World War II imposed irreversible effects on this population of Jews, leaving them with an acute sense of disjuncture and fragmentation. This once-unified Jewish community lost its secure place in the politico-symbolic order of a single multiethnic state, and the surviving local Jewish communities, which are now a part of new states, face the task of refashioning their identities once again. The process of creating the new Yugoslavia has allowed for the emergence of a new Jewish collective voice, one that blended harmoniously with the emerging voice of Tito. This collective voice manifested itself by using language, material culture, and dramaturgical performances in ways that exhibited high public integration with the symbolic order of the new state. In searching for the voices of individuals and listening to them closely, a wide range of diverse individual experiences and ways of constructing meaningful Jewish selves can be heard. It is these voices that constitute the core of the book.

The Early Childhood Initiative (ECI) was an ambitious effort launched inPittsburgh in 1996 to provide high-quality early care and education servicesto at-risk children, on a countywide scale and under the direction of localneighborhood agencies. Its goal was to improve the preparation of thesechildren for kindergarten, promote their long-term educational attainment,and give them the early tools to help them become productive, successfulmembers of society. Initially funded by foundations and private donors, ECIplanned to become financially sustainable over the long term by persuadingthe state of Pennsylvania to commit to funding the program at the end of astartup period.Four years after its launch, ECI was far short of its enrollment targets,the cost per child was significantly higher than expected, and the effort tosecure a commitment of state funding had failed. ECI was therefore convertedto a small-scale demonstration program, leaving a residue of disappointmentin many communities around the county. Although findings from a parallelstudy suggest that participating children may have derived substantialbenefits from ECI, it failed to achieve its goals in terms of scale andsustainability.In the aftermath of ECI's scale-down, RAND was commissioned by the HeinzEndowments (ECI's largest funder) to study why ECI fell short of itsobjectives and to learn from its mistakes. The findings of the study arepresented in this report, which summarizes ECI's organizational history,analyzes and explains critical weaknesses that hindered ECI's ability tosucceed, and articulates lessons to inform the design and implementation offuture large-scale reform initiatives, whether in early care and educationor in other areas of social services.

The role of neutral sea powers, such as the Swedes in the Baltic and the Dutch in the East Indies, is examined from the perspective of how their neutrality affected naval activity. The latter is viewed in the context of the opening months of the war and in the Mediterranean during the height of the submarine crisis of 1917.

The Kishinev Ghetto, 1941-1942 sheds new light on the little-known historical events surrounding the creation, administration, and liquidation of the Kishinev (Chisinau) ghetto during the first months following the Axis attack on the Soviet Union (Operation Barbarossa) in late June 1941. Mass killings during the combined Romanian-German drive toward Kishinev in Bessarabia, after a year of Soviet rule in this Romanian border province, were followed by the shooting of thousands of Jews on the streets of the city during the first days of reestablished Romanian administration. Survivors were driven into a ghetto, persecuted, and liquidated by year's end. The Kishinev Ghetto, 1941-1942 is the first major study of these events. Often overshadowed by events in Germany and Poland, the history of the Holocaust in Romania, including what took place in Bessarabia (corresponding in large part with the territory of the modern Republic of Moldova), was obscured during decades of communist rule, denial, and policies that blocked access to wartime documentation. This book is the result of a lengthy research project that began with Paul A. Shapiro's travels to Romania for the United States Holocaust Memorial Museum to negotiate access to these documents."--
