Command and Control: The Sociotechnical Perspective

Military command and control is not merely evolving, it is co-evolving. Technology is creating new opportunities for different types of command and control, and new types of command and control are creating new aspirations for technology. The question is how to manage this process, how to achieve a jointly optimised blend of socio and technical and create the kind of agility and self-synchronisation that modern forms of command and control promise. The answer put forward in this book is to re-visit sociotechnical systems theory. In doing so, the problems of 21st century command and control can be approached from an alternative, multi-disciplinary and above all human-centred perspective. Human factors (HF) is also co-evolving. The traditional conception of the field is to serve as a conduit for knowledge between engineering and psychology yet 21st century command and control presents an altogether different challenge. Viewing military command and control through the lens of sociotechnical theory forces us to confront difficult questions about the non-linear nature of people and technology: technology is changing, from platform centric to network centric; the interaction with that technology is changing, from prescribed to exploratory; and complexity is increasing, from behaviour that is linear to that which is emergent. The various chapters look at this transition and draw out ways in which sociotechnical systems theory can help to understand it. The sociotechnical perspective reveals itself as part of a conceptual toolkit through which military command and control can be transitioned, from notions of bureaucratic, hierarchical ways of operating to the devolved, agile, self-synchronising behaviour promised by modern forms of command and control like Network Enabled Capability (NEC). Sociotechnical system theory brings with it a sixty year legacy of practical application and this real-world grounding in business process re-engineering underlies the entire book. An attempt has been made to bring a set of sometimes abstract (but no less useful) principles down to the level of easy examples, design principles, evaluation criteria and actionable models. All of these are based on an extensive review of the current state of the art, new sociotechnical/NEC studies conducted by the authors, and insights derived from field studies of real-life command and control. Time and again, what emerges is a realisation that the most agile, self-synchronising component of all in command and control settings is the human.

This work adresses the gap between basic research and applied research in the field of CO₂ electrolysis using molecular catalysts. The development of new catalysts includes important aspects of the industrial application as early as possible to unlock the true potential of a catalyst and to prevent potential problems that occur when changing to industrially relevant process conditions. The results show that unexpected phenomena can occur when scaling up a technology from lab scale to pilot, or even industrial scale, advocating an effort to come as close as possible to large scale conditions, already in the lab. That can prevent major setbacks in the process and save valuable time and effort. This aspect is underlined by recent research in the specific field of CO₂ electrolysis using organometallic complexes, as catalysts show different performance characteristics after immobilization, for example. The successful development of future solutions depends on the interdisciplinary collaboration taking into account molecular considerations as well as process engineering aspects.

The subject of sex was central to early Chinese thought. Discussed openly and seriously as a fundamental topic of human speculation, it was an important source of imagery and terminology that informed the classical Chinese conception of social and political relationships. This sophisticated and long-standing tradition, however, has been all but neglected by modern historians. In The Culture of Sex in Ancient China, Paul Rakita Goldin addresses central issues in the history of Chinese attitudes toward sex and gender from 500 B.C. to A.D. 400. A survey of major pre-imperial sources, including some of the most revered and influential texts in the Chinese tradition, reveals the use of the image of copulation as a metaphor for various human relations, such as those between a worshiper and his or her deity or a ruler and his subjects. In his examination of early Confucian views of women, Goldin notes that, while contradictions and ambiguities existed in the articulation of these views, women were nevertheless regarded as full participants in the Confucian project of self-transformation. He goes on to show how assumptions concerning the relationship of sexual behavior to political activity (assumptions reinforced by the habitual use of various literary tropes discussed earlier in the book) led to increasing attempts to regulate sexual behavior throughout the Han dynasty. Following the fall of the Han, this ideology was rejected by the aristocracy, who continually resisted claims of sovereignty made by impotent emperors in a succession of short-lived dynasties. Erudite and immensely entertaining, this study of intellectual conceptions of sex and sexuality in China will be welcomed by students and scholars of early China and by those with an interest in the comparative development of ancient cultures.

