Using 2011-12 consumption micro-data, we find that nearly one-third of the variation in living standards in India can be explained by location alone. Consumption levels and locational inequality are positively related. In effect, from an individual’s perspective, living standards are higher in richer, but more unequal, locations in India. The central factor behind these findings is the large difference in average consumption levels between rural and urban India and continued divergence in per-capita incomes between rich and poor states. Our results provide a possible explanation for the persistence of economic migration from rural to urban areas within a fast-growing emerging economy. While individuals cannot easily alter specific characteristics like their caste or religion, they have some freedom to change their location to enjoy better living standards.

Agricultural entomologists, nematologists, and pathologists the world over are now actively engaged in research into the use of plants to fight agricultural pests and diseases, and to reduce the losses caused by them. It was emphasized to engineering abiotic stress tolerance in blackgram by overexpression of the glyoxalase I gene isolated from Brassica juncea under a most widely used CaMV 35S promoter. We have demonstrated for the first the applicability of the glyoxalase system in imparting abiotic stress tolerance in a crop legume Vigna mungo. The transgenic lines were confirmed for gene insertion using different molecular techniques. The expression pattern of the inserted gene/s confirmed the expression and activity of the gene in the all transgenic lines studied up to T2 generations. The in vitro raised plants are usually sensitive to hardening process as well as transplantation. In case of blackgram, the survival rate during hardening and the transplantation was ca. 65-70%. To improve the percentage survival of plants, plant growth promoting Rhizobium and Arbuscular Mycorrhizal fungi were applied during the hardening and transplantation. This resulted in overall survival rate of plants up to 90% in both the transgenics as well as the untransformed control plants. Effect of Rhizobium and Mycorrhiza on transgenic as well as the untransformed control plants was studied. We reported for the first time that the transgenic nature of the plant does not affect association of the plant growth promoting Rhizobacteria or Mycorrhiza. Alleviates transplantation shock of in vitro grown Vigna mungo plants was also observed.

Major epidemics of the last two decades (SARS, H1N1, MERS, Ebola and Zika) have been followed by increases in inequality (Furceri, Loungani, Ostry and Pizzuto, 2020). In this paper, we show that the extent of fiscal consolidation in the years following the onset of these pandemics has played an important role in determining the extent of the increase in inequality. Episodes marked by extreme austerity—measured using either the government’s fiscal balance, health expenditures or redistribution—have been associated with an increase in the Gini measure of inequality three times as large as in episodes where fiscal policy has been more supportive. We survey the evidence thus far on the distributional impacts of the COVID-19 pandemic, which suggests that inequality is likely to increase in the absence of strong policy actions. We review the case made by many observers (IMF 2020; Stiglitz 2020; Sandbu 2020b) that fiscal support should not be withdrawn prematurely despite understandable concerns about high public debt-to-GDP ratios.

The Aravallis diagonally bisect the state into western arid and eastern semi-arid and mesic zones. The southern and southeastern parts of state have various rock systems. We examine the impact of formal adoption of inflation targeting (IT) on inflation, growth and anchoring of inflation expectations in advanced economies and emerging markets and developing economies (EMDEs). Our paper reports several findings relevant to assessing the success of IT regimes. We find that while the early adopters of IT (pre-2000) all saw declines in inflation rates following adoption, IT adopters since then have enjoyed such success in only about half the cases. Since there is not much difference, on average, between IT and non-IT countries in mean inflation, inflation volatility and the extent of inflation anchoring, it is not easy to sort out what role IT has played in ensuring good outcomes; in particular, we cannot rule out the possibility that the success of IT may be due to ‘regression to the mean’. Our country-level analysis—using the Synthetic Control Method (SCM) to compare outcomes in IT countries to a synthetic cohort—shows that IT adoption delivers significant inflation gains in about a third of the cases. At the same time, we also find limited support for the concern that adoption of IT systematically leads to poorer growth outcomes. At a time when central banks are struggling to keep inflation in check, our results suggest that the belief that IT adoption will be sufficient to achieve this goal cannot be taken for granted.
