This book is a fully up to date study of the major issues facing forest conservation and the forestry industry, which considers developments at local, national and global levels. Environmental and development topics relating to each level are discussed – for instance, the use of forest products in a rural poverty context, corruption and forest harvesting and consumption as a political device. Delacote employs a quantitative approach in order to analyse the plight of tropical forests in the developing world, and in doing so produces a range of interesting conclusions. This methodology fills a crucial research gap in existing studies of forests in a development context – increased use of theoretical tools to interpret real life situations might be beneficial to the field. Therefore, the first objective of this book is to provide a sample of theoretical analysis concerning the forests and development nexus. This paper estimates the effects of the Maastricht treaty’s fiscal criterion on EU countries’ general government deficits. We combine treatment effects methods with bunching estimation, and find that the 3 percent deficit rule acts as a “magnet”, increasing the number of observations around the threshold, while reducing the occurrence of both large government deficits and surpluses. After the rule is adopted, the distribution of government deficits among EU countries displays 20 percent excess mass around the deficit ceiling compared to a counterfactual distribution in which countries have the same observable characteristics but without the fiscal rule. Most of the bunching response comes from a reduction in the number of high deficit observations. We also find that the average treatment effect on fiscal deficits is positive and statistically significant. Finally, we derive country-specific impacts under a rank invariance assumption and find that all EU countries have seen their fiscal position improve on average as a result of the deficit rule.
This book provides a detailed account of the Third Republic in France between the outbreak and conduct of the First World War and the fall of Leon Blum's Front Populaire soon after Hitler's invasion and annexation of Austria in 1938. Following the trauma of war, France slipped into the "era of illusions" which despite the comparative prosperity of the 1920s led to the slump and the severe social and economic unrest of the 1930s. The short-lived experiment of Blum's Front Populaire gave way to more conservatively-based ministries, but by 1938 a new common enemy began to draw together the political opinion of the country.

Jean-Philippe Mathy offers the first systematic examination of French texts that address the question of America. He shows how prominent French intellectuals have represented America as myth and metaphor, covering the entire ideological spectrum from Maurras to Duhamel, and from Sartre to Aron. The texts themselves range from novels and poems to travel narratives and philosophical essays by Claudel, Sartre, de Beauvoir, Lyotard, Baudrillard, Kristeva, and many others. Philippe M. F. Peycam completes the first ever English-language study of Vietnam's emerging political press and its resistance to colonialism. Published in the decade that preceded the Communist Party's founding, this journalistic phenomenon established a space for public, political contestation that fundamentally changed Vietnamese attitudes and the outlook of Southeast Asia. Peycam directly links Saigon's colonial urbanization to the creation of new modes of individual and collective political agency. To better justify their presence, French colonialists implemented a peculiar brand of republican imperialism to encourage the development of a highly controlled print capitalism. Yet the Vietnamese made clever use of this new form of political expression, subverting colonial discourse and putting French rulers on the defensive, while simultaneously stoking Vietnamese aspirations for autonomy. Peycam specifically considers the work of Western-educated Vietnamese journalists who, in their legal writings, called attention to the politics of French rule. Peycam rejects the notion that Communist and nationalist ideologies changed the minds of "alienated" Vietnamese during this period. Rather, he credits colonial urban modernity with shaping the Vietnamese activist-journalist and the role of the French, even at their most coercive, along with the modern public Vietnamese intellectual and his responsibility toward the group. Countering common research on anticolonial nationalism and its assumptions of ethno-cultural homogeneity, Peycam follows the merging of French republican and anarchist traditions with neo-Confucian Vietnamese behavior, giving rise to modern Vietnamese public activism, its autonomy, and its contradictory aspirations. Interweaving biography with archival newspaper and French police sources, he writes from within these journalists' changing political consciousness and their shifting perception of social roles.
In 1611 Edmond Richer, the syndic of the Faculty of Theology of Paris, published a short but incisive defence of the conciliarist doctrine under the title De ecclesiastica et politica potestate. He claimed that this doctrine had been almost uninterruptedly followed by the University of the Paris since the time of the Council of Constance in the early 15th century. Within two years, at least six Latin, French or bilingual editions of the treatise saw the light as well as an English and a Dutch translation. The book was condemned at a meeting of the French bishops in March 1612 and its author was dismissed from his position of syndic of the Faculty of Theology a few months later. He withdrew from public life but remained influential. He continued to write in defence of the conciliarist doctrine and the so-called liberties of the Gallican Church until his death in 1631. He vehemently opposed Cardinal Bellarmine's doctrine of the indirect power of popes in temporal matters but never subscribed to the doctrine of the divine power of kings. Most of his books were published posthumously. Philippe Denis retraces Edmond Richer's career and examines his ecclesiological and political thinking. Without taking all the syndic's opinions at face value, this volume commits itself to taking seriously Richer's declared intention, which was to vindicate the teaching of the School of Paris and that of Jean Gerson in particular. Philippe Denis places the heated, sometimes aggressive, debates between Richer and his adversaries in the context of a double progression: that of the doctrine of an absolute monarchy, a form of government which had been developing since the troubles of the League, and that of the Ultramontane ideas, often disputed but supported with growing vigour, in France and elsewhere, in the context of the reception of the Council of Trent. Philippe Denis presents the English translation of his book originally published in French (Editions du Cerf in Paris, 2014).
In Burkina Faso, at least 1,700 small reservoirs have been constructed, most of them during the last 30 years. Numerous and scattered, these beneficial multipurpose systems combine productive with domestic water uses. However, their environmental and health impacts remain insufficiently documented. This report combines data from different sources into syntheses and national maps, with a focus on water-related diseases. The mitigation of negative impacts requires an integrated approach to specifically identify the enhancing and limiting factors that influence environmental impacts and the transmission of diseases around reservoirs. Public awareness campaigns need to accompany the promotion of preventive and curative measures and the development of alternative water sources for domestic supply.
