Its picturesque fields of Queen Anne's lace, bachelor buttons, and even an occasional rusting disc harrow thrown in for good measure, were deemed superb examples of pastoral serenity by virtually every motorist who had passed through Gossett Mills. The residents of this small town, nestled among the orchards and rolling hillsides of central Massachusetts, relished their unaffected if bland lifestyle, and harbored no desires to change it. However, being unaware that change is the only true constant in anyone's life, they were at a loss as to what to do when confronted with the prospect that a pernicious criminal element may have surreptitiously infiltrated their community. It all starts with a photo in The Dobson's Creek Dispatch showing Jethro Clayton, the town manager, and Molly Simms, a retiring elderly resident, lying face down in a leaching field adjacent to the waste treatment plant. The murder scene, cordoned off by yellow and black crime scene tape, is most unnerving for the townsfolk to behold, and is made all the more so by Police Chief Mathew Harvey's puzzled expression as he stands eyeing the two corpses with his hat in one hand and scratching his baldpate with the other.

The international tax system is in dire need of reform. It allows multinational companies to shift profits to low tax jurisdictions and thus reduce their global effective tax rates. A major international project, launched in 2013, aimed to fix the system, but failed to seriously analyse the fundamental aims and rationales for the taxation of multinationals' profit, and in particular where profit should be taxed. As this project nears its completion, it is becomingincreasingly clear that the fundamental structural weaknesses in the system will remain. This book, produced by a group of economists and lawyers, adopts a different approach and starts from first principles in order to generate an international tax system fit for the 21st century. This approach examines fundamental issues of principle and practice in the taxation of business profit and the allocation of taxing rights over such profit amongst countries, paying attention to the interests and circumstances of advanced and developing countries. Once this conceptual framework is developed, the book evaluates the existing system and potential reform options against it. A number of reform options are considered, ranging from those requiring marginal change to radically different systems. Some options have been discussed widely. Others, particularly Residual Profit Split systems and a Destination Based Cash-Flow Tax, are more innovative and have been developed at some length and in depth for the first time in this book. Their common feature is that they assign taxing rights partly/fully to the location of relatively immobile factors: shareholders or consumers.

In the nineteenth century, European states conquered vast stretches of territory across the periphery of the international system. Much of Asia and Africa fell to the armies of the European great powers, and by World War I, those armies controlled 40 percent of the world's territory and 30 percent of its population. Conventional wisdom states that these conquests were the product of European military dominance or technological superiority, but the reality was far more complex. In Networks of Domination, Paul MacDonald argues that an ability to exploit the internal political situation within a targeted territory, not mere military might, was a crucial element of conquest. European states enjoyed greatest success when they were able to recruit local collaborators from within the society and exploit divisions among elites. Different configurations of social ties connecting potential conquerors with elites were central to both the patterns of imperial conquest and the strategies conquerors employed. MacDonald compares episodes of British colonial expansion in India, South Africa, and Nigeria during the nineteenth century, and also examines the contemporary applicability of the theory through an examination of the United States occupation of Iraq. The scramble for empire fundamentally shaped, and continues to shape, the international system we inhabit today. Featuring a powerful theory of the role of social networks in shaping the international system, Networks of Domination bridges past and present to highlight the lessons of conquest.

South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

At the center of his global business empire were his interests in Mexico. While Pearson's extraordinary success in Mexico took place within the context of unprecedented levels of British trade with and investment in Latin America, Garner argues that Pearson should be understood less as an agent of British imperialism than as an agent of Porfirian state building and modernization. Pearson was able to secure contracts for some of nineteenth-century Mexico's most important public works projects in large part because of his reliability, his empathy with the developmentalist project of Mexican President Porfirio Díaz, and his assiduous cultivation of a clientelist network within the Mexican political elite. His success thus provides an opportunity to reappraise the role played by overseas interests in the national development of Mexico.
