The precarious situation of Planet Earth due to the dangers of nuclear, biological, chemical weapons of mass destruction; environmental degradation leading to global warming; the man-made deadly viruses, apart from natural disasters and the cyber crimes; and the influence of social media on the elections of other countries are causing serious concerns. While the horrifying reminiscence of the World Wars is still haunting, the threat of the Third World War is already hanging as the ‘Damocles Sword’. The holocaust created by the atomic bombing of Hiroshima and Nagasaki should not be repeated. Unless serious measures are not undertaken immediately, it is sure that the destruction of life on Planet Earth may not be far off. The present conflicts like the Russia-Ukraine war and such problems elsewhere on the globe are signalling the potential for a world war. The regional conflicts are threatening world peace and security. The dysfunctions and failings of today's international order, including the UN, are evident. Now we have to find ways to prevent the present regional conflicts from blowing up into a World War situation. Using the existing mechanisms like the UN and through discussions and negotiations, we should try to find solutions. However, success is not assured. In parallel, we have to initiate steps to put in place a permanent democratic and federal system of world government within a reasonable period. The author has presented a proposal for establishing a democratic and federal system of world government to be funded by all the countries. This book aims to provide a future deterrent for world wars and world peace and security.
Democracy is defined as the Government of the people, by the people and for the people. It is considered the most acceptable form of Government in which every individual participates consciously and in which the people remain the sovereign power determining their destiny. India is a multicultural, multilingual, multi-religious and multi communal country. But Unity in Diversity is its strength. It is the largest Democracy in the World and is one of the oldest civilizations, with a rich cultural heritage. The Indian Constitution, which stands for national goals like Socialism and National Integration, was framed by the representatives of the Indian people over a long period of debates and discussions. The Constitution declares India to be a Sovereign, Secular, Socialist, and Democratic Republic. The Constitution of India guarantees Fundamental Rights to all its citizens. They have the Right to Equality, Right to Freedom, Right against Exploitation, Right to Freedom of Religion, Culture and Educational Rights and Right to Constitutional Remedies. Various other constitutional safeguards are provided in the Constitution for the weaker sections' welfare and development like Scheduled Castes, Scheduled Tribes and Other Backward Classes. While tracing the Indian Freedom Movement, Indian Democracy, Indian Constitution, Indian Parliament and Government, the book focuses on the status of the Common man. What benefits he derived from the three wings of governance- Legislative, Executive and Judiciary- and what he is deprived of has been examined in the book and suggested appropriate measures wherever needed for his betterment.
Erstwhile Andhra Pradesh takes pride in its rich historical and cultural heritage. Its history can give an idea of the glorious past the state has witnessed. Andhra Pradesh, whose recorded history begins in the Vedic period. To gain an independent state based on linguistic identity and protect the interests of the Telugu-speaking people, Potti Sreeramulu fasted to death in 1952. The Andhra Pradesh Reorganisation Act, 2014, commonly known as the Telangana Act, is an Act of the Indian Parliament that bifurcated the residuary Andhra Pradesh state as an outcome of the Telangana movement. However, even after Seven years of Andhra Pradesh of bifurcation on June 2, 2014, both Telangana and the residuary state of Andhra Pradesh continue to suffer bifurcation blues as most of the promises made by the Centre to both the states in the AP Reorganisation Act, 2014, remaining unfulfilled. In addition, there is no reconciliation spirit on agreeing to share water and other assets among the two States. The non-fulfilment of promises made and not a full implementation of the Andhra Pradesh Reorganisation Act-2014, problems of water sharing, assets sharing and political differences, it looks wise to suggest for Reunification of Andhra Pradesh and Telangana into a giant Telugu State with the name “UNITED TELUGU STATES OF INDIA (UTSIND)” with Hyderabad as its Capital City and Amaravathi as a second Capital City. Reunification of the two states solves all the problems they are facing. The book makes a case for forming the “UNITED TELUGU STATES OF INDIA (UTSIND)”, which will become the most developed South Indian State with its combined resources.
Two issues are bothering the humanity at present. Firstly, the contemporary national and international scenarios in socioeconomic, political, ethnic, and cultural domains are throwing up many issues, problems, and challenges relating to development, environment, human rights, human security, communal harmony, peaceful coexistence among nations, and world peace and security. Secondly, existing global institutions are proving to be wanting in their structures and authorities in solving these problems. Alternatively, a new global independent organization with enforcing authority is needed to act upon and solve these issues. The need for replacement of UNO seems to be justified because of failure to solve global problems. The nineteenth and twentieth centuries witnessed revivals of proposals for world government that were fueled by positive developments, such as technological progress in travel and communications that enabled rapid economic globalization as well as negative developments such as the devastating impact of wars fought with modern technology. The author's approach of the formation of the world parliament is through proportional representation of nation's parliaments, thus avoids direct election process for its formation. All the nations and their people's representatives are involved in the formation of the World Parliament and the world government. Based on this line of thinking, the structure for a new federal world government and the new federal world constitution are presented in this book.
