In 1798, the federal government levied its first direct tax on American citizens, one that seemed to favor land speculators over farmers. In eastern Pennsylvania, the tax assessors were largely Quakers and Moravians who had abstained from Revolutionary participation and were recruited by the administration of John Adams to levy taxes against their patriot German Reformed and Lutheran neighbors. Led by local Revolutionary hero John Fries, the farmers drew on the rituals of crowd action and stopped the assessment. Following the Shays and Whiskey rebellions, Fries's Rebellion was the last in a trilogy of popular uprisings against federal authority in the early republic. But in contrast to the previous armed insurrections, the Fries rebels used nonviolent methods while simultaneously exercising their rights to petition Congress for the repeal of the tax law as well as the Alien and Sedition Acts. In doing so, they sought to manifest the principle of popular sovereignty and to expand the role of local people within the emerging national political system rather than attacking it from without. After some resisters were liberated from the custody of a federal marshal, the Adams administration used military force to suppress the insurrection. The resisters were charged with sedition and treason. Fries himself was sentenced to death but was pardoned at the eleventh hour by President Adams. The pardon fractured the presidential cabinet and splintered the party, just before Thomas Jefferson's and the Republican Party's "Revolution of 1800." The first book-length treatment of this significant eighteenth-century uprising, Fries's Rebellion shows us that the participants of the rebellion reengaged Revolutionary ideals in an enduring struggle to further democratize their country.

This book develops a particular stance on the subject of public service. It does so in large part by indicating how early modern political concepts and theories of state, sovereignty, government, office and reason of state can shed light on current problems, failings and ethical dilemmas in politics, government and political administration. Simply put, public service is an activity involving the constitution, maintenance, projection and regulation of governmental authority. Public service therefore has a distinctive character because of the singularity of its ‘official’ object or ‘core task’ – namely, the activity of governing in an official capacity through and on behalf of a state. In pursuing this activity, public servants – civil, juridical and military – have a range of tasks to perform. It is only once the nature of those tasks is appreciated that we are able to identify the unique character of public service. The authors employ early modern political concepts and doctrines of state, sovereignty, government, office and reason of state in order to critically analyse contemporary political issues and offer solutions to problems concerning the status and conduct of public service. This book aims to remind public servants of the status of their ‘calling’ as office-holders in the service of the state, a daunting task given the rising tide of populism and the widespread prevalence of anti-statist, bureaucrat-bashing political discourse. Irish patriot, Civil War general, frontier governor—Thomas Francis Meagher played key roles in three major historical arenas. Today he is hailed as a hero by some, condemned as a drunkard by others. The Irish General first recalls Meagher’s life from his boyhood and leadership of Young Ireland in the revolution of 1848, to his exile in Tasmania and escape to New York, where he found fame as an orator and as editor of the Irish News. He served in the Civil War—viewing the Union Army as training for a future Irish revolutionary force—and rose to the rank of brigadier general leading the famous Irish Brigade. In 1948, the Afrikaner Nationalist Government became the ruling party in South Africa and instituted the brutal system known as apartheid. To maintain their power, Afrikaners drew on Christian scripture and traditions to create self-justifying religious narratives that supported their oppressive ideologies, prohibiting inclusion and suppressing pluralism. In time these Afrikaner-Christian narratives began to unravel as counter-narratives within the Christian tradition influenced the Black church to demand equality and democracy. This socio-political and cultural transformation is best understood and interpreted through the vision of ubuntu: a mode of thought in African culture that places a value on humanity in community and shifts the focus from singularity to plurality in South African society. In The Ubuntu God, Samuel A. Paul traces how the dismantling of apartheid led to recognition of the religious other, the recovery of alternate narratives, and the reappearance of ubuntu perspective and practice in the political and public sphere. After the peaceful transition to a democratically elected government, the Truth and Reconciliation Commission created a platform for multiple voices, stories, and religious narratives to be shared in a public political context. This multiplicity of voices resulted, ultimately, in the formation of a new constitution for South Africa that sought to uphold African values of community and inclusion in its institutions. While South Africa's apartheid system and the Truth and Reconciliation Commission are both rooted in the biblical narrative, the former used its theology to enforce an iron rule while the latter combined Christian and African concepts to create a pluralistic and open society. Such a society is characterized by a culture that emphasizes communality and interdependence.

What factors brought about this shift from tobacco production to diversified agriculture, and what were its effects on the people living there? This book charts the early social and economic history of the Eastern Shore, focusing on the ways in which Atlantic commerce shaped the lives of English settlers between 1620 and 1776. Professor Clemens is concerned with the relationship between changes in society brought about by local economic circumstances and those created by international market conditions. While a fiery temper and penchant for stick-swinging nearly railroaded Toe’s promise, the Canadiens recognized his talent and leadership, and he went on to spend more than 50 years with the organization.
