This book offers a cultural history of the travels of energy in the English language, from its origins in Aristotle’s ontology, where it referred to the activity-of-being, through its English usage as a way to speak about the inherent nature of things, to its adoption as a name for the mechanics of motion (capacity for work). But this literature fails to adequately answer a historical question about the rise of the science of energy: How did the commonplace word ‘energy’ end up becoming a concept in science? The postcommunist regimes in East-Central Europe are confronted with the double challenge of establishing a democratic order and a market economy. The book discusses the concepts of democratic consolidation and analyzes the development of attitudes towards the political and economic system in Poland, Hungary, the Czech Republic, Slovakia and Slovenia. The study compares the political values in East-Central Europe with respective attitudes in the USA and Western Europe. Special attention is given to experiences of the consolidation process in Germany, Italy and Austria after 1945 as well as the more recent developments in Latin America and Southern Europe. The final chapter discusses patterns and paths of democratic consolidation in the light of concepts of regime change.
This book uses Sweden as a test case to analyze how parliament and elected representatives function in a representative democracy. Despite the status of Scandinavian countries as perhaps the world’s most egalitarian societies, the book argues that the best summary characterization of Swedish representative democracy is an elitist system run from above. The book also argues that an individualist representational model is relevant to the Swedish setting and most likely, to other settings as well. Representative democracy is not just party-based democracy - not even in a country with strong and disciplined parties. The book takes a broad approach to the study of political representation. It integrates into a single analytical framework concepts and theories from neighbouring traditions such as legislative behaviour, opinion formation and interest organizations. Why are the economic interests and priorities of lower- and middle-class Americans so often ignored by the U.S. Congress, while the economic interests of the wealthiest are prioritized, often resulting in policies favorable to their interests? In Hijacking the Agenda, political scientists Christopher Witko, Jana Morgan, Nathan J. Kelly, and Peter K. Enns examine why Congress privileges the concerns of businesses and the wealthy over those of average Americans. They go beyond demonstrating that such economic bias exists to illuminate precisely how and why economic policy is so often skewed in favor of the rich. The authors analyze over 20 years of floor speeches by several hundred members of Congress to examine the influence of campaign contributions on how the national economic agenda is set in Congress. They find that legislators who received more money from business and professional associations were more likely to discuss the deficit and other upper-class priorities, while those who received more money from unions were more likely to discuss issues important to lower- and middle-class constituents, such as economic inequality and wages. This attention imbalance matters because issues discussed in Congress receive more direct legislative action, such as bill introductions and committee hearings. While unions use campaign contributions to push back against wealthy interests, spending by the wealthy dwarfs that of unions. The authors use case studies analyzing financial regulation and the minimum wage to demonstrate how the financial influence of the wealthy enables them to advance their economic agenda. In each case, the authors examine the balance of structural power, or the power that comes from a person or company’s position in the economy, and kinetic power, the power that comes from the ability to mobilize organizational and financial resources in the policy process. The authors show how big business uses its structural power and resources to effect policy change in Congress, as when the financial industry sought deregulation in the late 1990s, resulting in the passage of a bill eviscerating New Deal financial regulations. Likewise, when business interests want to preserve the policy status quo, it uses its power to keep issues off of the agenda, as when inflation eats into the minimum wage and its declining purchasing power leaves low-wage workers in poverty. Although groups representing lower- and middle-class interests, particularly unions, can use their resources to shape policy responses if conditions are right, they lack structural power and suffer significant resource disadvantages. As a result, wealthy interests have the upper hand in shaping the policy process, simply due to their pivotal position in the economy and the resulting perception that policies beneficial to business are beneficial for everyone. Hijacking the Agenda is an illuminating account of the way economic power operates through the congressional agenda and policy process to privilege the interests of the wealthy and marks a major step forward in our understanding of the politics of inequality.

There are many books that discuss the coins from specific periods of Egyptian history, but there are none that consider the coins from the whole of that history. This work aims to provide such an account, covering the currency from ancient times through the Ptolemaic, Roman, Byzantine, Arabic, and Ottoman periods to modern times. An important feature of the work is the illustration of a selection of about 150 coins and banknotes that represent the major types throughout that history. Adjunct to this selection of these illustrations is a “key” that provides further numismatic detail about each of the coins in it. A difficulty with Egyptian coinage is that it includes inscriptions in many languages. Some notes in the key to the coins and in the appendices are provided to give a little help in this. In addition to providing a chronological account of the currency, the coins and notes are related to aspects of the daily lives of the people of each period and also to some aspects of the development of the state, particularly its architecture.

