Originally published in 1985, this book provides a comprehensive discussion of the concept of corporatism. It seeks to develop models of the different types of corporatism against the background of a general model. It represents a systematic attempt to clarify, rather than simply discuss, the concept of corporatism in its various usages. It examines the three varieties of corporatism: a body of nineteenth- and twentieth-century prescriptive economic and social thought; the practice of certain authoritarian regimes with private ownership of the means of production and wage labour; and a theoretical tool of analysis employed to study relations between organised groups and the state in ostensibly liberal democracies. It draws on a wide range of historical and contemporary writing on the subject, and includes a detailed study of the ideas behind and nature of corporatism in Fascist Italy and in Portugal under Salazar and Caetano. The discussion of the varieties of corporatism is clearly related to debates in the social sciences on its nature.

As originally proposed by Harold Lasswell, the policy sciences were dedicated to democratic governance. But today they are far removed from the democratic process and do little to promote the American democratic system. This book examines how in the context of American history and the development of the policy sciences, a more democratic, participatory policy analysis could be conceptualized in theory and administered in practice. Peter deLeon argues that for the policy sciences to move toward democracy, they must accept a new analytic paradigm that draws heavily on critical thinking and the writing of post-positivism. To further that end, he presents a "minipopulist" procedure that will allow more citizen participation without hamstringing the processes of government.
The success of political efforts to create a more open economy in Brazil over the past decade has depended crucially on support from the industrial sector, which long enjoyed the benefits of protection by the state from economic competition. Why businesses previously so sheltered would back neoliberal reform, and why opposition arose at times from sectors least threatened by free trade, are the puzzles this book seeks to answer. Drawing on more than one hundred interviews with industrialists and business association representatives, as well as a wide range of other sources, Peter Kingstone argues that the key to understanding the behavior of industrialists lies in the impact of four factors on their preferences for reform: the effect of economic crisis on industrialists' perception of the viability of the earlier development model; the sectoral location of their firms in the economy and the advantages historically accruing therefrom; the adjustment options available to them given their position in the market; and the credibility of the government's promises about reform and its tactical choices for getting them implemented through the political system. The mix of these four factors, Kingstone shows, left business preferences relatively malleable and thus available for support of reform, even in the face of potentially high costs. Whether such support was forthcoming depended on industrialists' perceptions of the ability of government leaders to deliver on their promises. Widespread resistance to reform occurred when leaders lost their credibility. Under Fernando Collor's leadership, that credibility was never recovered; under Fernando Henrique Cardoso's, it was recovered through increasing concessions to industrialists on the character of the reform program.

This book analyses changes in intelligence governance and offers a comparative analysis of intelligence democratisation. Within the field of Security Sector Reform (SSR), academics have paid significant attention to both the police and military. The democratisation of intelligence structures that are at the very heart of authoritarian regimes, however, have been relatively ignored. The central aim of this book is to develop a conceptual framework for the specific analytical challenges posed by intelligence as a field of governance. Using examples from Latin America and Europe, it examines the impact of democracy promotion and how the economy, civil society, rule of law, crime, corruption and mass media affect the success or otherwise of achieving democratic control and oversight of intelligence. The volume draws on two main intellectual and political themes: intelligence studies, which is now developing rapidly from its original base in North America and UK; and democratisation studies of the changes taking place in former authoritarian regimes since the mid-1980s including security sector reform. Advocates for economic development often call for greater transparency. But what does transparency really mean? What are its consequences? This breakthrough book demonstrates how information impacts major political phenomena, including mass protest, the survival of dictatorships, democratic stability, as well as economic performance. The book introduces a new measure of a specific facet of transparency: the dissemination of economic data. Analysis shows that democracies make economic data more available than do similarly developed autocracies. Transparency attracts investment and makes democracies more resilient to breakdown. But transparency has a dubious consequence under autocracy: political instability. Mass-unrest becomes more likely, and transparency can facilitate democratic transition - but most often a new despotic regime displaces the old. Autocratic leaders may also turn these threats to their advantage, using the risk of mass-unrest that transparency portends to unify the ruling elite. Policy-makers must recognize the trade-offs transparency entails.

In the subsequent NARC government, he became the Minister of Planning and National Development. Besides teaching, he is widely published in Africa and abroad. Prof. Nyong'o has also been at the frontline in championing the reform agenda in Africa, especially through the establishment of NEPAD. At the time of publication of this book, he was Secretary General of the Orange Democratic Movement (ODM).
