Personnel economics, the use of economics for studying human resource issues, is becoming a standard course in business and economics departments around the world. Indeed, after being successfully introduced in North American business schools, the teaching of personnel economics is now growing in Europe and in the rest of the world. Yet, most of the traditional analysis of personnel economics assumes a perfectly competitive labour market, a situation in which wages are fully flexible and dismissals can take place at no cost. Such a setting is inappropriate for most European markets, where wage rigidity and wage compression are widespread phenomena, and where employment protection legislation is very stringent. Personnel Economics in Imperfect Labour Markets aims to describe key personnel issues when firms and human resource managers act in highly regulated labour markets. Written to be accessible to students, the book provides original answers to questions which have previously been left to specialized academic journals. Should hiring take place under temporary or permanent contracts? How can we provide compensation related incentives when minimum wages are binding? How de we solve the employment/hours trade-off? These questions and more are discussed within the text.

First, it solves a dynamic matching model and it shows how interest rate changes result in an asymmetric response of job creation and destruction. Second, it looks at how changes in the federal fund rate affect gross job flows in the U.S. manufacturing industry, and it finds evidence of asymmetry. Tight policy increases job destruction and reduces net employment changes. Conversely, easy policy appears ineffective in stimulating job creation.

This paper proposes and solves a search model in which job separation requires mandatory notice. When jobs are subject to idiosyncratic uncertainty, firms would issue advance notice even with good business conditions. We show that such precautionary policy is not pursued if it entails sufficiently high productivity losses. If workers can search on the job, an increase in advance notice increases job to job movements, reduces unemployment flows, and has ambiguous effects on unemployment. Results are consistent with the fact that North American and European labor markets, despite their differences in job security provisions, experience similar turnover rates and dissimilar unemployment flows.

This paper studies net employment growth across 21 OECD economies in 1980-97, focusing on experiences within the European Union. It finds that sectoral effects can only partially account for differences in job creation. By contrast, it shows that a policy package including low taxation and flexible employment protection legislation is associated with high job creation and can account for most of the observed differences. The Netherlands’ success is largely accounted for by the creation of part-time jobs for women aged 25-49 in the services sector, but in most EU countries the substitution of part-time jobs for full-time jobs is considerable.

Marshal Pietro Badolgio was involved in the highest levels of the Italian political hierarchy ever since his early successes in the First World War, for which he was promoted General. He was head of the Italian Armed Forces from 1925 to 1940, and did his best to raise the military to a level that might match the expansionist views of Mussolini. He presided over the brutal invasion of Ethiopia, but nationally he acted as a counter-balance to Mussolini’s pre-World War II schemes. Unable to stop the inevitable disaster following the Italian-German Pact of Steel and the onset of war, he resigned as Chief Of Staff after the humiliating reverses of the Italian invasion of Greece. He was brought back into the political spotlight in 1943, after the fall of Mussolini, and was named Prime Minister of Italy during the turbulent months of their volte face change of sides. His position was unenviable, caught between the Italian people who cried out for peace and the Allied powers who pursued German defeat in Italy by armed force. In this fascinating book he recounts his memories and recollections of Italy during the Second World War, particularly focussed on his attempts to hold the country together in 1943 and 1944.

With sly wit and salty wisdom, Pietro, a natural storyteller who played the trumpet, wrote poetry, and grew famous for his tales of peasants, knights, and brigands, recreates in colorful detail a world and peasant culture that is fast disappearing. Jenny Bawtree, an Englishwoman long settled in Tuscany, was so fascinated by Pietro's stories that she helped shape them into this autobiography, full of color and humor, hardship and nostalgia.
