It is a study of changing relationships between governor and legislature, caused in part by less aggressive gubernatorial leadership and in part by the growing assertion of legislative independence. It is also a study of the men and women who initiated change and who play major roles in the legislature today. One important area of change has been in the kinds of persons elected to the legislature. Today's Kentucky legislators are more professional in their approach to legislative service, serve longer tenures, and are likely to be committed to long-term political careers. They work harder to become known in their districts, and they devote more time to constituency service. In preparing this study, Malcolm E. Jewell and Penny M. Miller interviewed and sent questionnaires to many past and present members of the Kentucky legislature, as well as examining election returns, roll call votes, and committee records. They also traced developments since the 1960s to provide historical perspective. The Kentucky General Assembly is not a "typical" legislature. It is less professional and meets less frequently than those in most states. But trends in the Kentucky legislature are typical of those in other states, and this book puts the changes in Kentucky into national perspective.

Deep in the heart of the southern West Virginia coalfields, one of the most important environmental and social empowerment battles in the nation has been waged for the past decade. Fought by a heroic woman struggling to save her tiny community through a landmark lawsuit, this battle, which led all the way to the halls of Congress, has implications for environmentally conscious people across the world. The story begins with Patricia Bragg in the tiny community of Pie. When a deep mine drained her neighbors' wells, Bragg heeded her grandmother's admonition to "fight for what you believe in" and led the battle to save their drinking water. Though she and her friends quickly convinced state mining officials to force the coal company to provide new wells, Bragg's fight had only just begun. Soon large-scale mining began on the mountains behind her beloved hollow. Fearing what the blasting off of mountaintops would do to the humble homes below, she joined a lawsuit being pursued by attorney Joe Lovett, the first case he had ever handled. In the case against the U.S. Army Corps of Engineers (Bragg v. Robertson), federal judge Charles Haden II shocked the coal industry by granting victory to Joe Lovett and Patricia Bragg and temporarily halting the practice of mountaintop removal. While Lovett battled in court, Bragg sought other ways to protect the resources and safety of coalfield communities, all the while recognizing that coal mining was the lifeblood of her community, even of her own family (her husband is a disabled miner). The years of Bragg v. Robertson bitterly divided the coalfields and left many bewildered by the legal wrangling. One of the state's largest mines shut down because of the case, leaving hardworking miners out of work, at least temporarily. Despite hurtful words from members of her church, Patricia Bragg battled on, making the two-hour trek to the legislature in Charleston, over and over, to ask for better controls on mine blasting. There Bragg and her friends won support from delegate Arley Johnson, himself a survivor of one of the coalfield's greatest disasters. Award-winning investigative journalist Penny Loeb spent nine years following the twists and turns of this remarkable story, giving voice both to citizens, like Patricia Bragg, and to those in the coal industry. Intertwined with court and statehouse battles is Patricia Bragg's own quiet triumph of graduating from college summa cum laude in her late thirtie and moving her family out of welfare and into prosperity and freedom from mining interests. Examining innovations in Mary Magdalene imagery in northern art 1430 to 1550, Penny Jolly explores how the saint’s widespread popularity drew upon her ability to embody oppositions and embrace a range of paradoxical roles: sinner-prostitute and saint, erotic seductress and holy prophet. Analyzing paintings by Rogier van der Weyden, Quentin Massys, and others, Jolly investigates artists’ and audiences’ responses to increasing religious tensions, expanding art markets, and changing roles for women. Using cultural ideas concerning the gendered and pregnant body, Jolly reveals how dress confirms the Magdalene’s multivalent nature. In some paintings, her gown’s opening laces betray her wantonness yet simultaneously mark her as Christ’s spiritually pregnant Bride; elsewhere ’undress’ reconfirms her erotic nature while paradoxically marking her penitence; in still other works, exotic finery expresses her sanctity while celebrating Antwerp’s textile industry. New image types arise, as when the saint appears as a lovesick musician playing a lute or as a melancholic contemplative, longing for Christ. Some depictions emphasize her intercessory role through innovative pictorial strategies that invite performative viewing or relate her to the mythological Pandora and Italian Renaissance Neoplatonism. Throughout, the Magdalene’s ambiguities destabilize readings of her imagery while engaging audiences across a broad social and religious spectrum.

In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster’s diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. With A Young Englishman in Victorian Hong Kong, Penny sheds new light on the history of the region.

In the popular imagination, opposition to the Vietnam War was driven largely by college students and elite intellectuals, while supposedly reactionary blue-collar workers largely supported the war effort. In Hardhats, Hippies, and Hawks, Penny Lewis challenges this collective memory of class polarization. Through close readings of archival documents, popular culture, and media accounts at the time, she offers a more accurate "counter-memory" of a diverse, cross-class opposition to the war in Southeast Asia that included the labor movement, working-class students, soldiers and veterans, and Black Power, civil rights, and Chicano activists.Lewis investigates why the image of antiwar class division gained such traction at the time and has maintained such a hold on popular memory since. Identifying the primarily middle-class culture of the early antiwar movement, she traces how the class interests of its first organizers were reflected in its subsequent forms. The founding narratives of class-based political behavior, Lewis shows, were amplified in the late 1960s and early 1970s because the working class, in particular, lacked a voice in the public sphere, a problem that only increased in the subsequent period, even as working-class opposition to the war grew. By exposing as false the popular image of conservative workers and liberal elites separated by an unbridgeable gulf, Lewis suggests that shared political attitudes and actions are, in fact, possible between these two groups.
