The Money Machines advances the provocative thesis that the mechanisms for financing state and local government in the Northern United States from 1860 to 1920 were deeply enmeshed with those financing the extralegal--often illegal--activities of the major political parties, complicating reform or change mandated by the post-Civil War breakdown of the North's legal fiscal machinery. Few reformers then recognized the interdependence of government and the party money machines; fewer still acknowledged the effectiveness or social value of the extralegal machines. On the contrary, basic fiscal reform in this period was characterized by attempts to exorcise "politics" in any form, which in turn provoked counteraction from politicians whose organizations had the same need for efficient, reliable revenue systems as did governments. Dr. Yearley demonstrates the failure of the established legal money machines to cope with the demands of postwar governments facing industrialization and urbanization. He characterizes the revolt of old and new middle classes against fiscal inequity and inefficiency and shows how much of the North's new wealth escaped taxation altogether while much of its old wealth similarly went into hiding. Because of its forbidding complexities, tax reform was sustained by a small group of experts from the middle class, whose sincerity and competence were unquestionable, but whose reformism evidenced the peculiar views and prejudices of their class. Here, therefore, the graft-grabbing politician is presented in a fresh light. In his efforts to maintain his sources of revenue and power, he emerges as a vital instrument of mass democracy, of the new politics of the ever-growing urban lower classes as well as their principal source of government welfare or support. The author reevaluates the Gilded Age politician in several important ways, principally regarding his power relationship to the business communities and his ability to perform his job well despite middle class disdain and continual allegations of fraud and incompetence. Further, Dr. Yearley shows that often politicians were ahead of reformers in their fiscal thinking in recognizing and utilizing taxation of income rather than of property. The volume considers in some depth several individual reformers, revealing them to be, among other things, prototypes of present academic experts used by government to manage problems too complex for laymen. The book then proceeds to explain essential changes made in local fiscal systems and which of these were to be the most effective, explanations that are of particular interest in view of the continuing crises in state and local financing today.
In her compelling book, Ann C. Colley examines the shift away from the cult of the sublime that characterized the early part of the nineteenth century to the less reverential perspective from which the Victorians regarded mountain landscapes. And what a multifaceted perspective it was, as unprecedented numbers of the Victorian middle and professional classes took themselves off on mountaineering holidays so commonplace that the editors of Punch sarcastically reported that the route to the summit of Mont Blanc was to be carpeted. In Part One, Colley mines diaries and letters to interrogate how everyday tourists and climbers both responded to and undercut ideas about the sublime, showing how technological advances like the telescope transformed mountains into theatrical spaces where tourists thrilled to the sight of struggling climbers; almost inevitably, these distant performances were eventually reenacted at exhibitions and on the London stage. Colley's examination of the Alpine Club archives, periodicals, and other primary resources offers a more complicated and inclusive picture of female mountaineering as she documents the strong presence of women on successful expeditions in the latter half of the century. In Part Two, Colley turns to John Ruskin, Gerard Manley Hopkins, and Robert Louis Stevenson, whose writings about the Alps reflect their feelings about their Romantic heritage and shed light on their ideas about perception, metaphor, and literary style. Colley concludes by offering insights into the ways in which expeditions to the Himalayas affected people's sense of the sublime, arguing that these individuals were motivated as much by the glory of Empire as by aesthetic sensibility. Set within his configuration of hetero-erotic relationships, this agenda reveals Shelley's desire to remain eternally present in his poetry. In the end, Shelley fails to achieve this goal, because he failed to overcome an even stronger desire to preserve male authority. Shelley's Music demonstrates that the main body of Shelley's writing consists of a fantasy aimed at unifying the word, traditionally associated with masculine power and authority, with voice and music, traditionally associated with the power and mystery of feminine expression. This particular fantasy extends an even more fundamental desire to integrate the "object voice" with one's own subjectivity. Structured along the lines of sexual difference and providing the coordinates for Shelley's construction of heterosexual and hetero-erotic correspondence, this phantasmic movement reveals Shelley's desire to make his voice eternally present in the written word. As Zizek reminds us, however, all fantasy inevitably exposes the very horror it means to conceal. For Shelley, what plagues the desire to merge word, voice and music is the prospect of losing both the poet's authority and the subjectivity upon which it relies. Recycling throughout his writing, Shelley's fantasy, then, generates deadlock and instability each time it finds renewed expression. Shelley's Music argues that this division paradoxically becomes Shelley's ultimate goal, because it maintains desire by creating a steady state of suspension that finally preserves for Shelley his authority and his humanity.
