dimensional counterpart. Given the numerous applications of covariance matrices in many areas of mathematics, statistics, and machine learning, just to name a few, we expect that the infinite-dimensional covariance operator formulation presented here will have many more applications beyond those in computer vision.

Vietnam is a rapidly developing, socially dynamic country, where interest in biomedical engineering activities has grown considerably in recent years. The leadership of the Vietnamese government, and of research and educational institutions, are well aware of the importance of this field for the development of the country and have instituted policies to promote its development. The political, economic and social environment within the country offers unique opportunities for the international community and this conference was intended to provide a vehicle for the sharing of experiences; development of support and collaboration networks for research; and exchange of ideas on how to improve the educational and entrepreneurial environment to better address the urgent needs of Vietnam. In January 2004, under the sponsorship of the U.S. National Science Foundation, a U.S. delegation that consisted of Biomedical Engineering professors from different universities in the United States, visited several universities and research institutions in Vietnam to assess the state of development of this field. This delegation proposed a five year plan that was enthusiastically embraced by the international scientific communities to actively develop collaborations with Vietnam. Within this framework, in July 2005, the First International Conference on the Development of Biomedical Engineering in Vietnam was held in Ho Chi Minh City. From that conference a Consortium of Vietnam-International Universities was created to advise and assist the development of Biomedical Engineering in Vietnamese universities.

A key feature is that it considers Euclidean and affine geometries as special cases of projective geometry. Over the last forty years, researchers have made great strides in elucidating the laws of image formation, processing, and understanding by animals, humans, and machines. This book describes the state of knowledge in one subarea of vision, the geometric laws that relate different views of a scene. Geometry, one of the oldest branches of mathematics, is the natural language for describing three-dimensional shapes and spatial relations. Projective geometry, the geometry that best models image formation, provides a unified framework for thinking about many geometric problems are relevant to vision. The book formalizes and analyzes the relations between multiple views of a scene from the perspective of various types of geometries. A key feature is that it considers Euclidean and affine geometries as special cases of projective geometry. Images play a prominent role in computer communications. Producers and users of images, in particular three-dimensional images, require a framework for stating and solving problems. The book offers a number of conceptual tools and theoretical results useful for the design of machine vision algorithms. It also illustrates these tools and results with many examples of real applications.

For Victor Hugo, the nineteenth century could be remembered by only its first two years, which established peace in Europe and France's supremacy on the continent. For General Lam Quang Thi, the twentieth century had only twenty-five years: from 1950 to 1975, during which the Republic of Vietnam and its Army grew up and collapsed with the fall of Saigon. This is the story of those twenty-five years. General Thi fought in the Indochina War as a battery commander on the side of the French. When Viet Minh aggression began after the Geneva Accords, he served in the nascent Vietnamese National Army, and his career covers this army's entire lifespan. He was deputy commander of the 7th Infantry Division, and in 1965 he assumed command of the 9th Infantry Division. In 1966, at the age of thirty-three, he became one of the youngest generals in the Vietnamese Army. He participated in the Tet Offensive before being removed from the front lines for political reasons. When North Vietnam launched the 1972 Great Offensive, he was brought back to the field and eventually promoted to commander of an Army Corps Task Force along the Demilitarized Zone. With the fall of Saigon, he left Vietnam and emigrated to the United States. Like his tactics during battle, General Thi pulls no punches in his denunciation of the various regimes of the Republic, and complacency and arrogance toward Vietnam in the policies of both France and the United States. Without lapsing into bitterness, this is finally a tribute to the soldiers who fell on behalf of a good cause.
