The future of manufacture undoubtedly hinges on better control. Control over the supply and movement of materials is now keenly sought. Control over manufacturing equipment is also a goal, not just to maintain quality but to give flexibility in sequence and quantity. None of these objectives for improved performance is entirely a technical matter, although there is an increasing technical ability to influence all of them. To achieve their potential, they depend on competent people at all levels. Discussion with alert managers soon reveals that this is one of their major concerns. Either the people they have require more training, or they cannot hire the people with the abilities they need. This applies at all levels, and the availability of people with competence in manufacture is particularly low.

The World Bank is changing the way it does business in the energy sector. This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the public monopoly approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Banks Role . This book examines, in rigorous, quantitative detail, the structure of trade between Japan and the United States, tracing the evolution of trade interdependence and the causes of its increasing intensity. It also looks at sectoral differences in interdependence--at the patterns behind changes in the composition of trade and the complex factors that determine how individual sectors of each economy respond to economic change in all the others. In the first part, the author designs and estimates a multicountry, multisectoral general equilibrium model. The model is operationalized with careful estimates of the parameters that govern demand, production, and trade in both economies. In the second part, the model is employed to explore various aspects of interdependence and commercial policy. Peter Petri's findings indicate, among other things, that the American and Japanese economies are more closely related than one might judge from the size of their trade. As a result of differences in the structures of the two economies, their interdependence is sharply asymmetric, with economic events in the United States having a greater impact on Japan than vice versa. The study also shows that the roots of bilateral conflict can be traced to structural causes, and suggests that recent structural changes may have increased the incentives for protectionism.

Concurrent systems abound in human experience but their fully adequate conceptualization as yet eludes our most able thinkers. The COSY (ConcurrentSystem) notation and theory was developed in the last decade as one of a number of mathematical approaches for conceptualizing and analyzing concurrent and reactive systems. The COSY approach extends theconventional notions of grammar and automaton from formal language and automata theory to collections of "synchronized" grammars and automata, permitting system specification and analysis of "true" concurrency without reduction to non-determinism. COSY theory is developed to a great level of detail and constitutes the first uniform and self-contained presentationof all results about COSY published in the past, as well as including many new results. COSY theory is used to analyze a sufficient number of typical problems involving concurrency, synchronization and scheduling, to allow the reader to apply the techniques presented tosimilar problems. The COSY model is also related to many alternative models of concurrency, particularly Petri Nets, Communicating Sequential Processes and the Calculus of Communicating Systems.

Tse argues that causation in living systems is dominated by non-linear goal-seeking automatic feedback loops and a continual criterial reparameterization of what will count as an adequate solution to goal fulfilment. For this reason, outcomes are neither determined nor random. That is, for each cycle, outcomes could have turned out differently than they actually did. Humans, he argues, have two kinds of libertarian free will. One type concerns the ability to choose freely and is shared with other highly developed animals. Second-order free will, in contrast, is uniquely human, and concerns envisioning a new self, then working toward the realization of that vision over a long period of time. As such, free will is understood to be centrally realized in acts of imagining and deliberation, whether free actions follow or not. Introduced forty years ago, relational databases proved unusually succe- ful and durable. However, relational database systems were not designed for modern applications and computers. As a result, specialized database systems now proliferate trying to capture various pieces of the database market. Database research is pulled into di?erent directions, and speci- ized database conferences are created. Yet the current chaos in databases is likely only temporary because every technology, including databases, becomes standardized over time. The history of databases shows periods of chaos followed by periods of dominant technologies. For example, in the early days of computing, users stored their data in text ?les in any format and organization they wanted. These early days were followed by information retrieval systems, which required some structure for text documents, such as a title, authors, and a publisher. The information retrieval systems were followed by database systems, which added even more structure to the data and made querying easier. In the late 1990s, the emergence of the Internet brought a period of relative chaos and interest in unstructured and “semistructured data” as it wasenvisionedthateverywebpagewouldbelikeapageinabook.However, with the growing maturity of the Internet, the interest in structured data was regained because the most popular websites are, in fact, based on databases. The question is not whether future data stores need structure but what structure they need.