This book addresses one of the enduring questions of democratic government: why do governments choose some public policies but not others? Political executives focus on a range of policy issues, such as the economy, social policy, and foreign policy, but they shift their priorities over time. Despite an extensive literature, it has proven surprisingly hard to explain policy prioritisation. To remedy this gap, this book offers a new approach called public policy investment: governments enhance their chances of getting re-elected by managing a portfolio of public policies and paying attention to the risks involved. In this way, government is like an investor making choices about risk to yield returns on its investments of political capital. The public provides signals about expected political capital returns for government policies, or policy assets, that can be captured through expressed opinion in public polls. Governments can anticipate these signals in the choices they make. Statecraft is the ability political leaders have to consider risk and return in their policy portfolios and do so amidst uncertainty in the public's policy valuation. Such actions represent the public's views conditionally because not every opinion change is a price signal. It then outlines a quantitative method for measuring risk and return, applying it to the case of Britain between 1971 and 2000 and offers case studies illustrating statecraft by prime ministers, such as Edward Heath or Margaret Thatcher. The book challenges comparative scholars to apply public policy investment to countries that have separation of powers, multiparty government, and decentralization.

What is a child? How is the concept of childhood defined? This book aims to explore these perennial and complex questions by looking at the way in which society constructs and understands childhood. In the first coprehensive introduction to the nature and development of ethnographic film, Peter Loizos reviews fifty of the most important films made between 1955 and 1985. The revolutions of 1989 swept away Eastern Europe's communist governments and created expectations on the part of many observers that post-communist media would lead the liberated societies in establishing and embracing democratic political cultures. Peter Gross finds that it was utopian to hold such expectations of the media in societies in transition. On the one hand, those countries' media professionals had all learned their jobs under the communist regimes and could not instantly transform themselves into guides for a politically enabled populace, Gross argues. On the other hand, newcomers to the media world, even those who were notable literary figures, viewed themselves as social and political leaders rather than mere informers and facilitators of the resocialization required to form new democracies. The news media have remained highly politicized and partisan. So how are the media, civil society, and political culture related in societies in transition? And can changes in these relationships be anticipated? To address these questions, Entangled Evolutions examines media in post-1989 Eastern Europe. It studies the effects of privatization of the media, journalists' relations to political figures, institutional structures such as media laws, professional journalistic culture, and the media's relation to their market. The population of Brazil increased tenfold, from 10 to over 100 million, between 1880 and 1980, nearly half of this increase occurring since the end of World War II. The Politics of Population in Brazil examines the attitudes toward population planning of Brazilian government officials and other elites—bishops, politicians, labor leaders, and business owners—in comparison with mass public opinion. The authors' findings that elites seriously underestimate the desire for family planning services, while the public views birth control as a basic issue, represent an important contribution on a timely issue. A major reason for this disparity is that the elites tend to define the issue as a matter of national power and collective growth, and the public sees it as a bread-and-butter question affecting the daily lives of families. McDonough and DeSouza document not only the real gulf between elite and mass opinion but also the propensity of the elites to exaggerate this gap through their stereotyping of public opinion as conservative and disinterested in family planning. Despite these differences, the authors demonstrate that population planning is less conflict ridden than many other controversies in Brazilian politics and probably more amenable to piecemeal bargaining than some earlier studies suggest. In part, this is because attitudes on the issue are not closely identified with opinions regarding left-versus-right disputes. In addition, for the public in general, religious sentiment affects attitudes toward family planning only indirectly. This separation, which reflects the historical lack of penetration of Brazilian society on the part of the church, further attenuates the issue's potential for galvanizing deep-seated antagonisms. As the authors note, this situation stands in contrast to the fierce debates that moral issues have generated in Spain and Ireland. The study is noteworthy not only for its original approach—the incorporation of mass and elite data and the departure from the standard concerns with fertility determinants in population—but also for its sophisticated methodology and lucid presentation.

Since the death of Franco in 1975, Spain has made a successful transition to democracy. This book looks at what that transition has meant for the Spanish people. Drawing on national surveys taken in 1978, 1980, 1984, and 1990, the authors explore three questions: What is the basis of the new regime's political legitimacy? How did Spanish democracy move from the conservative center-right coalition that engineered the transition to the socialist government that consolidated it? And why is political participation so low among Spaniards? The answers to the first two questions highlight the ambiguity built into the political contrast with the Franco regime and a certain appreciation of the material accomplishments of authoritarianism, the pivotal role of the king in opting for democracy while symbolically spanning traditional and modernizing forces, and finally a movement from foundational issues to economic and social concerns. In response to the third question, the authors illuminate the participatory shortfall in Spanish politics by comparing Spain with Brazil and Korea, two post-authoritarian societies where political involvement is much higher. They consider long-term structural factors as well as short-term strategic actions that have contributed to low civic engagement.

This book explores the affordances of disciplinary corpora for the teaching and learning of the language of dentistry, within the field of English for Specific Academic Purposes (ESAP). We extract disciplinary register features and vocabulary from three key genres of the dentistry discipline (published experimental research articles, case reports, and novice/professional research reports within the Dental Public Health domain), before integrating these features into ESAP pedagogy in the form of corpus-based ESAP materials that promote student-led direct engagement with disciplinary corpora – an approach known as 'data-driven learning'. This book is a timely and relevant addition to the field of corpus linguistics and ESAP, and is especially targeted at ESAP professionals who are required to teach disciplinary discourses but who may struggle to know what to teach as non-experts of the target discipline.
