In enforcing EU competition law, the Commission employs a unique doctrine of parental antitrust liability: it imposes fines on the parent company of an infringing subsidiary in cases where the parent exercises decisive influence over the subsidiary's commercial policy. Critics of this contentious aspect of EU competition law believe that the doctrine is unfair, ineffective, obscure, disproportionate, contrary to due process, and based upon a dubious, if not extremely flimsy, justificatory foundation. Such criticism raises serious and unanswered questions about the legitimacy of the Commission's efforts to enforce competition law. Parental Liability in EU Competition Law: A Legitimacy-Focused Approach is the first monograph to be dedicated to this controversial topic. Written by Professor Peter Whelan, the book contends that, although the general concept of parental liability can be justified in principle, the current EU-level doctrine of parental antitrust liability in fact suffers from a distinct and problematic lack of legitimacy. More specifically, the said doctrine displays significant deficiencies with respect to effectiveness, fairness, and legality. Given this undesirable state of affairs, Parental Liability in EU Competition Law offers a fully-rationalised, reformulated approach to parental antitrust liability for EU competition law violations that is built around the notion of parental fault. Part I of Neural Organization provides a detailed introduction to each of the three areas of structure, function, and dynamics. Structure refers to the anatomical aspects of the brain and the relations between different brain regions. Function refers to skills and behaviors, which are explained by means of functional schemas and biologically based neural networks. Dynamics refers to the use of a mathematical framework to analyze the temporal change of neural activities and synaptic connectivities that underlie brain development and plasticity—in terms of both detailed single-cell models and large-scale network models. In part II, the authors show how their systematic approach can be used to analyze specific parts of the nervous system—the olfactory system, hippocampus, thalamus, cerebral cortex, cerebellum, and basal ganglia—as well as to integrate data from the study of brain regions, functional models, and the dynamics of neural networks. Resorts have become important to American society and its economy; one in eight Americans is now employed by the tourism industry. Yet despite the ubiquity of hotels, little has been written about those who labor there. Drawing on eight years of participant observation and in-depth interviews, the renowned ethnographers Patricia A. Adler and Peter Adler reveal the occupational culture and lifestyles of workers at five luxury Hawaiian resorts. These resorts employ a workforce that is diverse in gender, class, ethnicity, and nationality. Hawaiian resort workers, like those in nearly all resorts, consist of four groups. New immigrants hold difficult and dirty low-status jobs for little pay. Locals provide an authentic Polynesian flavor for guests, a ready pool of youthful high-turnover employees, and a population trapped in a place that offers few occupational alternatives. Managers tend to be middle-class, college-educated young and middle-aged men from the mainland whose lifestyles are occupationally transient. Seekers, mostly young, white, and from the mainland as well, escape to paradise seeking adventure, warmth, extreme sports, or some alternate life experiences. The Adlers describe the work, lives, and careers of these four groups that labor in organizations that never close, with shifts scheduled around the clock and around the year. Paradise Laborers adds to the growing interest in the global flow of labor, as these immigrant workers display different trends in gendered opportunities and mobility than those exhibited by other groups. The authors propose a political economy of tourist labor in which they compare the different expectations and rewards of organizations, employees, and local labor markets.
