Paul A. Lavallee is a romantic when writing or talking about small town New England. He is an occasional contributor to a weekly newspaper publication, writing on local issues as well as timely articles of interest. He was born and still lives in the heart of the Blackstone River Valley, where Americas industrial revolution began. A Marine veteran of the Korean War, Mr. Lavallees recollection of growing up in a small mill town during the war years of the 1940s, along with his later experiences at Parris Island, and then in war-ravaged Korea in the 1950s, all tended to inspire him to write his first novel, Rattle of the Looms. That novel was and still is so well received that a sequel seemed imperative. Thus comes the revisiting of the old mill town, Northcross, along with the eeriness of Emery Sibleys mansion, the few vaguely familiar faces over at Felix Morrells bar, as well as the folks who happen to be still around town in 1982, twenty-eight years after the close of the original novel that ended in 1954. Most Favored Nation discusses the movement for tariff revision under Republican administrations in the critical years preceding World War I. Paul Wolman shows how and why some Republicans turned away from their party's -- and the nation's -- traditional tariff reduction and revision. Wolman describes how the revisionists of this period developed a comprehensive program that sought to replace the "logrolling" system of protectionist interest trading that had prevailed in the United States since the 1860s. In its place they proposed a multiple-rate tariff embodying substantial reductions; commercial reciprocity agreements, especially with Germany, France, and Canada; and a "scientific" tariff administered by a commission. According to Wolman, all revisionists hoped to further American leadership in an open-door world economy. But as their movement developed, revisionists split into two competing groups. One group, the "radical" revisionists, wished to use lower tariffs to restrain the growing power of corporations. Led by agricultural implement manufacturer H.E. Miles of Wisconsin, the radical revisionists hoped that freer importation of goods such as steel bars and billets would break the growing strangehold of U.S. Steel and International Harvester on markets for intermediate goods and restore more competitive pricing. The second group, or "cooperationists," accepted the emerging hegemony of large corporations, which were beginning to supplant traditional American propriety enterprises. Encouraged by Theodore Roosevelt and William Howard Taft, these revisionists worked to rationalize the emerging corporate market system and U.S. foreign commercial relations without promoting anticorporate activism. Wolman suggests that through both consensus and conflict, the Republican revisionists of the McKinley, Roosevelt, and Taft era laid the foundation for modern systems of liberal trade. In detailing how they did so, Wolman offers new insights not only on the tariff question but also on related concerns in U.S. foreign economic policy, including business-state relations, corporate development, international treaty making, and imperialism. Policing Child Sexual Abuse provides a historical overview of the evolution of policing child sexual abuse in Queensland, tracing a legacy of failure (even corruption) in the decades leading up to the foundation of Task Force Argos, a branch of the Queensland Police Service created in part as a response to criticisms of police shortcomings in this area. The book uses archival material as a foundation to trace the shifting approach to policing child sexual abuse (CSA) from the 1960s, when juvenile justice first became a central focus of policing in Queensland, to the 2010s, at which point Task Force Argos made international headlines for its primary role in bringing major international CSA offenders like Shannon McCoole, Benjamin "Warhead" Faulkner and Richard Huckle to justice. Examining archival material to pinpoint the reasons that CSA was not dealt with effectively in the past, the book shows that often these reasons were political, unrelated to the policing of CSA at all. Policing Child Sexual Abuse stands as a testament to the victims of CSA who have been failed by the system in the past. In addition, the book acts as a case study of how a police force with such a negative track record in policing this area was able to correct its path and reform its practices, to the point that it could emerge as a world leader in policing CSA. Though nominally focused on policing in one Australian state, the implications are global, with Task Force Argos’s work naturally impacting on the CSA investigations of all of its partner agencies, both in Australia and internationally. Demonstrating how, even in contexts where police responses to CSA have been met with significant criticism, an opportunity still exists to reject historical failures in favour of a renewed commitment to proactive policing, this book will be of great interest to scholars of policing, historical criminology, and child sexual abuse.
