Leukoderma is a generic term for any pigmentary dilution, be it congenital or acquired, circumscribed or generalized, devoid of or partially lacking in pig mentation. In the approach to the diagnosis of leukoderma, we have generally first considered the age of onset, whether leukoderma was congenital or ac quired, the extent and pattern of involvement, and the degree of pigmentary dilution. The organization of this monograph reflects this approach. For ex ample, we have separated the section devoted to various disease entities into diffuse and circumscribed leukoderma and the latter into various etiologies such as genetic, metabolic, infectious, and endocrinologic. One of several justifications for this monograph is to present an approach to the diagnosis of leukoderma, as detailed in Part II. In formulating a guide for the physician, we have found some limitations to our previous approach; we therefore offer the following new classification based upon a clini cal-pathologic correlation. This could provide the means to describe both the clinical and pathologic findings in one term.

The North Pole is being transformed from a sea-ice cap to a seasonally ice-free sea within the next few decades. This fundamental shift in the boundary conditions of the Arctic Ocean will create a new natural system with different dynamics than anything previously experienced by humans in the region. With the diminishing ice cover, interests are awakening globally to take advantage of extensive energy, shipping, fishing and tourism prospects in the Arctic Ocean. A range of states, including the major Arctic powers, are increasingly asserting their sovereignty seawards. National security policies are being declared and nuclear-capable states are adjusting their strategic deployments in the Arctic Ocean. There are forums for international cooperation in the Arctic, most notably the Arctic Council, but peace in the Arctic Ocean has yet to be explicitly established as a common interest because of the long-standing military presence. Risks of political, economic and cultural instabilities are inherent consequences. This volume proposes environmental security as providing a holistic framework to assess these security risks and then identify the appropriate adaptation and mitigation responses. Only after shared risk assessment and understanding of the appropriate responses, will there be sufficient clarity about the governance paths to pursue within the international legal framework of the law of the sea.

This book contains a broad overview of time travel in science fiction, along with a detailed examination of the philosophical implications of time travel. The emphasis of this book is now on the philosophical and on science fiction, rather than on physics, as in the author's earlier books on the subject. In that spirit there are, for example, no Tech Notes filled with algebra, integrals, and differential equations, as there are in the first and second editions of TIME MACHINES. Writing about time travel is, today, a respectable business. It hasn’t always been so. After all, time travel, prima facie, appears to violate a fundamental law of nature; every effect has a cause, with the cause occurring before the effect. Time travel to the past, however, seems to allow, indeed to demand, backwards causation, with an effect (the time traveler emerging into the past as he exits from his time machine) occurring before its cause (the time traveler pushing the start button on his machine’s control panel to start his trip backward through time). Time Machine Tales includes new discussions of the advances by physicists and philosophers that have appeared since the publication of TIME MACHINES in 1999, examples of which are the chapters on time travel paradoxes. Those chapters have been brought up-to-date with the latest philosophical thinking on the paradoxes.

This task is accomplished when he or she becomes aware of the fact that the greatest possible good can only be achieved through the promotion of the adequate satisfaction of the greatest number of needs of the maximum number of people within the context of its being mutually beneficial to all parties involved. Furthermore, the reader of this volume gains the widest perspective on how the above assertion is valid for and has a positive impact on all fields of human endeavor, individual human lives, and human institutions, since the content of historical subject matter consists of nothing less than the past and present record of all the events and developments of the above entities. Thus, since everything that people learn is through past and present experiences, history teaches them everything and nothing can be perceived outside the framework of its subject matter. To present a graphic example to the reader of this volume to clearly illustrate the truth and validity of the above points, the author has used the comparison and contrast of the values, beliefs, and cultures of two very different societies in variant times and places to do so. The retrograde valuing of power and wealth placed on them by a small elite in European medieval society, resulting in limited social mobility in a primarily agrarian society, is in marked contrast to the emphasis on limited individual freedom within the framework of the rule of law as espoused by modern America. Within the latter framework, it was possible to develop a modern industrial and postindustrial community to provide individual social advancement through educational and employment opportunities as well as through the availability of quality health care. Finally, through all that has been stated above, it is worthwhile for society at large as well as the academic community to peruse through the contents of this volume in order to accomplish the above objectives.