With the advent of the printing press in Europe, the possibility of assembling a personal library became more and more attainable for the cultural elite. In this book, Andrew Hui traces the historical development of the Renaissance studiolo, a personal study and library, from Petrarch to Montaigne, considering literary representations of the studiolo in Rabelais, Cervantes, Shakespeare, and Marlowe as well as its presence in the visual arts. He explores the ways in which Renaissance writers and scholars engaged with these personal libraries, both real and imaginary, as places for research and refuge, and the impact of their legacy on writers of our own age, such as Jorge Luis Borges and Italo Calvino. Hui is interested in how these workspaces shaped the interior lives of their occupants, and how the bookish sanctuary they offered was cast as both a remedy and a poison for the soul. Painters of the period, for example, depicted such Biblical figures as the Virgin Mary and St. Jerome in studies surrounded by books, and some writers extolled the studiolo as a space for salutary self-reflection. But other writers suggested that too much time spent reading and amassing books could lead to bibliomania: it drove Don Quixote to madness, Faustus to perdition, Prospero to exile. Individual chapters focus on the invention of the studiolo as seen through Federico da Montefeltro's Gubbio Studiolo and Raphael's School of Athens; Rabelais's parodies of erudition and classification; the transformation of private study into self-conscious spectacle in The Tempest; and more. While primarily drawing on works from Renaissance Europe, the chapters range across time and geography, incorporating a more global and comparative approach by drawing on texts from the classical tradition of China. States like Russia and Ukraine may not have gone back to totalitarianism or the traditional authoritarian formula of stuffing the ballot box, cowing the population and imprisoning the opposition - or not obviously. But a whole industry of 'political technology' has developed instead, with shadowy private firms and government 'fixers' on lucrative contracts dedicated to the black arts of organizing electoral success. This book uncovers the sophisticated techniques of the 'virtual' political system used to legitimize post-Soviet regimes; entire fake parties, phantom political rivals and 'scarecrow' opponents. And it exposes the paramount role of the mass media in projecting these creations and in falsifying the entire political process. Wilson argues that it is not primarily economic problems that have made it so difficult to develop meaningful democracy in the former Soviet world. Although the West also has its 'spin doctors', dirty tricks, and aggressive ad campaigns, it is the unique post-Bolshevik culture of 'political technology' that is the main obstacle to better governance in the region, to real popular participation in public affairs, and to the modernization of the political economy in the longer term.

Listening to what she terms 'unruly pirate voices' in early modern English literature, in this study Claire Jowitt offers an original and compelling analysis of the cultural meanings of 'piracy'. By examining the often marginal figure of the pirate (and also the sometimes hard-to-distinguish privateer) Jowitt shows how flexibly these figures served to comment on English nationalism, international relations, and contemporary politics. She considers the ways in which piracy can, sometimes in surprising and resourceful ways, overlap and connect with, rather than simply challenge, some of the foundations underpinning Renaissance orthodoxies-absolutism, patriarchy, hierarchy of birth, and the superiority of Europeans and the Christian religion over other peoples and belief systems. Jowitt's discussion ranges over a variety of generic forms including public drama, broadsheets and ballads, prose romance, travel writing, and poetry from the fifty-year period stretching across the reigns of three English monarchs: Elizabeth Tudor, and James and Charles Stuart. One result is that the ideological origins of the American Revolution are nowhere more clearly seen than in the sermons they preached. The New England Soul is the first comprehensive analysis of preaching in New England from the founding of the Puritan colonies to the outbreak of the Revolution. Using a multi-disciplinary approach--including analysis of rhetorical style and concept of identity and community--Stout examines more than two thousand sermons spanning five generations of ministers, including such giants of the pulpit as John Cotton, Thomas Shepard, Increase and Cotton Mather, George Whitefield, Jonathan Edwards, Jonathan Mayhew, and Charles Chauncy. Equally important, however, are the manuscript sermons of many lesser known ministers, which never appeared in print. By integrating the sermons of ordinary ministers with the printed sermons of their more illustrious contemporaries, Stout reconstructs the full import of the colonial sermon as a multi-faceted institution that served both religious and political purposes, and explicated history and society to the New England Puritans for one and a half centuries.
Arguing that the early Royal Society moved science toward racialization by giving skin color a new prominence as an object of experiment and observation, Cristina Malcolmson provides the first book-length examination of studies of skin color in the Society. The Avant-Garde in Interwar England addresses modernism's ties to tradition, commerce, nationalism, and spirituality through an analysis of the assimilation of visual modernism in England between 1910 and 1939. During this period, a debate raged across the nation concerning the purpose of art in society. On one side were the aesthetic formalists, led by members of London's Bloomsbury Group, who thought art was autonomous from everyday life. On the other were England's so-called medieval modernists, many of them from the provincial North, who maintained that art had direct social functions and moral consequences. As Michael T. Saler demonstrates in this fascinating volume, the heated exchange between these two camps would ultimately set the terms for how modern art was perceived by the British public. Histories of English modernism have usually emphasized the seminal role played by the Bloomsbury Group in introducing, celebrating, and defining modernism, but Saler's study instead argues that, during the watershed years between the World Wars, modern art was most often understood in the terms laid out by the medieval modernists. By rendering a Catholic Prince Hamlet caught in a Protestant world which consistently denies him his aspirations for a noble life, Shakespeare is able in this play, his most theologically engaged, to delineate the differences between the two belief systems, but also to demonstrate the consequences of replacing the old religion so completely with the new.

In A Gentleman of Color, Julie Winch provides a vividly written, full-length biography of James Forten, one of the most remarkable men in 19th-century America. Forten was born in 1766 into a free black family. As a teenager he served in the Revolution and was captured by the British. Rejecting an attractive offer to change sides, he insisted he was a loyal American. By 1810 he was the leading sailmaker in Philadelphia, where he became well known as an innovative craftsman, a successful manager of black and white employees, and a shrewd businessman. He emerged as a leader in Philadelphia's black community and was active in a wide range of reform activities. He was especially prominent in national and international antislavery movements, served as vice-president of the American Anti-Slavery Society, and became close friends with William Lloyd Garrison, to whom he lent money to start up the Liberator. Forten was also the founder of a remarkable dynasty. His children and his son-in-law were all active abolitionists and a granddaughter, Charlotte Forten, published a famous diary of her experiences teaching ex-slaves in South Carolina's Sea Islands during the Civil War. When James Forten died in 1842, five thousand mourners, black and white, turned out to honor a man who had earned the respect of society across the racial divide. This is the first serious biography of Forten, who stands beside Harriet Tubman, Frederick Douglass, Booker T. Washington, and Martin Luther King, Jr. in the pantheon of African-Americans who fundamentally shaped American history.
