The Canadian Charter of Rights and Freedoms became an entrenched part of the Canadian Constitution on April 17, 1982. The Charter represented a significant change in Canadian constitutional order and carried the courts, and the Supreme Court in particular, decisively into some of the biggest controversies in Canadian politics. Although the impact of the Charter on Canadian law and society was profound, a new status quo has been established. Even though there will be future Charter surprises and decisions that will claim news headlines, Peter J. McCormick argues that these cases will be occasional rather than frequent, and that the Charter "revolution" is over. Or, as he puts it in his introduction, "I will tell a story about the Charter, about the big ripples that have gradually but steadily died away such that the surface of the pond is now almost smooth." The End of the Charter Revolution explores the Canadian Charter of Rights and Freedoms, beginning with a general historical background, followed by a survey of the significant changes brought about as Charter decisions were made. The book addresses a series of specific cases made before the Dickson, Lamer, and McLachlin Courts, and then provides empirical data to support the argument that the Charter revolution has ended. The Supreme Court has without question become "a national institution of the first order," but even though the Charter is a large part of why this has happened, it is not Charter decisions that will showcase the exercise of this power in the future.

First published in 1987. This study is concerned with the problem of political obligation, the normative question of why one should obey the law, and with social contract thought as an answer to this question. It is entitled a critique, but the critique is not of social contract theory as such, but rather of the "orthodox" treatment of contract that yields so readily to the rough handling and easy rejection that is the normal lot of contractarianism in contemporary treatments. In its place will be suggested a reinterpretation of contract that sees it as making different assumptions and requiring different premises, and that is proof against many of the orthodox refutations of social contract theory; the reinterpretation is thus in the nature of a vindication. First, from an examination of the most commonly cited champions of contractarianism (namely Hobbes, Locke and Rousseau) will be derive a reinterpretation of contract in the form of a new model or syllogism, the features of which will be brought out by contrasting it first with the contemporary ideas of John Rawls and then with the orthodox model itself. Democratic consent theory, as the heir to the remnants of the orthodox model, will be examined, and the ideas of T. H. Green will be considered as embodying an important feature of contractarianism omitted or ignored by the orthodox model (and hence by democratic theory.) Finally, the new model of contract will be suggested as a potentially useful approach to the problem of political obligation in the modern context. This title will be of interest to student of politics and philosophy.

In the early 20th century the Canadian North was a mystery, but the Canadian military stepped in, and this book explores its historic activities in Canada’s Arctic. Is the Canadian North a state of mind or simply the lands and waters above the 60th parallel? In searching for the ill-fated Franklin Expedition in the 19th century, Britain’s Royal Navy mapped and charted most of the Arctic Archipelago. In 1874 Canadian Prime Minister Alexander Mackenzie agreed to take up sovereignty of all the Arctic, if only to keep the United States and Tsarist Russia out. But as the dominion expanded east and west, the North was forgotten. Besides a few industries, its potential was unknown. It was as one Canadian said for later. There wasn’t much need to send police or military expeditions to the North. Not only was there little tribal warfare between the Inuit or First Nations, but there were few white settlers to protect and the forts were mainly trading posts. Thus, in the early 20th century, Canada’s Arctic was less known than Sudan or South Africa. From Far and Wide recounts exclusively the historic activities of the Canadian military in Canada’s North.

Contrary to the conventional wisdom held by many, not only the dominance of the U.S. in the post-Cold War era is much exaggerated, but also its days as a hyper-power are ending. Instead, the world is slowly but steadily evolving towards what Dr. Baofu originally calls the dawn of 'the post-post-Cold War era' in 'the world of titans' for a tremendous remaking of world order, to be governed by different types of empires crossing regional borders. This has important implications for understanding the logic of empire-building, be it in the past, present, or future, to the extent that the current theoretical debate on international relations among different paradigms is as much misleading as obsolete. The current debate also obscures something more tremendous in the long run, in relation to the emergence of what Dr. Baofu proposes as 'the union of the unions' in the farther future that humans have never known, both here on earth and later in deep space.

The rewards for polities of fully assuming such a basic ethical value turn out to include the ineluctable necessity for the rule of law, the constitutionalisation of social pluralisms, and the entrenchment of personal dignity.
