The main focus of this book is the transport mechanics of sediment particles coated with microbial biofilm, which is called bio-sediment. The book also addresses the question of how to measure and simulate the considerable variation in the properties of natural sediment associated with microbial biofilm, ranging from the micro-scale surface morphology to the macro-scale sediment transport. Nowadays most studies to elucidate the mechanisms of sediment transport have concentrated on physical-chemical sediment properties, little work explicitly coupled sediment dynamics and the environmental effects under the influence of micro-ecosystem, thus leaving a serious gap in water and sediment sciences as well as water ecological research. With respect to physical-chemical sediment properties, this book has been undertaken to evaluate and quantify the effect of biological factors - biofilm on sediment transport mechanics. The chapters cover topics including development of bio-sediment and its properties; model of biofilm growth on sediment substratum; bedform and flow resistance of bio-sediment bed; incipient velocity and settling velocity of bio-sediment; bedload and suspended load transport for bio-sediment; numerical simulation of bio-sediment transport. Besides, the measurement technology, analysis method and expression approach introduced in this book combine the characteristics of hydraulic, environmental and microbial research, having more immediate innovation. This book will be of interest to researchers, managers, practitioners, policy and decision makers, international institutions, governmental and non-governmental organizations, educators, as well as graduate and undergraduate students in the field of hydraulics and river dynamics. This paper examines the role of structural fiscal policies to promote female labor force participation and reduce gender gaps in labor markets in 26 OECD countries from 2000 to 2019. As both female labor force participation and many explanatory/control variables clearly exhibit non-stationarity (potentially leading to spurious regression results), we employ a panel vector error-correction model, in contrast with most previous empirical studies on this matter. Our analyses confirm statistically significant positive impacts of government spending on (1) early childcare and education, (2) active labor market programs, and (3) unemployment benefits, all of which would help encourage women to enter the labor force, while (4) an increase in relative tax rate on second earner could have negative impact on female labor force participation.

This study examines the drivers of growth in Asian countries, with focus on the role of investment, the exchange rate regime, financial risk, and capital account openness. We use a panel data set of a sample of Asian countries over the period 1980 to 2012. Our results indicate that private and public investments are strong drivers of growth, while more limited evidence is found that reduced financial risk and higher foreign direct investment support growth. The exchange rate regime does not appear to be a strongly significant determinant of growth, but some specifications suggest that more flexible regimes are beneficial in this respect. Financial crises have a stronger dampening effect on growth in countries with more open capital accounts.

Does fiscal decentralization improve health and educational outcomes? Does this improvement depend on the quality of governance? How do fiscal decentralization and governance interact? We answer these questions through an instrumental variable Tobit analysis of cross-country panel data. We find negative effects of fiscal decentralization on health outcomes, which however are more than offset by better governance. Education expenditure decentralization to subnational governments enhances educational outcomes. We conclude that countries can only reap the benefits from decentralization when the quality of their governance arrangements exceeds a certain threshold. We also find that sequencing and staging of decentralization matter. Countries should improve government effectiveness and control of corruption first to maximize benefits of fiscal decentralization.

This paper studies the potential effects of geoeconomic fragmentation (GEF) in the sub-Saharan Africa region (SSA) through quantifying potential long-term economic costs. The paper considers two alternative GEF scenarios in which trade relations are fully or partially curtailed across world economies. Our quantification relies on a multi-country multi-sector general equilibrium model and takes a deep dive into the impact across SSA’s oil-rich, other resource-rich and non-resource-rich countries. The results are based on a detailed dataset including information for 136 tradable primary commodity and 24 manufacturing and services sectors in 145 countries—32 of which are in SSA. We find that under GEF, SSA could experience long-term wellfare losses of approximately 4 percent of GDP, twice the losses of the rest of the world. This strong effect results from the large losses of other resource-rich and non-resource rich countries in SSA, given their high dependence on commodity trade. However, if the world experiences a less severe GEF-induced trade disruption—a strategic decoupling—SSA countries could derive minor gains from the re-shuffling of global market supply, specially in energy products.
