This book investigates and analyses critical issues in education reform and discusses possible pitfalls in the current global drive to promote excellence. Instead of documenting the successes and frustrations encountered by education reformers in specific jurisdictions, this book aims to offer directions for education reformers, and sets out to be prescriptive rather than descriptive. While the cases covered here are focused on Hong Kong, they are no less useful in throwing light upon the direction of education reform all over the world. This book reconstructs the foundations of developmental and educational psychology and fills an important gap in the field by arguing for a specific spatial turn so that human growth, experience and development focus not only on time but space. This regards space not simply as place. Highlighting concrete cross-cultural relational spaces of concentric and diametric spatial systems, the book argues that transition between these systems offers a new paradigm for understanding agency and inclusion in developmental and educational psychology, and for relating experiential dimensions to causal explanations. The chapters examine key themes for developing concentric spatial systemic responses in education, including school climate, bullying, violence, early school leaving prevention and students’ voices. Paul Rock began studying sociological criminology in 1961 and his intellectual history has run parallel to and in conversation with the evolution of the discipline over that long period. He became a professional scholar when symbolic interactionism, sociological phenomenology and 'labelling theory' were taking form within criminology, and it is to those ways of viewing the social world that he still clings, although he has sought also to reflect critically upon them as time went by. Having completed a DPhil dissertation on debt collection as a moral career, and largely as a matter of serendipity, he was to take to empirical research just as policies for victims of crime were being developed by governments across the developed world and, finding himself embedded as a visitor in a Canadian federal criminal justice ministry when a federal-provincial task force was being mooted, he was able to embark on the first of a sequence of field studies of policy-making centred chiefly on victims. Those two interlaced preoccupations, theoretical and empirical, continually informed much, if not all, of his subsequent work, contributing to what has been, in effect, a running series of comparative ethnographies of government decision-making about the role of the victim in and around the criminal justice system.

Scouting in Hong Kong, 1910-2010: Citizenship training in colonial and Chinese contexts, originally issued in 2011 as a hardcover book when the Hong Kong youth movement celebrated its centenary, is republished with revisions in 2024 as a paperback and an ebook. The narratives and analyses developed here covered the "what, how, when and who" and the "why and so what" of the development of the Hong Kong Scout Movement from 1910 to 2010, using a large volume of primary sources. It tells the story of Hong Kong Scouting based the theme of citizenship training for youth and its defining categories, esp. that of race, class, gender, and age, both colonial and post'colonial. The book is also richly illustrated with interesting and instructive images, many of which came from the Hong Kong Scout Archives. The study, originally based on a Ph.
