This book is located in the field of education governance and sits amidst debates on public school reform in China. It examines how a top-down policy approach has been implemented from central government right down to the district level within the public education system in China. It shows the way networks support negotiation and bargaining at the district level which, in turn, influences the broader education policy of the central government. Using statistical data from education yearbooks, government documents analysis and interviews with main stakeholders in this policy arena, the book incorporates case studies from railway State-Owned Enterprise schools. Analysis of these indicates that the processes of formulating and implementing Chinese education policy can be characterised as a form of network governance, which coordinates actors, decision-making processes and stakeholders’ motivation to comply with collective decisions in Chinese education. Network governance acts as an effective and legitimate way of problem solving that assists policy implementation and education reform in China. Rise of the Mavericks traces the beginnings and subsequent development of the U.S. Air Force Security Service. Established in 1948 as part of the emerging U.S. national security apparatus, this communications intelligence organization was meant to place the fledgling U.S. Air Force on a competitive footing with its Army and Navy counterparts. As World War II ended and the Cold War began, Air Force leaders understood that an effective cryptologic capability would be crucial for maintaining and enhancing the Air Force as a strategic and decisive component of America‘s national defense. Successfully deploying air-atomic strategy in the event of a future war would require reliable information on the capabilities, intentions—and potential targets—of an opposing force, in particular the Soviet Union. Communications intelligence would be a critical source of this information, and Air Force leaders were adamant that their service not remain dependent on other service structures for this capability. The Air Force Security Service rose to the occasion, quickly establishing itself as one of the preeminent communications intelligence agencies in the United States. Rise of the Mavericks fills the gap in the military and intelligence history literature and further complicates the literature surrounding the history of the NSA, which too often ignores or hastily addresses the contributions and role of the service COMINT agencies during the early Cold War period. The book explains how Air Force Security Service personnel were viewed as mavericks by other U.S. military and government organizations. The airmen lived up to this characterization by creating and developing an independent communications intelligence capability while persistently resisting the controlling efforts of the Armed Forces Security Agency and the National Security Agency.
The first edition, by P.R. Bunker, published in 1979, remains the sole textbook that explains the use of the molecular symmetry group in understanding high resolution molecular spectra. Since 1979 there has been considerable progress in the field and a second edition is required; the original author has been joined in its writing by Per Jensen. The Material of the first edition has been reorganized and much has been added. The molecular symmetry group is now introduced early on, and the explanation of how to determine nuclear spin statistical weights has been consolidated in one chapter, after groups, symmetry groups, character tables and the Hamiltonian have been introduced. A description of the symmetry in the three-dimensional rotation group K(spatial), irreducible spherical tensor operators, and vector coupling coefficients is now included. The chapters on energy levels and selection rules contain a great deal of material that was not in the first edition (much of it was undiscovered in 1979), concerning the Jahn-Teller effect, the Renner effect, Multichannel Quantum Defect Theory, the use of variational methods for calculating rotational-vibration energy levels, and the contact transformed rotation-vibration Hamiltonian. A new chapter is devoted entirely to weakly bound cluster molecules (often called Van der Waals molecules). A selection of experimental spectra is included in order to illustrate particular theoretical points.
The cambium has been variously defined as follows: "The actively dividing layer of cells that lies between, and gives rise to, secondary xylem and phloem (vascular cambium)" (IAWA 1964); "A meristem with products of periclinal divisions commonly contributed in two directions and arranged in radial files. Term pre ferably applied only to the two lateral meristems, the vascular cambium and cork cambium, or phellogen" (Esau 1977); and, "Lateral meristem in vascular plants which produces secondary xylem, secondary phloem, and parenchyma, usually in radial rows; it consists of one layer of initials and their undifferentiated deriva tives" (Little and Jones 1980). Clearly, the cambium is a diverse and extensive meristem, and no one defini tion will encompass all manifestations of what anatomists consider cambium. Its diversity and extent are further exemplified by a single plant, such as a temperate zone tree, in which procambium is initiated in the embryo and perpetuated throughout every lateral, primary meristem before giving rise to cambium in the secondary body. The cambium thereafter performs its meristematic task of producing daughter cells that differentiate to specialized tissue systems. The cam bium, however, does not remain static. Its derivatives vary either in form, or TImc tion, or rate of production at different positions on the tree, with age of the tree, and with season of the year. Moreover, the cambium responds both to internal sig nals and to external stimuli such as environment or wounding.

Centered on New York City and Washington, D.C., the book chronicles a struggle of national significance through its examination of the post office, a workplace with facilities and unions serving every city and town in the United States. Black postal workers--often college-educated military veterans--fought their way into postal positions and unions and became a critical force for social change. They combined black labor protest and civic traditions to construct a civil rights unionism at the post office. They were a major factor in the 1970 nationwide postal wildcat strike, which resulted in full collective bargaining rights for the major postal unions under the newly established U.S. Postal Service in 1971. In making the fight for equality primary, African American postal workers were influential in shaping today's post office and postal unions.
In the centennial year, 1985-86, of Harlow Shapley's birth, the study of globular clusters was no less important to the development of astronomy than in 1915, when Shapley first noted their concentration on the sky. By 1917 Shapley had used the properties of the system of globular clusters to complete the Copernican revolution and locate the solar system, and its Earth-bound observers, far from the center of the Galaxy and the globular cluster distribution. Seven decades later, in the year of these proceedings, globular cluster research and the study of the system of globular clusters in our own and distant galaxies is undergoing a renaissance of activity. The introduction of new observational tools, particularly CCD imagers and digital spectrographs, as well as powerful theoretical methods have transformed the study of globular clusters into one of the main line areas of modern astrophysics. Thus it seemed particularly appropriate to one of us, when considering how the Harvard College Observatory might mark the Shapley centennial, to propose and plan for an IAU Symposium on Globular Cluster Systems in Galaxies. Planning for the Shapley Symposium, as it came to be called, was even more drawn out than the preparation of this volume.