These two volumes elucidate the manner in which there emerged, on the North China plain, hierarchically structured, functionally specialized social institutions organized on a political and territorial basis during the second millennium b.c. They describe the way in which, during subsequent centuries, these institutes were diffused through much of the rest of North and Central China. Author Paul Wheatley equates the emergence of the ceremonial center, as evidenced in Shang China, with a functional and developmental stage in urban genesis, and substantiates his argument with comparative evidence from the Americas, Mesopotamia, Egypt, Southeast Asia, the Mediterranean, and the Yoruba territories. The Origins and Character of the Ancient Chinese City seeks in small measure to help redress the current imbalance between our knowledge of the contemporary, Western-style city on the one hand, and of the urbanism characteristic of the traditional world on the other. Those aspects of urban theory which have been derived predominantly from the investigation of Western urbanism, are tested against, rather than applied to ancient China. The Origins and Character of the Ancient Chinese City examines the cosmological symbolism of the Chinese city, constructed as a world unto itself. It suggests, with a wealth of argument and evidence, that this cosmo-magical role underpinned the functional unity of the city everywhere, until new bases for urban life began to develop in the Hellenistic world. Whereas the majority of previous investigations into the nature of the Chinese city have been undertaken from the standpoint of elites, The Origins and Character of the Ancient Chinese City has adopted a point of view closer to that of the social scientist than the geographer. Paul Wheatley was professor and chairman of the Committee on Social Thought at the University of Chicago. He was most famous for his work dealing with comparative urban civilization. Some of his books include The Places Where Men Pray Together: Cities in Islamic Lands, 7th to 10th Centuries; Nagara and Commandery, Origins of the Southeast Asian Urban Traditions; and The Management of Success: The Moulding of Modern Singapore (with K. S. Sandhu).

This is one of a pair of volumes by Paul Kroll (the companion volume deals with medieval Taoism and the poetry of Li Po). Collecting eleven essays by this leading scholar of Chinese poetry, the volume presents a selection of studies devoted to the medieval period, centering especially on the T'ang dynasty. It opens with the author's famous articles on the dancing horses of T'ang, on the emperor Hsüan Tsung's abandonment of his capital and forced execution of his prized consort, and on poems relating to the holy mountain T'ai Shan (with special attention to Li Po). Following these are detailed examinations of landscape and mountain imagery in the poetry of the "High T'ang" period in the mid-8th century, and of an extraordinary attempt made in the mid-9th-century to recall in verse and anecdote the great days of the High T'ang. The second section of the book includes two articles on birds (notably the kingfisher and the egret) in medieval poetry, and four of Kroll's influential studies focusing on the verse-form known as the fu or "rhapsody," especially drawing from the 3rd-century poet Ts'ao Chih and the 7th-century poet Lu Chao-lin.

Mandarin Chinese has become indispensable for crosslinguistic comparison and syntactic theorizing. It is nevertheless still difficult to obtain comprehensive answers to research questions, because Chinese is often presented as an "exotic" language defying the analytical tools standardly used for other languages. This book sets out to demystify Chinese. It places controversial issues in the context of current syntactic theories and offers precise analyses based on a large array of representative data. Although the focus is on Modern Mandarin, earlier stages of Chinese are occasionally referred to in order to highlight striking continuities in its history. VO order is one such constant factor, thus invalidating the idea that Chinese went through a major word order change from OV to VO and back to OV. Another claim often made for Chinese as an isolating language, viz. the existence of an impoverished inventory of parts of speech, is likewise refuted. Other long debated issues addressed here include the relevance of the dichotomy topic vs subject prominence and the role of Chinese as a recurring exception to crosscategorial harmonies posited in typological studies.

This book presents how metasurfaces are exploited to develop new low-cost single sensor based multispectral cameras. Multispectral cameras extend the concept of conventional colour cameras to capture images with multiple color bands and with narrow spectral passbands. Images from a multispectral camera can extract significant amount of additional information that the human eye or a normal camera fails to capture and thus have important applications in precision agriculture, forestry, medicine, object identifications, and classifications. Conventional multispectral cameras are made up of multiple image sensors each externally fitted with a narrow passband wavelength filters, optics and multiple electronics. The need for multiple sensors for each band results in a number of problems such as being bulky, power hungry and suffering from image co-registration problems which in turn limits their wide usage. The above problems can be eliminated if a multispectral camera is developed using one single image sensor.
